Councilman Lindsey said that he would like to ammend the regular nlotion to the effect that
if Dr Dickerson did not put in the road in six months time it would automacticly cancel the vacatio
portion of Hood street. Seconded by Councilman Judy. Motion Was carried.
Mr Darrel Sisson of Chelan Washington spoke before the counc il sa:y'ing that he had purchased
some property in the city which was block L in the EiBenbies Addn. He said the city owns some
land in front of his prDperty about 50' wide which tapered down to nothing and asked if hecoulëì
buy it. Mayor Protem Siebenbaum referred the request to the street committee for a report at
next regular session.

The City Council of the City of Port Townsend met in regular session this 6th day of August
1968 at 7:30 p.m. in the council chambers of the City Hall. Mayor Smith presiding.
ROLL CALL
Officers and members present were as follows: Mayor Smith, City Attorney Abraham, City Clerk
Youngblood, Councilmen Hoglund, Judy, Ruby, Siebenbaum, Lindsey, Moody. Councilan Scheyer
absent.
MINUTES OF THE PREVIOUS SESSION
It was moved by Councilman Lindsey'seconded by Councilman Ruby that the minutes of the previous
meeting be dispensed with. Motion carried.

Many or our memb :rs have been favorabley impressed by courtesy parking privileges af'fording
them while they were tourists in neighboring cities.
In order to ascertain whether or not such a plan wo ,¡ld be feasible here, we would like to
arrange a meeting with the chief of police and the appropriate committ-;e of the city council.
If such a meeting can be arranged, we would certainly like the mayor to be in attendance if
possible.

Tap #2432, P and Ash Streets (Golf Club)
Honrable Sirs:
The above identified Tap has been placed on city property which is under lease to the Blks
for a golf course. Many cities operate a municipal golf course, but we feel financial aids
make it impossible for the city of Port Townsend to do so. As a result, the Elks are op~rating
it without a profit, of course, providing as service which is in the nature of a Public ~ark.
In view of all theettuities and the fact that the Tap is installed on city prop:rty, we feel
that there should be no cha~e for the same.
We would appreciate your consideraticn.

Mayor Smith said that he had a couple of communications that he would like to comment on, the
first was that the Washington Traffic Safety Commission has included Fort Townsend in a safety
Sllir:'vey and that they would be around sometime in the near future to talk with the Chief of
. Police, council members, Mayor and school authorities. On the Other communication, he said
was from the pastor of the Trinity Methodist Church in which ,the pa:::tor complimented Chief
Ph~ey for work he had ~one for the young ones in the church.
CO~ÆITTEE REPORTS
Councilman Lindsey reported on the request of Mr Darrel Sisson to purchase a portion of City
property on Discovery Road. He said it had been discussed by the street committee and all
were in accord in not selling the property that Mr Sisson want'9d to purchase at this time.
OLD BUSINESS
Mayor Smith said that the council in previous action, approved the automatic water valve, and
in the course of' the work it appears that some slight change in the valve might be advisable,
the change would be whether to use an 8" or a 6" valve, the 6" would. be large enough for the
population at this time, the 8" would take care of future growth.

Mr Dei ts, Crown Zellerbach plant engineer, stated tlu~.t--apropos-ed change in the type of
automatic valve, he said the orginal proposal i:-lvolved/ a motor-type control valve' , this has
been found to involve complex mechanics and would re'sul t in involved maintenance, in view towarCi.
getting rid of all the 1 i ttle black boxes it involved, ("uotati:ms have been obtained on 6 and 8
inch butterfly valves. Mr Dei ts recommended acquisition and ins talla,tion of an 8" valve which
would be around 200.00 more but still within the budgeted amouat. It was moved by Councilman
Judy seconded by Councilman Ruby that the city clerk be authorized to order the recommended
balve by Mr Déits. Motion carried.

Councilman Ruby complained of improper use of water by county resi,dents. Mayor Smitp
reminded him that the council had voiced its position on that matter at a recent meeting, saying
again that the hooking up of trailers and etc to exis ting residentia.l taps, would not be allowed~
ORDINANCE NO. 1538
The City aCl.erk informed the Mayor & Counc il that an ordinanct3 had been prep:arèd on the
vacation ofa portion of Hood Street and was now ready for passage or rejection.

SERVING EASEMENTS TIiEREIN, AND PROVIDING
FOR A CONDITION OF CONSTRUCTION OF ACCESS AND
PATIfENT OF COST.

It was moved by Councilman Lindsey seconded by Councilman Judy that the first reading be
considered the second reading and the third reading be by title only. Motion carried.
Ordinance No. 1538 was again read for the third time by ti tl'3 onl:y' and it was moved by
Councilman Lindsey seconded by Councilman Hoglund that Ordinan,~e No. 1538 do now pass. Motion
carried.
Mayor Smith said that under old business he would like to bring up the Hastings Sewer again,
saying that while the bills are not all in,;it lookds as if there would be around 50,000. left
in the construction Jfîund, of this about 30,000. is on hand. For the amonnt of around 30,000.
we can see our way clear on this size project and by talking to the city crew, city engineer,
feel that we do have a good or:portunity to go ahead wi th the c:i ty doing the job and useing
the plans prepared by Carey & Kramer with certain money saving modi:ficatións. After some
fllir:'ther discussion it was moved by Councilman Moody seconded by Councilman Judy that the city
proceed with installation of Hastings Street Sewer extension in so far as funds on hand permit.
Motion carried.
Councilman Hoglund said that about a year ago the city had looked into the property next to
the treatment center for future use for the sewer, department. He said that he had again talked
to Mr Porter and the property still was for sale and thought that it should be looked into agaiw.
After some discussion, Councilman Judy made a motion seconded by Councill1'1.an Ruby that the Finan~e
Committee be authorized to reopen negotiations with Mr Porter on the property in question.
Motion carried.
ADJOURNMENT
As there was no further bus iness to come before the council at this time it was moved by
Councilman Siebenbaum seconded by Councilman Judy that the meeting 6.0 now adjourn. Motion
carried.
