OF THE REGULAR SESSION OF APRIL 11" JL~?~ COHTINUED Councilman Lindsey made a motion seconded by Councilman uby that the street crews salary be brought up to 525.~- per month retroactive to Jan. 1, 1969. Motion carried. I Engineer Warren mentioned that along the new stretch of highway on water street there has been no arrangements made for drainage and it should be made know to the High-way Department. He also stated that he would like to meet with the street committee aftor the regular meeting to discuss the UAB prowect. He also said that the crew would be here i~e 14th of April. to go oven the city hall. Councilman Lindsey said that the request of Mr Jacobsen for an extension of the sewer was tabled for this meeting, he said he could not see that anything could be done on his request. Councilman Lindsey made a motion seconded by Councilman Moody to reject the request of. Mr JaQobsen to run the main sewer line up to his property linè. IvIotion carried. Councilman Moody said that Mr Daly was present and wanted to know if he had a report on the water situation in tLe outlying areas. Mr Daly said that all he could report was- - there was progress. The City Council of the City of Port Townsend, met in regular ses,sion this 15th day of April 1969 at 7:30 p.m. in the council chambers of the City Hall. Mayor :3mith presiding. ROLL CALL Officers and members present were as follows: Mayor Smtth, City Attorney Abraham, City ClerK Youngblood, Councilmen Scheyer, Hoglund, Judy, Ruby,'Lindsey, Moody~ Councilman Siebenbaum absent. MINl~ES OF THE PREVIOUS SESSION I The minutes of the previous session were read in ~u11 and it was~oved by Councilman Lindsey seconded By Councilman Moody that the mimtes be approved as read and the Mayor and City Clerk sign same. Motion carried. BUILDING PERMITS The following building permits were presented and acted upon as follows: 8 Robert F. Sahli, Vet, Buih:ing, 24'X16', Frame, Block 3 Lot 1, Nat. City Addn. ~~6,500.00. vV.A. Paddock, Carport, 10'X20', Frame, 905 Franklin, ~~950.00. Norman F Smith Jr., Est. to garage,- 22'X24', Cement Block, Sims Way, ~~450.00. C.E. Gentry, House, 26'X38.', Frame, 17th & Grant, $10,000.00. Harry Pentland, House, 26'X38.', Frame, Block 3, Lot 9-10, Broadway Addn. $10,300.00. Carl Schmidt, House, 1600 sq', Frame, Tremont St. B_Lock 9, Lotl-2, Broadway Addn. $7,000.00. A. DeLeo, Garage & Carport, 30'X40', Frame, 932 Pierce, $1,000.00. It was moved by Councilman Ruby seconded by Councilman Judy that the buIlding permits be granted. Upon the question it was asked if the permit for the anim~l building was in the present fire zdme, after some discussion G:d>uncilman Ruby withdrew his motion councilman Judy withdrew his second. Councilman Ruby made a motion seconded by coliQcilmun Hoglund that all the building permits be granted with the wxcepition o~ the animal bldg. Motion carried. COMMITTEE REPORTS I Madge Wallen, Librarian announced thut Library Week would start next week and that there would be an open house at the Library Wed, tho 23rd at 7:30 p.m. Councilman Lindsey announced that the :ßBwer project had started up again. I Councilman Judy said that there had been request for street lights at 49th a Landes and at the Honda Shpp on Sims way, Councilman Judy made a moti~n seconded by Councilman Lindsey that the old street light at 49t & Landes be replaced with a vapor light and a ndw vapor light be instatted at the Honda Shop at Sims Way. Motion Carried. Councilman Hoglund said that he h~d been contacted for a street light at 19th & Kerney st., he said that there was an old type light there which was out most of tho time and it was a hazard at that area. Councilman Judy said he lmew of the light and it should be replaced with a vapor light, Councilman Judy made a motion secmded by Councilman Ruby that the old type light at 19th & Kearney be replaced with a vapor light. Motion carried. Attorney Abraham, Wl10 checked on whether or not the parmi t for the animal building was in the fire zone or not, said that it was. After some discussion it was moved by Councilman Lindsey seconded by Councilman Judy that the building permit be granted on the condition that it be built to fire code standards. Motion carried. 8 Attorney Abraham reported that fue had contacted ~r Knapp of Puget Power about the light pole situation on the new highway project, he said that Puget Power was alert to the problem and have it under advisement. Port Townsend, Washington Dear Mr. Youngblood, I You will probably not be surprised to hear that we -- like most everyone else -- are being forced to pass along some of our increased costs. \ie häte to do it. Fortunately, the increase is not great. The enclosed contract details our new supplement price. please write or c~ll me. If you huve questions or comments, Cordially, I A. N. Bud Tinse1ey The following contract was read stating - Sets of replacement pages for each copy of the code will be supplies not less often than once each year to bring the code uF to date with all new ordinances. Cost - Minimum Charge for Annual Supp1emcnt Service. . . $100.00 Plus per page. . . .. 10.00 Attorney Abraham said it was more in the nature of an order, we dont have to by tdis but if we are going to make our new code useable we s~ould and recommended that it be accepted. 8 Councilman Hoglund made a motion seconded by Councilman Ruby that the contract with Book Publishing Company be accepted. Motion carried. Councilman Scheyer made a motion seconded by C uncilman Hoglund that the city Attorney now be instructed to contact the State Highway Dept. to see if they have came up to minimum safety standards in the construction of tho now stretch of highway. After considerable discussion on saftey standars & etc. Mayor Smith called for a vote. Motion was carried. Mayor Smith said he planned to discuss with the Port Commission the posibi1ity of sharing a qualified engineer. Mayor Smith announced that each councilmen would receive information regarding the pÈoposed street project on Monroe st, information that häd been given to him by the present engineering firm. I Mayor Smith also announced that there would be a water quality standard converence at Port Angeles this comming week and if any who were interested in going, contact him or the city clerk. Councilman Ruby said that the city has two lots across from the park at north beach, and that' it would make a good parking area if they were cleaned out. Councilman Moody asked if any thing had been done about the purchase of property next to the treat~ent center. Councilman Hoglund said there has been no further contact with ~æ Porter but would contact Gim again. 8 City Attorney Abraham said that he and the water department were going to enter a contract wi th the army to put in a new section of water line from the Fort Gate to the Cemet:::;ry, he said it would be a 2" line and that the army would pay the whole bill and if there was no objection from the council they would proceed. No objecti~n from the council.
