The Ci ty Council of the City of Port Townsend met in regular :3ess ion this 17th day of Sept.
1968 at 7:30 p.m. in the council chambers of .the City Hall. Ma~ror Smith presiding.
ROLL CALL
Officers and members present were as follows: Mayor Smith, Ci~ Attorney Abraham, City Clerk
¡Youngblood, Councilmen Scheyer, Judy, Ruby, Siebenbaum, Lindsey~ Moody. Councilman Hoglund
ab sent.

MINUTES OF THE PR EVI JUS SESSION
It was moved by Councilman Siebenbaum seconded by Council,'1an Scheyer that the minutes of the
previous session be dispensed with. Motion carried.
BUILIING PERMITS
I
The fòllowing quilding p ermi ts were presented and ac ted upon as follows:
Howard Dingus, Fence, 5t'X400', Pole, 23rd & Kuhn, "$75.00.

It was moved by Councilman Ruby seconded by Councilman Moody that the building permits be
granted. Motion carried.
OLD BUSINESS

Councilman Judy said that at the last council meeting it had been decided that the Elks should
¡pay for a water tap that had been installed on city property now being leased by the Elks Club.
He said he would like to reopen the matter again on the basis that he now felt that the city bei~
the owner of the property the city should absorb the cost of thewater tap. Councilman Ruby and
Councilman Scheyer both agreed with councilmen Judys statement. Councilman Siebenbaum spoke
against the city paying for the water tap. After some fur ther discussion it was moved by
Councilman Ruby seconded by Councilman Scheyer that the ci ty absorb the" cost of the water tap
that was installed on city property at the golf course. Motion carried.
Councilman Moody asked if there had been anything done on the water situation at Snow Greek
that hatl been brought up in the past. Mayor Smith stated that Mr Daly was working on it and to
his knowledge it was still being worked on.
NEW BUSINESS

The city clerk infformed the council that the Mayor's Préìiminary Budget for 1969 had been
completed and was on file at the clerks office and '\'vould at thist time bring it up for adoption.
Councilman Siebenbmun :made a motion seconded by Councilman Ruby that the Mayor's Preliminary
Budget for 1969 be adopt'3d. Motion carried.
Mayor Smith commented ::)11 thu budget, saying the budget is con:3idered "to represent the minimum
¡needs of the city at this time and asked the council after they had studied the budget if any
cut :is contemplated that they contact the department heads so th€}y could explain the reason for
their requests;'

Due to the nature of the above ordinance it had to be held over until the next regular session.
Councilman Lindsey commented on the above ordinance saying that it was to purchase a loader II
and it was something the city does need very badly, it is being bought at a very reasonable price

Mayor Smith brought up the dog situation on the killing of sheep, he said he has done some
investigating, and one thing is that the Jefferson County Humane officer is not deputizied and
it would help the situation out a lot if he was and it should be found out if t~ Jefferson Co.
Sheriff could or would deputize the humane officer.
.. City Attorney Abraham said that previous humane officJrs have been deputizied the sherLE'f has
taken them up to the superior court judge who swears them in. He stated that our ordinance
authorizes our police department to work in conjunction with the humane officer, the police if
called upon are well within their authority to work in that field. He said one maThor obstacle
to controTIin the dogs that are running in packs and kill:~ng sheep is to catch them and to
identifme the ovmer of ta dog. If the dog is caught and can be identified to the owner then
the penalty to the dog is usually death and the owner is liable for the damaged caused.
Attorney Abraham said he would like to meet with the Chief of Police and the Police and
license committee right after the meeting on a couplG of ideas having to do with dogs.
ADJOURNMENT
As there was no further business to come before the council at this time it w~s moved by
Councilman Scheyer seconded by Councilman Judy that the meeting do now adjourn. Motion carried.

It was moved by Councilman Hoglund seconded by Councilman Scheyer that the bills and claims
