The City Council of the City of Port Townsend met in reguldr session this 21st day of January
1969 at 7:30 p.m. in the council chambers of the City Hall. Mauor Smith presiding.
ROLL CALL
Officers and members present were as follows: Mayor Smith, City Attorney Abraham, City Clerk,
Youngblood, C 'mnc ilmen Hoglund, Judy, Ruþy, Siebenbaum, Lindsey, Moody. Councilman Scheyer
absent.
MINUTES OF THE PREVIOUS SESSION
The mintes of the previous session were read in full and it was moved by Counci~man Lindsey
seconded by Councilman Judy that the minutes be approved as read and th~) t the Màyor and Ci ty
Clerk sign same. Motion carried.
BILLS & CLAIMS
The city clerk presented the following bills and claims as audited by the finance committee,
bills and claims for the year 1968..

It was moved by Councilman Hoglund seconded by Councilman Siebenbaum that th9 bills and claims

be approved and the Mayor and City Clerk draw warrants upon the proper funds for payment of same.
Motion carried.
BUILDING PERMITS
The following building permits were presented und acted upon ~s follows:
Lloyd L. Hansen, Re-side Home, Center street, Lot 23-24 Cherry Park Addn. $400,.00
Vern Geick, Home, 51'X28.', Frame, Block 3, Lot 1-2 California Addn. $20,000.00.
Vern Geick, Home, 38'X28', Frame, Lot 17, Seaview Estates, $21,000.00.
D. T. Judd, Garage, 20'X24', Frame, 305 Willow, $2,500.00.
It was moved by Councilman Moody seconded by Councilman Judy that the building permits be
granted. Motion carried.
OLD BUSINESS
Mayor Smith said that under old business a pay raise question was placed on the agenda for
tonight and understood an ordinance had been prepared and asked the city clerk to road the
following ordinance.
ORDINANCE NO. 1560
AN ORDINANCE AMENDING SECTIDN 1 OF ORDINANCE
NO. 1446', AND THEREBY INCREASING rrHE SALARY
OF THE CITY TR~ASURER.
It was moved by Councilman Ruby seconded by Councilman Lindsey that the first reading of
Ord. No. 1560 be considered the second reading and the the third reading be by title only.
- Motion carried.-

Ord. No. 1560 was again read for the third tL.'T1e by title only and it was movod by Councilman
Ruby seconded by CounciLman Judy that Ord. No. 1560 be adopted. Motion carried.
The city clerk presented Emergency Ord. No. 1559 duly incorporated in the minutes of the
previous session for passage or rejection.
Councilman Lindsey made a motion seconded by Councilman Ruby that the first :!:'eading of Ord.
No. 1559 be considered the s~cond reading and the third reading be by title only. Motion carried.

Councilman Judy said that Harper Oil Company was low bidder on gasoline and lHud Ammeter Oil
company was low fuel oil. Councilman Judy made a motion seconded by Councilman. Hoglund that
the ci ty accept the bid Of Harper Oil Company for Gasoline and Accept the bid of Bud Ammeter
Oil Co. for fuel Oil. Motion carried.

Councilman Lindsey~said that under old business 'we were to have a discussion about union
contracts, the contracts were to have been received earlier so that each councilmen could go
over them, the contracts were not received until this evening.

Councilman Ruby said he wculd like to go over the contracts before making in hasty decision
and would suggest holding the contracts up until the council had a chance to study them.
Councilman Hoglund said he felt as councilman Ruby did, he hadnt seen the contracts unti1b a
few minutes ago and felt he was not in the position to pass judgement for or against and
suggested that they be held over for study.

A represenative from the union was present and suggested that a meeting be held after the
council meeting.
After some discussion a decision was .reached that the council and uniönnmeet after the
regular council meeting was over.
NEW BUSINESS
The following petition was presented and acted upon as follows:

PETITION FOR STREET VACATION

The undersigned, who are all of the abutting ownersoupon the portion of City Street
hereinafter requested to be vacated, here and hereby petition the City Council, after due
notice given and hearing on this Petition, to vacated that portion of Rosecrans Street lying
between the Northerely boundary of Fourth Street and the Southerly boundary of State Highway
No.9, in the Eisenbeis Addition of the City of Port Townsend.
Peti tioners agree to pay cost of publicati~m of an Ordinance providing for the vacation
of said portion of said street, and to the reservation of easements for utilities over, througB.
and across said portion of street.

Mayor Smith referred the petition to the street committee and the planning commission to
have a report on at the next regular session.
MayoÐ.Smith sàåd that he had been asked by the school about the old light standards on
Lawrence street, he was informed that the standards had been given to th uptown business2
people.
