Councilman Scheyerssaid he would like ~ state his position, be believed in passing it by r resolution tonight, mainly bec aus e of expendi 1b.re of time and enery. If vIe pass it here toni,gh it could be budgeted this surYlJ'1er and go into effect Jan. 1, 1969. L~ VIe put it on the ballot and it is passed next Sept. then it goes in the budget in 196£, it goes into the drinking water in 1970. We are two years away if it goes on the bullot.
