After some discussion on different kinds of group insurance, it was suggested by Dolores Hoyt that the employees have a meeting to see what type of insurance they would prefer. Wn. I The city council of the city of Port Townsend met in regular session this 17th otl Dec. 1968 at 7:30 p.m. in the council chambers of the city hall. Mayor Smith presiding. ROLL CALL Officers and members present were as follOWS: Mayor Smith, City Attorney Ab:raham, City Clerk Youngblood, Councilmen Moody, Lindsey, Siebenbaum, Ruby, Judy, Hoglund, Scheyer. MI';UTES OF THE PREVIOUS SESSION 8 Minutes of the previous session were read in full and it was moved by Councilman Lindsey seconded by Councilman Moody that the minutes -be approved as read. Upon t~~7~uestion Councilman Scheyer asked the minutes be anunended to show thè1t he hè1d voted no on thePlCffal111 agains t the city by D.H. Solomonson. Mayor Smith called for a roll call vote. Motion was carried. BUILD ING FERMI TS The following building permits was presented and acted upon as follows: Sparkman.& McLean Co., Rock bulk-head, Water st between Harrison and Taylor St. $76,200.66. I - It was moved by Councilman Ruby seconded by Councilman Judy that the permit be granted. Motion carried. CO~~ITTEE REPORTS Councilman Siebenbaum reported again on the request from the Port Commission for the city to lay a water line for them, he said he that he had checked Ord. No. 1110 which states that the city can only lay a line to the property line itself. Councilman Lindsey reported that he had met with the State union negotiator and also members of the union and that there would be a vœitten report from the union on what ~hey wanted at the next regular council meeting. 1ŒW & OLD BUSINESS 8 BID OPENING the following bids were opened for a 1969 dump truck for the street department, and was acted upon as follows: Thomas Motors - Port Townsend Wn. Total Bid as per specifications - Alternate Bid - Daybrook Body $8,307.23 7,841.16 I Kruse Car Center - Port Tovmsend. Total Bid as per specifications - Alternate Bid - Daybrook Body Buhler Motor Company - Port Townsend Total Bid as per specifications - $7,868.78 7,638.88 $7,308.08 It was moved by Councilman Lindsey seconded by Councilman Ruby that the low bid as per specifications of Buhler Motor Company of' $7,308.08 be accepted. Motion carriød. Mayor Smith said that under old business, a permit was issued for a shopping center that was tabled, the request for the permit is now back on the agenda for tonight. He said there might be a feeling in some quarters that someone was trying to stall the situation, but felt that the council and Mr Carroll should be given an opportunity to see any and all research data that went into the comprehensive plan, the copies of the plan as made by the consultant are now available. He also stated that the plan is not the plan until the council accepts it. After some disuussion, it was the opinion of the council that the artist cGnception and plans that Mr Carroll submitted was not ade~uate, that it should be tabled until r~ Carroll submitted a general floor plan a plot plan and other general detail construction information. Councibnan Siebenbaum maae a motion seconded by Councilman Lindsey that the permit again be tabled. Motion carried. Mayor Snlith said he would contact ~œ Carroll on the councils decision. The city clerk read the following communication which was acted upon as follows:. I 8 Honorable Mayor and Members of the City Council. . Enclosed is a check for $500.00 to renew my license for the operation' of amusement machines from December 31, 1968 to December 31, 1969. Motion carried. CALL FOR BIDS The city clerk asked permission from the council to call for bids for the citys needs for gasoline, Furnace oil, stove oil and diesel fuel for the year commeneing Feb. 1, 1969, bids to be openàd January 21,1969. It was moved by Councilman Siebenbaum seconded by ~ouncilman Moody that the city clerk be authorized to call for bids as requested. Motion carried. I PETITION The following petition was presented and acted upon as follows: . ORDINANCES The following ordinances were II' esented and acted upon as follows: ðHßINANCE NO. 1555 AN ORDINANCE REPEALING ORDINANCES NUMBER 878 881, 1237, and Sec. 1 o~ 1052. 8 ,,' . Councilman ßoglund stated that this is the outgrowth 'of the rooeting that was held the other night where :It was de.cided by the council ,to repeal some of tho existing licenses that are in effect, the f,eeling is that since these business are ,and will he. covered under the B& 0 tax that will go into effecthe first of the year, it would be unfair to leave the old license on. Councilman Hoglund made a motion seconded by Councilman MOO~T that the first reading be considered the second reading and the third reading be by titlo only. Motion carried. Ordinance No. 1555 was again read for the third time by title only and it was moved by Councilman Hoglund seconded by Councilman Lindsey that Ord. No.. 1555 do now pass. Motion carried. ORDINANCE NO. 1556 I AN ORDINANCE AMENDING SECTI N 3 OF ORDINANCE NO. 1367, as AMENDED BY ORDINANCE ,NO. .1404~ Attorney Abpah~ said that next year vv'e have no bugetary provision for the water-sewer and garbage francþise tax which is now 3,000. .per year, he felt th'3se ordinances should be repealed although it is not actualy a repealer it keeps the ordinances alive it reduces them to one dollar, we mi.ght well need to reimpose them at a later date. He urged the adoption of the ordinances. .It was moved by Councilman Ho.glund seconded by Councilman Judy that the first read ing be c o,nsidered the sec and reading and the third reading be by' title only. Moti on carried. Ordinance No. 1556 was again read for the third time by titl'3 only and it was moved by Councilman Ruby seconded by Councilman Siebenbaum that the ordinance now be adopted. Daly and asked him if he would come to the council and give a report on snow creek progress and was assured he would although he could not be here, tonight. Mayor Smith reported on the meeting of the city employees that was held to discuss what company they would prefer for medical. It was decided by the employees to keep the two that was already in effect, Jefferson Coun~y medical and Bankers Life. Mayor Smith said that due to reduction in force this comming year in the garbage department he would like to see more emphasis placed on the individual home owner to make it easieD for the department to handlm the trash and garbage, what it amounted to is putting the trash cans out where they can be easily handled~ Mr Wiley, theater owner asked if any decision had been reached regarding eliminati)n of the three percent admission tax. C"ìuncilman Don Hoglund reported that the theater issue had bee:~ discussed at an executive session of the council and ~ was the opinion of the council at th~t time was to continue the tax. 8 I ADJOURNMENT As there was no further business to come before the council -at this time it was moved by Councilman Judy seconded by Councilman Siebenbaum that the meeting do now adjourn.
