Port Townsend, Washington
The City Council of the City of Port Townsend met in regular session this 20th day of August 1968 at 7:30 P.M¡
in the council chambers of the City Hall. Mayor Smith presiding.
ROLL CALL
Officers and members present were as follows: Mayor Smith, City Attorney Abraham, Deputy City Clerk Norwood,
Councilmen Judy, Siebenbaum, Lindsey and Moody. Councilman Scheyer, Hoglund and Ruby absent.
MINUTES OF THE PREVIOUS SESSION
It was moved by Councilman Moody seconded by Councilman Lindsey that the reading of the minutes of the
previous meeting be dispensed with. Motion carried.
BUILDING PERMITS
The following building permits were presented and acted upon as follows:
B. L. Lilly, Sun Deck, frame, 1243 Hudson, $300.00
Plena G. Curry, Garage, frame, 9th & Wilson, $500.00
L. D. Solomonson, Re-model home, frame, 542 V Street, $3,000.00
Mrs. Eleanor Johnson, Tool shed, frame, 4906 Landes, $100.00
Robert J. Nott, Fence, wood, 30' x 7t', 525 Benton St., $300.00
It was moved by Councilman Moody and seconded by Councilman Lindsey that the building perm:Lts be granted.
Motion carried.
CALL FOR BIDS
The following letter from Superintendent Ed Hawley was read:
Honorable Mayor & City Council, Port Townsend, Wash.
Gentlemen:
Your permission is requested to publish a "Call for Bids" on sewer pipe, fittings, and manholes for the
Hastings Avenue Sewer Extension. Bids will be opened at the Council meeting of Sept. 3.

Councilman Lindsey made a motion, seconded by Councilman Judy, that permission to publish a call for bids
be granted. Motion carried.

To wit:
Gentlemen:
Your are cordially invited to attend the Public Forum s-oonsored by the Port Townsend Committee on Pure and
Safe Water, Thursday, September 12,8 p.m., in the American Legion Auditorium.
Since the question of fluoridation is one of current interest, there will be an opportuni~y at this meeting
to test the public reaction. Dr. Arthur B. MacWhinnie, a prominent dentist of Seattle, who has had 43 years
of experience in the profession, will give an illustrated talk. This will be followed by a question and answer
period, affording the audience an opportunity to clear up many questions inherent in this controversial issue.
This forum, financed by the committee, is being held in the public interijst.

the Parson's Light House Cafe.

No action was taken as the Mayor suggested that the letter from the J. J. Lafferty Stage Lines be considered
" under new business.
COMMITTEE REPORTS
Councilman Siebenbaum reported on the request by Port Townsend Elks Golf Course that the charge for Tap
#2432, recently installed, be waived. Mr. Siebenbaum said it was the recommendation of the Water Committee that
the request be not allowed and that a bill for payment be resubmitted to the Port Townsend Elks Golf Course.~' ~'
60~ncilman Siebenbaum made a motion, seconded by Councilman Judy, that the recommendation of the Water Comnittee
be followed. Motion carried.

OLD BUSINESS

Mayor Smith reported that he had contacted Mr. Novie Roberts regarding the letter from the Statewide City
Employees Retirement System which stated that Mr. Roberts had attained retirement age. Mr. Roberts does not
wish to retire at this time, the Mayor said, and the Park Board requests that his retirement date be extended
one year. Councilman Lindsey made a motion, seconded by Councilman Judy, that Mr. Roberts retirement date be
extended. Motion carried.
NEW BUSINESS

Mayor Smith introduced a representative of the Metropolitan Life InsuI'é!.J1ce Company. ~e said,the Council
had previously approved a request by this company that they be allowed to < make a ))resentation on a group
insurance plan and since most cities provide a insurance program for their employees, he felt a presentation
was in order. The Metropolitan Life Insurance representative presente~ a plan to the council that was basiðà}ly
a medical plan but also included life insurance and time loss coverage.
The Mayor brought up the matter of the bus line change for consideration at this time. Attorney Abraham
said the Police Chief has the authority to designate where the bus line will be and it was decided that if
no one had any objections to the move as requested that it be left to the dfuscretion of the Police Chief.

Attorney Abraham reported that he had talked to Mr. Granberg of McLear: & Co. regarding the city's plan to
extend the sewer service with the city's personnel and was assured by him that this plan had, the approval pf
the bonding company.
The Mayor announced a public hearing of the City's 6-Year Street Plan to be held on Sept.), 1968
ADJOURNMENT
As' there was no further business to come before the council at this time it was moved by Councilman
Lindsey, seconded by Councilman Siebenbaum that the meeting do now adjourn. Motion c~rried.

It was moved by Councilman Hoglund seconded by Counc ilman Ru"öy that the bills and claims be
