Mayor Smith presiding. ROLL CALL Officers and members present were as follows: Mayor Smith, City Attorney Abraham, City Clerk Youngblood, Counci,lmen Scheyer, Hoglund,. Siebenbaum, Lindsey, Moody. Councilman Ruby and Jualy absent. ' I MINUTES OF THE PREVIOUS SESSION It was moved by Councilman Lindsey seconded by Councilman Moody that the minutes of the prev- ious session be dispensed with. Motion carried. POLICE REPORT The police report was read in full for the Monthof June 1968 and was ordered filed. BUILDING PERMITS " 8 The :following building per.mits were presented and acted upon as fol.10ws: Everett R. Tice, garage æ workshop, 30'X40', frame, 3rd ~ Sherman, $1,500.00 Criddle W. Partee, Fence, Wire, l18'x5!, 1042 Blaine, $150.00. David Mathieson, House, 25'x35', frame, 29th st., Hastings Addn, $5,000.00 I It was moved by Councilman Hoglund seconded by Councilman Lindsey that the building permits be granted. Upon the question, councilman Moody said he had a question on the fence permit, it pertained to the same location as the one the council held over from the last meeting. City Attorney Abraham, said he bould see no problem for the council, the council does not certify anyones boundaries either way, these people have applie:d for a permit to build on their own property, it is between the two proper{)y owners of knowing where their boundaries are. Councilman Schier said in this particular case, we set a pre~:iden t last time in danying the permit to Mr Martin until the line was determined and dont think we should grant this per.mit either. Attonney Abraham said he didnt like to see any such president set for every council meeting an application for a building permit could run in to the same t;ype problem and it is not the councils problem. After some discussion Mayor Smith called for a roll call gote: on the motion. Motion was carried. Mayor Smith said the building permi t of Mr Martin would come up under old business. COMMUNICATIONS I The following communications were pr' esented and ac ted upon as follows: From Carey And Kramer, seattle, Wn. June 26, 1968, to-wit: Honorable Mayor and City Council City of Port Townsend Port Townsend, Washington Gentlemen: 8 Enclosed is a copy of the T and E Construction Inc. letter on our request for an extension of the hold period for the Hastings Sewer Project. The letter in effect stated that they could not extend the hold beyond June 28. June 20, 1968 to-wi t: Mayor Frank M. Smith Port Townsend City Hall 540 Water Street Port Townsend, Washington 8 Dear Mayor Smith: The 1967 Legislature enacted the Clean Air Act, RCW 70.94. In Section 17 (3), the law requires that the Board of any Air l?ollution Control District shall notify each component city, tm"m, and county prior to the fourth Monday in June of each year of the share of supplemental income to be paid by such component city, town, or county for the next calendar year. I The OlYmpic Air Pollution Control Authority budget has been established at seven cents per capita for the year 1969; therefore, this letter will serve as notification that for the year 1969, you should budget seven cents for each person within your governmental area. The counties should budget seven cents for each person living outside the incorporated cities and towns. Enclosed for your information is a copy of the applicable section of the 1967 Washi gton Clean Air Ac t. I S inc erely, Everett Ev Fourre, Chairman Olympic Air Pollution Control Authority Mayor Smith informed the Council that it will cost the City $379.75. COMMITTEE REPORTS Councilman Siebenbaum reported on the request for a 611 water pipe in the dundee hill a.Ðea that was requested. He said he had talked to the committtee and also to Mr Reno who asked for the water line, He said that Mr Reno told him that they could not afford the 6" line but could a 4" line and it was agreed that the city would put the 411 line in find the co"'ill1unity that requested would pay for the pipe. City Attorney Abraham informed the council that he had prepared a lease for the tennis court and had delivered it to the Point Hudson Company represenative and it should be back by the next regular council meeting. OLD BUSINESS The vacation of a portiJn of Hood street was agãin brought up, after some discussion Mayor Smith said he -would referr the request again to the Planning commission and the council and put it on the .agenda for the next regular session of the council. 8 The request by Mr Martin for a fence at 1033 VanNess was again brought up for passage or rejectiJn. It was moved by Councilman Lindsey seconded by Couœilman Hoglund that the permit be granted. Motion carried. Mayor Smith said that the council and the county com.~issioners had approved a transfer of the four lots which are uwned by the county by the city barn. He said the county commissioners would 1ell the lots to the city for back taxes which amounted to 242.16, he said an ordinance had been prepared for the purchase of the lots and had the city clerk read the following Ordinance. I ORDINANCE NO. 1537 AN ORDINANCE APPROPRIATING THE SUM aF$242.l6 TO THE.MISCELLANEOUS FUND IN THE CURRENT EXPENSE FUND IN THE 1968 BUDGET, FOR THE PURCHASE OF REAL PROPERTY, AUYtiORIZING THE MAYOR AND CITY CLERK TO EXPEND, THE SAME FOR PURCHASE OF PROPERTY FROM WEFFERSON COUNTY, AND DECLARING AN EMERGENCY. 