After receiv, ing the vouchler counc}.lman Hoglund sÐià he noticed on the voucher w1ich am:;unted to 379.01, it ::.tarted out with heavy duty alternators & voltage regulators for o3ch police car and asked if this was defective equipment on the nevv cars. Chief Phegley said \'-¡hen the cars were ordered he didnt get the alternators big enough to handle the load so larger alternators had to be ordered Ð.nd hoped to get some of the money back for the oth()r al terna tors. CouncilFlan I-lc'ghmd said that there were two invoices for the installation of am radios 'c;nd antenas on each police car. Chief Phegley said thé,t the radios had been ordered sonle t:1Jne O-go but hO-d not CrurJ.e. until last month and that it why the bill now. Chief Phegley was asked if these radios had bE:en installed in the police car,s in the p;lst, the anS\'/er was no but they did give a better trade: in value. Coy.n.ci'1man Hoglund said he failed to see the need for tho city to :'Lnstall E>J:I rÐ.dios in police cars and could not see the justifica'tion for it. Mayor Smitþ said that off hand he \ïGS inclincô. to go along VIi th counc:Unmn Hoglund, the only ('!uestion now is can WE: turn the radios back, the possibility of holding the bill out until an investigation could be had. Councilman Hoglund said he felt that paym'ent should be held up on the radios for he felt that 150.00 could have been better spÐnt. I NEW BUSINZSS Under ne'.'J business tho city clerk presented the city with a check for Ü3,981.00, tho city Attorne;l explained that t:üs ii some 1110l"G money received from the sottlemont from the pipe litigation suit, 2~d there ~ould be more. He said that some instruction should be given to the Ci ty Clerk and Treasurer as to 1;¡12a t dispos i t.._on shoulèi be made of those funds, he said that some of the funds received ~efore went to the water dept some to tho current expense fund. Tho water dept is the one who purchased the pipe the suit W?s brought in the name of the CiÞj of Port Townsend. :1e said he had talked to some of the Attorney Generals represenatives who were handling the suit f;nd they do not care Vlhc,t no do \JÌth tho money. Attorney Abraham said it occured to him that there is a piece of property tilat 'ole are inteposted in that r'.osts in tho neighborhood of this amount, that particulal" piece of property is desired by the Vlo.ter-scm.:1" departmen t. Councilman Hoglund said he could see nothing v~ng in Jutting the money in the CurÐent Expense Fund where it could be roadly romoved for somet~~ ng like that. Attorney Abraham said the Dbovo ordinance was sponso~ed by Councilman Scheyer, Co'pcilman Scheyer explained and described the fin[l1~cial distress during the six months the center has been in operation they have an operating bud8~)t of ~;237. 00 per m:)nth they have roughfly have taken in by contributi'ns $500.00 and have raised by projects themselves another $8.00.00, they have renovf'ted the center, they pay li.'"';ht, heat, rent [; etc. and felt the city felt the city should PaY the rent of a $125.00 per month and is why the recon~endati n for placing the propo~ed rental contract under the I)Ol ice department 'Nas based on the epartments youth program. Councilman Siebenbaum said he could see no emergency and also said he felt that anything that had to do w:ith recreati'ìn should come unë,er the park department. ;Jayor Smith c )mmented that he had a few reservations aoout :utting the supervision of the established activity under the police department, say ng he w~~s in favor of the Chief of Police atti tude tmvards working with the younger groups and thol.tgh tit has paid off more than anyone realized and would continue to pay of'f but Dill not sure about officiDlly saying tne p,lice department will run a rec center which could open the door to a lot of problems. Cmuncilman Hoglund said he thought the city has an obligation to provide some wholesome activi:~y for your youth, they've done a good job and need hell=' and that there vms an emergency need. ! Councilman conwented that it would be money well spent that it was about time the city started to get envolved. Councilman Ruby said that we are putting ourselves when they want to help themselves. ~rs Madge Wallin, librarian, pointed to available recreati nal facilites and relt they didnt need a night club. After some furth-3r discussion, LIayor S-'itþ.called upon Engineer 'ilarren to give a report on the condition of the City Hall. Engin~)er:¡arren Gave a detailed rerort of the survey that fuad been taken of' the city hall, and in that opinion it showed that the city hall building was structural s~und to encourage rehabili- tation. ?Tayor Smitþ. said he, himself, YIoulcllike to the the city hall building r$rovated. City Attorney Abrahrum s~id that renovation does not constitue restoration. He poi~ted out that tho original city hall bore litt13 resemblance to the artists conception of a rcn')vated structure. It it is going to be kept for h::storic ;Jurposes it should be restored to its orir;inal shape, if you modernize the interior ~rou wont have the original either. Robert Sah1ie again brought up the bu:"-lding }:e rmit for a coTrJ.l:1ercial building in Blick 3 lot 1 in the Nat. City Addn. After considerable discussion about the fire code it was the opinion of tho council that the building shoilild be build to the fire code standards, and the permit would be approved if fire code standards was used.
