' Councilman Hoglund so.id tho.t while inadequacies of tho line are the responsibilitfues of its owners, the city also has. a responsibility to provide its ci tizens with water. He said in past situat:i.ons of this nature, certain practices h¡:¡ve been generally adhered tq but there has been no official city policy regarding installations, assessments, etc, and felt an engineer~ng study would appear to be a logical procedure. Harry Deits, city planning co!mnission momber, said the situati~n is not unique to this area and point~d out the need for an overall comprehensive planning. Engineer Warren suggested a special study session with the appropriate city committee, the planning commission before the next regular session. After some discussion Engineer WarDen said he would notify the members of the date and place for the meeting. Councilman Hoglund said before this could be done, Engineer Warron would have to be retained for another month. Councilman Hoglund made a motion seconded by Councilman Moody that Enginee¡r Warren be retained for another month. Motion carried. I Engineer Warren submitted a proposal from Kramer, Chin & Mayo for Phase 2 services regarding invos tigati"m of the city hall bu. Iding. The proposal was for de tailed inves tigation of the city's space requirements for administration, public works, police & fire protection and etc. It :Lncluded the rehabilitation of the existing city hall whore the costs would include exterior repair and trim, interior. decoration a.YJ.d finish, and modern utili ties and also landscaping nnd¡ also give the cost for new facilities. The study would be a joint effort by tho architectural and engineering team and the repç>,rt woúld be completed :i.n 180 days of acceptance of the proposal He said the total cost would be fp7,OOO.. He said that the engineer had made up cost plan vlhich amounted to 50,000. , He Gaid that the city did not l1::lVe that type of ~oney to spend and the only way he cìuld see would be by an L.I.D. Engineer Warpen said that ther e \1e:L8 triO methods concerning LIDs, one \vm=~d be if 51 percent of the people envolved went' for it t~"len the c:>Dncil could £'orm an LID. The other, the c:)uncil could £'orm an LID by resolution, and tl'1en it would take 60% protest to net foPl11.an LID. He also said that Mr Smith from the Town & Country store wes !§oing to try and [';et th names of the propc;rty owners that n)uld be affected ::.nd also their feelin'.;s concerning an TJID. I Councilman Judy reported on the request for two street lights at tho intersection of the Little Red Kettle and the Town and Country store. He said that lights were needed there and made a mot:con seconded by Counciman Ruby that two 7000 lUll street lights be installed. Motion canried. PPUBLIC HEARING I Mayor Smith said at this time a ~ublic hearing was scheduled for the vacation of that portion of 13th st lying between the Ee.st boundary of Case street and the '-,¡est boundary of Holcomb street and æ{ed if túere was any ppotest from anyone in the audience on the proposed vacation. There was none.