8 Mayor Smi1th said due to the nature of' the above ordinance it would hayë to be: held over uhtil the next regular session. . NEW BUSINESS Mayor Smith said that under new busine ss the arterial p Ian for the city of Port Towns em prepared by the Urban Arterial Board which is based on traffic count and what tr..ey feel should be designated as arterial highways. He said it is required that the city apprc~e the plans. Ci ty Enginoer Becker said that the Urban Arterial Board was e stabli shed to di.spose of the urban arterial funds which are the funds established by gas tax. He said we have to have an urban arterial plan before we can acquire any of these funds and also he recommended the council to approve the plans. I It was moved by Councilman Hoglund seconded by Councilman Moody that the council approve the arterial board plans. Motion carried. Mayor Smith said that Councilman Ruby could not be here this evening but had talked with h:i1n about the garbage department which had been previously discussed by the council the question of leave and whether the garbage truck whould run with one man or hire someone else. He said again the department is in that same position, either run with one man for awhile or transfer some more money. He said there are occasions where you are going to have to run with one man or draw a man from the dump whem available. He asked the councils apinion. I Councilman Hoglundsaid he felt that Councilman Ruby point on bein concerned about the safety of operating the garbage truck with one ma is well taken but did feel in this situation where you are dealing with emergency ordinances, transferring money and considering the financial angel did feel for the rather short period of time for running one truck with just one man that you are not jepordtzing the collection of garbage that the man at the dump could possibly be called fora run when necessary, that maybe next year money could be available for extra help on vacations. Mayor Smith said the would inform the department head to work it out the best he could. 8 Mayor Smith said ~or a matter o~ information, the state route No 113 now goes to the ferry dock rather than to Monroe Street. Ii ; 155 MINUTES OF THE REGULAR COUNCIL MEETING OF JULY~, 1968 CONTINUED 8 Mayor Smith said at the last council meeting it had been requested by the Jefferson Clallam County Còmn1unity Action Council to appoint one electibe official to the council~ He said that he was appointing Councilman Scheyer to that position. Mayor Smith said for information on the sewer ßilling, all the billings have been gone through and are issuing this week about fifty additional sewer bills. He said that some would probably come up for negotiation. He said that this may improve our, po::!Î tion with McLean & Co. some. I Mayor Smith said that the City Attorney, the Chief of Police and himselfy met with a represen- ative of the union that has been certified by the state as the union representing the police. patrolmen, he said there was a rough draft porpos ed and would like to mee t wi th the council to go over and prepare our own pos ition. Mayor Smith called for a meeting for July 9th and would send them a card telling them where and what time. ' Councilman Hoglund said he would like to find out what we were going to do on the Hastings sewer. Mayor Smith said he felt that one way or another we have to get a sewer up to that area, it has been discussed the city doing it themselves but at the present time we do not know for sure just how much money we will have left over from the previous job. It was disucssed by members of the Council and City Attorney on different ways to finance the Hastings sewer such as by Revenue Bonds, Lids, the city putting the trunk line in send the residents of that. area go together' and put the laterials in. No further acti -n was taken at this time. I ADJOURNMENT As there was no further business to come before the council at this time, it was moved by Councilman Siebenbaum seconded by Councilman Lindsey that the meeting do now aç}.~ourn. COMMUNICATIONS The following communications were presented and acted upon as follows: From Port Townsend Library Board, July 12, 1968 to:wit? 8 Ci ty Council Port Townsend, Washington .. Gentlemen: From a recent survey of property on which the Port Townsend Public :Library is located, we note that the City of Port Townsend also has title to Lot 103, a 5~¡'XllO' lot adjoining the library site. I We respectfully request that the council reserve this lot for future development of the library facilities. With the growth of our community we foresee the possibility of such development in any comprehensive plan for the city. Sincerely, Por t Townsend Library Board Neil Potthoff, Chairman I Mayor Protem Siebenbaum said that the property mentioned is not for sale, lease or rent, and assured the Library Board that the property would be kept for Library use and nothing more. OLD BUSINESS , , Ordinance No. 1537 duly recordèd in the minutes of the previous session and had to be held over due to its contents was again brought up for passage or rejection. I§ was moved by Counc ilman Hoglund seconded by Counc ilman Judy that the firs t reading of Of Ord. No. 1537 be considered the second reading and the third reading be by title only. Motion carried. 8 The City Clerk again read Ord. No. 1537 by title only and ü was moved by Councilman Hoglund seconded by Counciiman Judy that the ordinance do now pass. Motion carried. The city clerk informed the Mayor and council that there was a letter and a resolution from the Puget sound Power & Light Co. for a renewal street lighting contract for the city of Port Townsend, he read the following letter and Resolution.
