The ci ty clerk informed the counci~ Ül3.t the í\'IDyors prelJ:iminary budget for Ute year
filed and 8.sked for the adoption. .L t was moved by Counc ilman Siebenbaum seconded by

for city pro:çerty - a meeting VIas held ;omd it was decided that it was i.mpossible at tLis time
due to dry vfGather, to e;ive anyone unlimited sprinl:ling hours. He said there had been a little
scounting in the wee hours of the morning and it vms found that people \'¡ere st3aling y¡ater 'when
they v.¡ere not supposed to, the city park \'lélS one. I-Ie also stated that due to the unusal vleatherÌl
condi tions thél t sprinkling hours had to be extended until furlther notice. Councilman Siebenbaurn
made a motion sGc~nded by councilman Hoglund that the re"uest for unlimited sprinkling hours fo~
ci ty property, be denied.-, Upon the question, Councilman Ruby said the ci ty should consider tb,e
construction of another reservoir even if' it nus to be UD in the air somev¡here. lie also said
that the city should consider utilizing \ïater rights it holds on the Dosewallips River.
Councilman Siebenbaum said the city will be forced to instaLL meters if it wishes to effectivel~
restrict water usage. Upon roll call vote, motion wus carried.

Counc ilman Carter repor ted on old buildings, saying that no mee ting had been held due to the
weather conditions.

Ci ty Attorney .Abraham reported on the codiftca tion of' the ci ty ordinances, saying it was
proceeding quite well, a lot of questions and'recor.<1.rnendations were made by the publishing
company should be reviewed and ans~ered before further work is done ~nd urged each councilman
to take a look at the report that was sent to the ci ty whIch is on rile at the clerks off'ice.

City Attorney Abraham also reported Dn the building and fire prevention code ordinance which
the council had asked him to prepare. Attorney Abraham described some of his orm sugges ted
changes to the unifortn ordinance and recorunended that the council give the ma tter further study.
Councilman Hoglund recommended that the Planning Commission give a list of thffiir recommenda-
tions of modif'icaticn to the uniform ordinance in detail and presen'~:; it to the council as soon
as pos sible.
Street Supt. Arey reported on the request of ¡Vir Green on the probIem of drainage along the
wea;t,ern part of Lawrence street to the lagoon. He said that he had talked to ¡'iir Green and told
him that nothing could be done at thls time due to finances. lJayor SulJ.ivan asked the Street
Supt. to keep on the problem to see what could be done at a later date.
Ci ty A ttonney Abraham said that he had been asked if the streets that had been torn up would
be resurfaced. Mr Badolato, project engineer said that begin:1Ìng Sept. 18th IHater Street will
be permanently vepaved in a two-stage project and also stated that the sewer project was moving
along f'airly well. .

The following building permits were presented and acted upon as f'ollows:

NEW & OLD BUSIrŒSS

City Attorney Abraham stated that iVIr Daly, County Attorney, 'i19.S present und would like to be
heard. y-,'Ir Daly said that he had learned ti,at tb,o city vms [';oing to levy 16 mills f'or the year
1968, the extra mill J"or the FÌl"emen Pension (~ Relief Fund. I-Ie pointed out th2.t it would leave
the county with a projected deficit in their budget of sanE 35,000. He said that the county
was aJ.lo\'led 4:,) mills by :taw, that the ::;ta e takes 2 m5.l1s, the GO1J-Dty 9, schools 14, the ci ty
15, und if the ci ty levied 16 rdlls it vlUlè. leave the county shoJrt. I'oir Daly also po in ted out
that the county with its greater assessed valuation of property, one mill would be around 23,000.
one mill l~or the city vi,.::;uld be a little over 5,000. a difference of around 18,000. that y¡ould
not be available' to -anyone ife the' ci ty levied the extY'a mill.
I-iIr Jim Sof'ie, County assessor also 'spoke :~efore 'the .council, ]:1e gave each counilman a proposed
preliminary b~dget on millage showing cuts that he made on the city budget in millage, that in
his opinion the ci ty could get oy on vii thout 3.sldng for the ext:C'a níill.
Councilman Hoglund, chairman of the f'inance conmlittee, said that the 1968 budget ha,~ been gone
over and trim.med, and the city was useinG too l'nuch surpluses and ViaS in no posi tion to jeopaedize
its present income. Councilman Hoglund called for a special meeting of~.he council at 8:00 p.m.
¡Uhe 21st of Sept." at the city' hall for further discussion of the matter 1n an attempt to find
a material solution involving the county.
Mrs Floyd Imislund again inquired regarding sewer facilities for the Dundee Hill area. Residen~
Engineer Frank Badolato reported that the firm of Carey and Krmner is now in the process of
surveying the area and compiling a plan which should be comple&ed in November with a view toward
obtaining federal funds.
