OLD BUSINESS

Mayor Smith reported that he had contacted Mr. Novie Roberts regarding the If~tter from the Statewide City
Employees Retirement System which stated that Mr. Roberts had attained retirement age. Mr. Roberts does not
wish to retire at this time, the Mayor said, and the Park Board requests that his retirement date be extended
one year. Councilman Lindsey made a motion, seconded by Councilman Judy, that Mr. Roberts retirement date be
extended. Motion carried.
NEW BUSINESS

Mayor Smith introduced a representative of the Metropolitan Life Ins~rapce Company. ~e said'the Council
had previously approved a request by this company that they be allowed to make a ~)resentation on a group
insurance plan and since most cities provide a insurance program for their employees, he felt a presentation
was in order. The Metropolitan Life Insurance representative presented a plan to the council that was basiðàJdy
a medical plan but also included life insurance and time loss coveragè.
The Mayor brought up the matter of the bus line change for consideration at this time. Attorney Abraham
said the Police Chief has the authority to designate where the bus line will be and it was decided that if
no one had any objections to the move as requested that it be left to the dfuscretion of the Police Chief.

Attorney Abraham reported that he had talked to Mr. Granberg of McLean & Co. regarding the city's plan to
extend the sewer service with the city's personnel and was assured by him that this plan had, the approval pf
the bonding company.
The Mayor announced a public hearing of the City's 6-Year Street Plan to be held on Sept.), 1968
ADJOURNMENT
As'there was no further business to come before the council at this time it v¡as moved by Councilman
Lindsey, seconded by Councilman Siebenbaum that the meeting do now adjourn. Motion carried.

The City Council of the City of Port Townsend met in regular sesslon this 3rd day of Sept.
1968 at 7:30 p.m. in the council chambers of the City Hall. Mayor .::mith presiding.

Dear Sir:
Please consider this letter an application for a permit to the United States of America, through
the Bonneville Power Administration, to construct, o~rate and maintain a 230 1~ electric power
transmission line over the City of fownsend's water pipe line in Lots 1,2,3 and 4 of Section
31, Township 29 North, Range 1 West, Willamette Meridian, Jefferson County, Wa8hington. The
locations of the crossing and encroachment on the city's right of way are shown on the enclosed.
drawing, Serial No. 144259 DTM-D.
We have prepared and are enclosing the original and one copy of a form of the proposed ordinance
which embodies the rights we desire. It is similar in form to the Ordinance by which other
Washington cities have granted this AIihninistration permission to cross city property. If the
Ordinance meets wi th your approval, we will appreciate it if you will have it Elnac ted. We will
req~ire one fully executed copy of the Ordinance for our records.
Please advise us whether you will have the ôrdinance published; if so, we will forward the advert-
ising order for use of the publisher in billing the Adminis tration. If you prE~fer to send us the
Ordinance and have us forward it for publication, please furnish the name of the official city
paper.

Mayor Smith asked the council if ttey wared to act on the request at this tiIT~ or hold it
over until a later date.
City Engineer Becker said that t is is a sort of a routine sort of thing, they have permits
now that cross on all the county roads and that it would not interferr at all w'ith any of the
water lines in the city.
City Attorney Abraham commented that he agreed with the Engineer and as the ordinance is read,
it creats no obligation on the city, and it has various provis ons which seems to be ~uite
reasonable about what they must and will do in connection with safeguarding city rights.
Mayor Smith asked the city clerk to read the following ordinance.
ORDINANCE NO. 1539
AN ORDINANCE of the City of Port Townsend granting to the
United states of A~~rica and its assigns a right of way
for a term of 5 years for the construction operation and
maintenance of electric power transmission circuits, to-
gether with the necessary equipment and facilities appurtenant
thereto, over and across the City of Port Townsend's water
pipe line in section 31, Township 29 North, Range 1 './est,
Willamette Meridian, JeffÐrson County, Washington.
It was moved by Councilman Siebenbaum seconded by Councilman Hoglund that the first reading
be considered the second reading and the third reading be by title only. Motion carried.
The city clerk again read Ord. No. lA39 by title only and it was moved by Councilman Judy
seconded by Councilman Ruby that Ord. No. 1539 ~o now pass. Motion carried.

