I MINUTES OF TH;~ REGULAR SESSION OF JULY 15; 1969 July 15, 1969' Port Townsend, Washington .The City Council of the City of Port Townsend, met in regular sess10n this 15th day of July, 1969, at 7:30 p.m. in the council chmnbers of the city hall. Mayor ~)mith presiding. I ROLL CALL Officers and members present were as follows: Mayor Snrlth,'City Attorney Abraham, City Clerk Youngblood, Councilmen Moody, Lindsey, Siebenbaum, Ruby, Judy, Hoglwld. Councilman Scheyer absent. MI NUTES OF '1' 1m PREVIOUS S ESSI ON It was moved by Councilman Hoglund seconded by Councilman Lindsey that the minutes of the previous session be dispensed with. Motion carried. 8 BUILDING PERliIITS . - The following building permits were presented and acted upon as follows: Jack Hensel, Duplex, 30'X65', Frame, Center Be Cedar, Lot 50,51,52, Cherry Park Addn. $12,000. L.M. Titterness, House, 24'X63', Frame, 22nd & Sheridan, $6,000.00. I Mayor Smith asked if both permits were on sewer and water, he was informed by the clerk that the permit of L.M. Titterness at 22nd & Sheridan was informed by the sewer supt. that sewer ':0 u](l be available and the permit for Jack Hensel on the Duplex at Center & Cedar vIas ¡:a ssed by the Health Department for a sceptic tank. Councilman Lindsey said that if it ùvas the place he tl:ought it was:, the building has already been started and that it was on §-rant street -not at 22nd & Sheridan and that the sewer;n that area was only a 4" line and that it was already serving four houses. Sewer Supt. Hawley said that there was suPPo:-3ed to be only one homJe to a four inch line. Engineer Warren said it seems that peop.e will apply for a building permit after the house is half finished then all of a sudden will come in and nant utility pernits. He said it might be vvell to s tart making them proof up on how they are going to provide~, ';~he utili ties before the permit is granted. Mayor Smith said that the sooner \'le start enforcing some of the procedures the better and felt very strongly against starting a building before comming in and getting a permit.. I Councilman Huby said that many times the council has passed on buJ~.ding permits, moving permits and tear down permits that had already been buIlt, moved and torn down, and felt it was now tim~ to crack down. Councilman Judy said that until we have a building inspector it is tough to do, we can stop construction but it's difficult to check. ' Mayor Smith said that it is impossible for the cit:r to continue its loose practice of granting building permits after construction begins and-should vlÌthold approval of any p';rmit until the engineer has a chance to review the cons truc t:l.on plan o.nd available utili ties. Engineer Warren said he would revise the present building permit to conform to the city requirements. Mayor Smith said that 11e fel t strongly tho. t the budge t for this comrÜng year should inc 1ude at least a half time engineer and more would be desirable. He said that he would recommend the council to table to permit at 22nd & Sheridan and wo,ld referr it to the Sewer Co~mittee f6r a r ec ommenda t ion a t the nex t regular c ounc:i.l mee t :ing. After considerable nlœe discussion it was moved by Councilman Ruby seconded by Councilman Lindsey that the bui lding permi t Of L. W. July 3, 1969 - to-wit: I TDe Honorable Fr~nk Smith Mayor of Port Townsend Ci ty Hall Port Townsend, Washington 98368 Dear Mayor Smith: 8 lNhile attending a convention in Yal-dma recently, I was impressed by the fact that Yakima, by ordinance, had adopted an official Flag for the city. The Mayor- of the City of Yakima, in giving his welcoming 'address to the convention delegates then assembled, was proud to present this flag to the distingqished visitor present on that particuld\r. occasion. The thought occurod to me that the City of Port Townsend should adopt a similar ordinance. The flag- design could be selected as a result of a contest or by other appropriate means. We are taking the liberty of sending a copy of this letter to the Port Townsend Chamber of COJ11211erCe in the hope that sufficient interest might be generated to have the city adopt an offic ial flag. Hawley reported that they were about half through in putting the side sewers in, and hope it could all be ComlJleted by the end of the month so that the oiling could start in August. He also mentioned that some side sewers had been connected to the sewer line and that billing woul~ start August 1st. Jack Fields of the Wcter Dept. reported progress on the automatic valve, s~ymng that controls had been installed at the reservoir, a w~rni:t;lg: ~Jane1 at the fire hall, but so far, CZ have not indicated when the automatic valve will be in operation. '" 8 Ordinance Ho. 1568 was aBain read for the third time by title only and it was moved by Council- man Ruby seconded by Counci1mé1n Moody that the ordinance do now pass. Motion carried. f.Jayor Smith said that Vie had held ov:-;r the rel"'uested plat b~T r:Ir Hensel the property between Evergreen and Sunnyside Park and that 1;1r Hensel planned to plat the property the same as Evergreen and Sunnyside Park. The council ox~~~ned the proposed plans and it was brought out that the plans showed that sewer and water would be available, which at this time no sewer or wator is available, the lot size would not conform to the pDoposed zonoing ordinance nor to the present state law, it had not been turned over to the city enBineer ~or study. After so~e further discussion, Hayor Smith said he would carry it on £'01" progressive action vl:i.th the city engineer and would contact f./fr Hensel. City Attorney Abraham said he would be happy to meet with 11r Hensel and explain to him what is required. Engineer Warren informed the council that tho city has been renuiring an engineer on a month to month basis and o".ce aga::'n it 'liJould require council action for next month. Cotmci1man Ruby suBgested three months and after some discussion Councilman Hoglund made a motion seconded by Counc~~ 111lan Ruby that Cramer, Chin and ì'.Iayor consulting engineers be retained for the balance of' the fisc a1 year. Engineer ~;rarren reported thE1t the stud~T of the ci ty hall 1.7,uld be rc¡ady in early Sept. and also said that b'-ehad:.. scheduled'-:a meeting on the street program August 5th and asked the street coIDrüittee to attend if possible. I Councilman Lindsey said that in other cities the engineer issued permits, that it saved time, and did not take council acti on. I:Iayor Smith said our ordinance does provide for this and s~nce we are going to have the services of an engineer for the rest of the year he would disignate the engineer in writing as the building official. ' Councilman Lindsey said that all should compliment Supt. Hawley on the fine job that he has done on the sewer project. Mayor Smith co~TIented that we are getting lTIOre sewer for about half of tho lowest bid was for the job. 8 r":[r... Harry Dei ts of CZ, said that the hold up on the automatic valve Was due to the Telephone Co.
