I have a sugr;esti n that may at first glance seem unfeasible, but that after careful study
and fact pur~uance, could be guided toV:lard actual accomplishment.
'I'he plan involves the use .of three existing buildings and the construction of one new building
vvhich could be done at a very moderate cost and vlith the use of priv9-te funds rather than tax
money to do so.
For the purpose of not confusing the reader, I will leave the item of acquisi tion of a new ci ty
hall facili vi to the last.
We do have an adequate, already constructed and paid for recreation center build~ng and grounds.
Program development here would be the jajor factor, and this could be accomplished in a satis-
factory manner by taking fullest advantage of these existing facilities.
As for the present city hall building, I feel it sho~ld be turned oval" entirely to the Historic!l
Society for museu..'11 and restoration purposes. If this were done, I believe sizable funds would le
forthcoming from individuals and groups who have ind~cated in the pa3~ ~hat they would be willil g
to clntribute to well guided effort in this direction.
Getting to the main point, I would sug;::;est a feasibility study to determine the possibilities aId
the procèdure for doing so, to have the ci.ty of Po:et Townsend Ecquire from the U.S. Government,
the present, Pos t Offic e building and grounds for Ci ty Hall purposes.
Tl1Ìs building vlould afford ample space for all departments, including "on the Promises!! parking
of vehicles and equipment, as well as storeroom space for the various maintenance departments
with an already existing loading dock. .
It vlould provide, much needed space for police department expansion, including future jail
facilities if required, and at the same time contralize this branch with otJler city offices.
A provis ion could be worked out v/hereby other governmental offices using space on upper flëbors
could remain on a lease-term basis. Thfus could even be expanded.
The Post Office depa~~men~ today is a very speedy and efficient operation with zip code and
other advancements cutting doym on their space reauirments.
As for a new location for the Post Office, there are many advaEtages,. If it 'were in a downtown
location, the present need for a branch Post Office would be eliminated and the location would
be an asset t9 businesses, offices, the bank and the general pl...~blic ;3.S v/ell as tourists,
especially ferry traffic.
There are presently existIng, privately-owned or ci ty owned parcels of land vvhich are believed
to be large enough for this facility.
It could be possible for a present property ovmer or other individual to t:'.onstruct a new Post
Office building on his own or ac(1uired land and lease it to the federal government on a long
t3rm lease basis.
This is being done in other areas, and I can think of no more satisfactory tenants for the
private individual~
As a matter of fact, I huve notived a sign on one down to\'ll1 parcel of land fop several-years
that reads, "owner will build to suit tenant. II
This plan would provide the means of rr eserving èind pe:rpetuationg tho use of our his toric
buildings, and at the same time supply our immediate needs and above all, do so while also
preserving the tax-payer1s do.Llar.

City Attorney Abraham commented that the amount':..received was a result f'rom the anti-trust suit a
against the various pipe companys f'or price f'ising, he said that the case will continue agains~
one def'endant who has not settled, and also there would be a resolution brought up later that
he would like to have the councils approval to continue the city to join in a price-rigging
suit agains the firm presently supplying the chloringe used for purification o~~ the local
water supply.

no. 67-1 whereby the City Treasurer was authorized and direc t€ld to transfer the sum of
$47,050.00 from the 1967 Sewer Construction Fund 'under Ordinan,ce 1506 to the 1967 Water-Sewer
Revenue Bond Redemption FuÓd, for the purpose of paying interelst and debtcharg'3s for the first'
year of said Revenue Bond issue, and I

is now nec ess ary that the sum of $47,050.00 previously transfelrrëd )~rom the 1967 Sewer Cons trucl-

the-sum of $47,050.00 from the Water-Sewer Fund of said city to the 1967 Sewer Construction
Fund under Ordinance No. 1506 in replacement of a lime sum previously transferred out of the
construction fund for the purpose of paying debt service and intere::Jt charges on'1967 Water-
Sewer Revenue Bonds, which transfer' was made pursuant to R~solution No. 67--1 on April 4, 1967.

