Mayor Smith said he would like to change the order of business a bit. He said that most everyone knew the Wasrin ton Association of Cities, and knew that they did a lot of good for the cities in many ways and one of the tItngs that they do is to keep track and keep in close touch of the people on servicles to their communities. He said he was glad that he was in a pos ition to ha ve forwarded to him for delivery oa a placque honoring such a person who has contributi ted a long period of s evice to hi s colT1"!1uni ty. He said at this time he wœld 1 ike to have Mayor Dennis Sullivan to come forward. He congratulated :\¡lr Sullivan on the award from the associat ion of Washington Cities for his dedic'? ted sc3rvic e on behalf of the c'ommuni ty during his years of serv:lc e as a ci ty councilman and Mayor be tween 1937 and 1967. Mr Sullivan thanked Mayor Sm.~th, the Washington State Cities and others for the Placque, saying it meant a great deal to him to receive such an award. r I Old Busi ne s s 8 ORDINANCE NO 1536 AN ORDINANCE PROVIDING FOR T~:E SUBMISSION OF A BALLOT PROPOSITION IN THE GENERAL ELECTION OF SEPTEMBER 17, 1968, TO PERMIT THE VOTERS OF THE CITY OF POR T TOWNSEND 'ill INDICA TE THEIR PREFERENCES WITH REGARD TO THE FLUORIDATION OF THE PUBLIC WATER SUPPLY OF SAID CI TY, AND AUTHORIZING THE MAYOR AND CITY CLERK TO PAY ELECTION EXPENSES. City Attorney Abraham said for the record, this ballot proposition is merely advisory, if it passes it does not mean that the water supply will be flouridated, the city council will still have to pass an ordinance before that can be done. No. 1536 be considered the second reading and the third reading be by title only. Motion carried. THIRD READING OF ORDINANCE NO. 1536 Ordinance No. 1536 was again read!for the third time. by .title only and it was moved by Councilman Hoglund seconded by Counéilman Judy that Ord. No. 1536 do now pass., Motion carried. COI'viMUNICATIONS Ma~or Smi th said he had a few communications addressed to th~ Mayor, one wa~1 a Ie tter from Carey & Kramer and McLean & Co. financial advisors who wòui}¡ëi like to have a meeting on the evening of the 11th of June to discuss the financing of additional sewers, the meeting would start at 7:00 p.m at the city hall. - . Another letter from the Metropolitin Linfe I s. Co. requ~3sting they be allovTed to present a group insurance program before the council members, on the basis that the ci~r might be interested in furnisghing group insurance as a fringe benefit, and ìf there was no obdection from the council he would inform them that at any council meeting walld be alI'ight. Mayor Smith said ano ther letter from the Eepartmen t of Labor & Indus tries which stated from the hearing that was held in POEt Townsend by the state mediator, that the building service employees international union Local No. 262 AFL-CIO is .the appropriate bargaining agent for the Riice officer~ of the City of Port Townsend. Mayor Smith.taid that under announcements and for the benefit of.the council so they will know where the mayor stands, and for the record, he felt that clarification i:3 in order in regard to comments made in the local paper. He said tha t a com:c:ent has been made in regard to the number" of decisions being made out of the public view by meetings of the c ounc il. He said he would. defend the council on such discussions and study of matters prior to action ar;d would encoura?e discussion~ by council'members of any issue as they see f:lt, -at any time, slngly or collectlvely. He sald that all decisions of the council are made public and all action is open to debate by and before the public. He stated that he did not want the public .left with the impression that decisions are being made in private. New & Old Business' Counc ilman Ruby said that in the garbage department budget the monies for e,:tra help was eliminated and suggested that due to vacations com'¡1Ìng up and ordinance should be drawn- up for money ßßr extra help. After some discussion on safety factors and etc, it was moveq by Councilman Judy seconded by councilman Hoglund that a resolûtLm be drawn up to transfer-::." one hundred dollars from contractual services to salaries & wages. Motion c~'ried. Ordinance No. 1537 AN ORDINANCE AUTHORIZING THE LEASE FROM POINT HUDSON COMPANY, À WASH NGTON .CORP- ORATION, OF A TENNIS CÒURT LOCATED. AT THE AREA COMMONLY KNOWN AS THE "QUARANTINE STATION" IN THE CITY OF PORT TOWNSEND, AND PROVIDING FOR RENTAL PAYMENTS THEREON. Càuncilman Scheyer said that this matter was brought to his attention about six weeks ago by Chief Phegley, which time he was contacted by the Hudson Point people. A~ that time they had an offer to rent the land where the tennis court rests on for boat storagE'. Chief Phegley was concerned that the tennis court would be destroyed and there is no other tennis court available except the one at the court house. He said when Chief Phegley brought this to his attention he contacted the Poing Hudson people and actually guaranteed them r:i.ght on the spot 15.00 a month in order to save the tennis court. He said right now, the recrE!ation committe was in the process in sponsering a summer program in tennis, it envolves the high schools 13 Quilcene, Chimacum and Port Towns end. He said that there would be no other c,ost to the .,i ty except the lease that the recreation committee would asume the upkeep of the court. Councilman Scheyer said this is a pretty good way for the council to show good faith in the attempt to solve recreation problems. After some discussion, City Attorney Abraham ,said he would suggest that the .council who seem~,d to approve the lease, that the Mayor, Councilman Scheyer or anyone else who is interested mee~ with the Point Hudson Company and he wo~Üd draft a lease and also an emergency ordinance to go along with. ' - ' .. . 0 Mayor Smith said he would like.to.submit the name of Jeff Pederson to fill the 'unexpired term of Jerry Simpson ön the planning commission. 0.' ' Councilman Hoglund made á motiòn seconded by Councilman Scheyer,Jeff Pederson be appointed to fill the unexpired term of Jerry Simpson on the planning commission. Motion carrjæd. Mrs Imsuland again brought up the Hasting Jackman Sewer, asking about the b:iod opening. Mayor Smith said that thebids had been opened, they were still over the extima.te but hoped by next council meeting a more definite answer could be made, that at the present time the bids had not been rejected or accepted.
