Mayor Smith Presiding. ROLL CALL Officers ~nd members present were as follows:- Mayor Smith, City Attorney Abraham, City Clerk Youngblood, Councilmen Scheyer, Hoglund, Judy, Ruyy, Siebenbaum, Moody. Councilman Lindsey absent. I' MINUTES OF THE PREVIOUS SESSION The minutes of the ~eviaus session were presented and it was moved by Councilman Hoglund seconded by Councilman Scheyer that the minutes of the previous sessl~n be dispensed with. Motion carried. COMMITTSE REPBRTS 8 Councilman Hoglund, chairman of the finance cormni ttee said that the finance commi ttee went over the B&O tax situation and have presently a ordinance that has been drawn up and a number of copies have been made so that each counciiliman c(Juld go over the proposed ordinance,. He said that he wculd like to hold any discu~;sion on the ordinance at this time. No ~urther disc'ussion was held. Councilman Ruby said he would like to make a suggestion in putting a street light at the Skati ['; Rink which is a real dark area. Mayor Smith referred the sugge.s ti n to the light committee and I he said along with it the power company would like to relocate a couple of lights at the hospit i which woüld be to the good of the city. PUBLIC rEARING Mayor Smith said at this time he would like to declare the pu'blic hearing ~ the requested vacation of a certain street and aeìked the city clerk to read the discription of the street. I Tûat portion of Fourth Street, lying between the westerly line of Hancock Street, and the Easterly line of McClelland Street, and between the Easterly line of Rosecrans street and the vVesterly line of McGlellE.nd street in the Supplementary Plat of Eisenbeis Addition to the City of Port Townsend, . Jefferson County, Washington. The City Clerk read the following colllinunication from the Planning Colmnission. I Honorable Mayor & Members of the City Council The Por t Townsend Planning commis s ion, mee ting in regular se s s icm on i'llonday Sept. 30,1968 after due consideration, ~oted unanimously in favor of the petition to vacate street presented in behalf of John Kruse. ~1fuile it is the general prac tice of the planning commission to recommend agains t street vac,ations as a rule, in this case the mitigating circumstances include: 1. That the petitioner owns all the adjoining property and the vacation of the street as reQuested will not negatively effect any other business or individual'in the area. 2. 'l'hat the va:cation will encourage business development and that the proposal represents good plan::1ing on the part of the petitioner. 3. That 4th street is already vacated east of Hancock St &, als:> west: of Rosecrans st. 8 '; Respectfully Submitted. E.G. Lindquist, Chairman Ma)or Smith called for any discusšdmn on the request. Councilman Huby said that the chairman of the street comnittee was absent but had talked to him and was told that it wasfuasible to vacate the street. CouncilJlal'1 Ruby made a motion that the request to vacate the street be granted. Councilman Siebenbaum, member of the street committee said that tl~ streQt cQmmitte~ had gotten together and was in favor of the vacation. City Attorney Abraham said that the above ordinance VlDS snonsored by t>e poliee department, especially Sgt. Doubeck, the ordinance is identical to a"l ordinance that the County Com'1lissioners have before them and is also identical to the one that .ort Ane1es has and also King County. Sgt. Doubeck said this ordinance is aimed at the juvenile problem we are havil~ in gluè sniffing. ~e said as a side program, the police depart~ent has enlisted the help of local merchants in registering persons nho buy excessive quantities of glue. After some further discussion it VJ3.S moved by Councilm3.n Ruby seconded by Councilman Judy that the first reading be considered the second reading and the third reading be by -~itle only. Motion carried. Ordinance lITo. 1549 was again read for the third time by title orì1y and it was moved; by Councilman Ruby seconded by Councilman Hoglund that Ord. No. 1549 do now pass. He said he noticed that they have a clause in tho ordinance to cancel out in 1970 if they failed to perform and asked the attorney if this ordinance met with his approval. The answer was yea. Ordinance Po. 1550 was again read for the third time by title only and it was Doved by Councilman Judy seconded by Councilman Ruby that Ord. No. 1550 do nOVil pass. Hot' on carried. Attorney Abraham said that he had met ì7ith tho Police-Union negotiator last week and turned out Jhfuat he himself was such a ßood negotiator that the un:i.on is now ask:Lng the to intervene.