City Attoneny Abraham said he recommended the resolution be passed but also l~ou1d caution
the council if' they do pass the resolution you will in ef'fect be committing yourselves to

Councilman Siebenbaum made a motion seconded by Councilman Hoglund that Resolution No. 68-6

Mayor Smith said that he would like to change the regular order of business at this time
to discuss the bids that were opened on the 30th of' April f'or the Hastings & J :tckman sewer
extension project. Mr Ron Mayo of' Carey & Kramer told the council that the bids that were
opened exceeded the engineers estimate of' the project, that there was three alternatives, one
was that the low bid could be trinmd down to the estimate on which he would not like to reco-
mmend f'or the city would not get the work done that they had anticipated on doIng. the second
would be to rejec all bids and call f'or new bids, the third would be to wait until f'all and
then call f'or bids. He suggested and recommended that the council reject the bids that werei:
sent in and call ~'or new bids on the 9th of' May aJld open the bids on the 28th of' May.
Af'ter some discussion it was moved by Councilman Hoglund seconded by Councilman MQd~that
the bids on the Hastings Jackman sewer extension be reject and the bid bonds bE:3 returned to
the bidders. Motion carried.
Councilman Hoglund made a motion seconded by Councilman Ruby that Carey & Kramer be authorized
to call f'or bids again on the 9th of' May and the bids be opened on the evening of' the 28th of'
May. Motion carried.

The city clerk said that this WL:S the time and place to open bids f'or Liabi1:lty Insurance
of' the City of Port Townsend for the Year 1968. The following bidK was opened.

The City Clerk sRid that the bid was $250~00 more than was allowed in the brulget and after
some discussion it WaS moved by Councilman Judy seconded by Councilman Ruby that the bid of
Homer Smith Agency f'or Pacif'ic Indemnity Insurance be accepted. Motion carried.

$2,768.00.

Mr Smith said that he had worked out a insurance f'or the Sewer Treatment Center and the Two
pumping stations and f'or Fire and Explosion would run around $400.00 and at this time,there
was no insurance. The City Clerk said that he had worked with Mr Smith on the insurance
coverage and the f'inance com.1J1i1:tee had been contacted, it was a budgeted item and had contacted
two other insurance companies but had no 1rord f'rom either. After some discussion it was moved
by Councilman Hoglund seconded by Councilnmn Ruby th~t the Homer Insurance Age!~y be given
authori ty to supply the treatment center and pump stations with the necessary :Lnsurance coverage
Motion carried.
NEW & OLD BUSINESS

Counc ilman Lindsey said that on several corners in the city there were h~dgeB, shrubs and so
f'orth growing that some of thoes places it was impossible to see caustng a real hazard, all was
on city property and thought something should be done to get rid of the danger.. Mayor Smith
referred the problem to the street department and the Street committee.
Mayor Smith said that under new business there was a request by Crown Zellerbach to clear and
build a logging road along 10th Street in the ~n Park Subdivision. Councilman Ruby thought
there should be a provison to clear up the pulp type and timber growing on the street.
CoÚIlcilman Lindsey said that the Street Committee and the Street Supt. would be more than happy
to meet wi th the Crown Zelleeback Engineer and see, and discuss the reques t. Mayor Smith
ref'erred the request of Crown Zellerbach to the street Committee and the street;. Supt.

The following bid was opened to supply the city of Port Townsend f'or an autor~tic valve which
will be installed on the water transmission line to regulaDe the flow of water into the city ,
reservoir.

City Engineer Becker said that the bid did not include a valve control motor or control panel
mainly because they do not supply this kind of eauipment. He said the Motor and panel could
be purchased f'rom a supplier seperate and recommênded the council to accept the bid of Foxboro Co.
He also said that the Motor and panel would be 'around 1,500. there would also be freièht and tax
'which would run the total to a little over $7,000.00.
It was moved by Councilman Lindsey seconded by Councilman Moody that the bid of Foxboro be
accepted. Motion carried.

Mayor Smith said that there were several letters on the subject of' fluoridatton and that they
would be held over until such time as the subject is again of'f'icially brought to the councils
attention.

Councilman Ruby said that there was a city lot aè~t' tql.;tge North Beach Park and would like
to have it graded so to have more parking. Mayor 3m! th said that it probably could be done
either b-y the City or Coun<ty.
Mayor Smith said that Sgt. Doubek had been moved up to Jeff'erson County Civil Defense director