It is our understanding that you are proceeding with the construction of the Hasting street
Sewer Extension by force account. We would suggest the following things be done to facilitate
the completion of the project;
l'Appoint one individual as project manager so that there is co~plete control of
- the project.
2~Appoint one individual to be responsible for quality control. this person would
-be the same as our inspector. Perhaps the project manager could also serve in
- this capacity.
3.Consult ,with us if any substantial change is made on the proje:t. this is to assure
completion of the promect in conformance with the overall plan.
4. Call us if you have any proþlems. This should be done by your project manage:r.

The undersigned, owner of all real estate abutting upon that portion of the street 'herein
described, does hereby petition the City Council of the City of Poet Townsend, State of Washing
ton, to make vacation of sand to vacate that certain street described as follows, to-wit:
That portion of Fourth S~reet, lying between the
Westerly line of Hancock Street, and the Easterly
line of McClelland Street, and' between the Easterl~T line
of Rosecrans Street and the Westerly line of McClelland
Street in the Suppibementary Plat of Eisenbeis Addition
to the City of Port Townsend, Jefferson Cojnty, Washington;

Petitioner does further petition that this matter be referred to the proper committee, and upon
sai.d committee making a favorable report thereupon, that noticø of hearing of this Peti tion
be had in the manI1er and form as prescribed by ordinance and law. .
Attached to this Petition is a copy of a plat showing the Street to be vacated.
Petiti~ner represents that the Street in question is so situated that it would never be feasible
to open the same for public travel, and Peti tioner does. consent to the City of Port Townsend
reserving all necessary easement rights for utilities, sewers, etc.

It wag moved by Counc ilman Siebenbaum seconded by Councilman RuDy that the bids be turned
over to the City Engineer and St. Supt. to check.
City Engineer Becker said that the bid of H. D. Folwer Co. was not according to specificati)ns
of the bid. Johns-Manville was bid to specifications.

After some discussion, Councilman Siebenbaum withdrew his motion, councilman RuBy withdrew
his. second.
Councilman Hoglund said that he would go along with Engineer Becker, the city should accept
the bid of Johns-Manville.
Councilman Lindsey made a motion seconded by Councilman Hoglund that the bid of Johns-Manville
be accepted. Motion carried.
PUBLIC HEARING ON 6 YEAR STREET PLAN
I
Mayor Smixh said that it is required to have an open hearing an a six year street program
each year, and asked the city engineer to present the program.
Engineer Becker said the new street program is revised evÐry year~1 he said that \'le have two
programs which we receive revenue from the state, one is the half cent gas tax program the other
is the new urban arterial program which the city puts up ten percent; of revenue from the State.
Engineer Becker read the following six year program:

Mayor ':::>mtth called for a motion to adopt the six year program. Councilman Lindsey made a
motion seconded by Councilman Judy that the City of fort Townsend adopt the six year street
Constructin program. Motion carried.

ìVHEREAS pursuant to the requirements of Chapter 195 of the 1961 Sessin Laws of the State of
Washington, the City of Port Tov~send did prepare a comprehensive street program for the ensuing
six years, AND,
WHEREAS pursuant to said law, the City Council of the City of Port Townsend being the legis-
lative body of sid Ci~ did hold a public hearing on said comprehensive plan at o'clock P.M.
at the City Hall in Port Tovmsend, Washington, on the day of , 19 . ,-
ffiiEREAS there were no writeen or oral objections to the comprehensive plan as prepared by the
City of Port Townsend relative to the street program for the ensuing six years withing the City
o~ Port Townsend:

fuayor Sn~th said that he wes now working on thebudget, he pointed out htat sane 20,000. ~n
reserve: was used in balancing the budget for tho current year. He said that more revenue was
needed, he spoke of the probable necessity of a business and occupation tax and also discussed
the annexation of the Glen Cove-Crown A mill area. He a~so mentioned that the utilities were
and should be self supporting but the garbage department was having problems.
