Mayor Sullivan informed Councilman Ruby that Councilman Swietzer who. was head of the building committee was taking care of the situation. 8 . City Attorney Abraham said for the record, so that it could be recorded in the minutes, the situation about the State surrendering the highway to the city, the records should show that the State is not abanding the portion of highway in the city of Port Townsend. Mayor Sullivan brol}ght up again the sewer service in the Dund~e Hill section which was no~ included in tfueycitys present ~~~rpve~e~t proJect. He asked Mr Ron Mayo who was present to speak before the counc~l on ways and means of getting sewer service to the area. Mr Mayo.'said the cost would be around 130,000. but before anything could be done there would have to be a final plan drawn up that would be acceptable for grants the plans could cost around 6,500.00 and if the city was agreeable they would draw up the final plans which could be used anytime in the future. Councilman Hoglund made a motion seconded by Councilman Carter that Carey and Gra~ITler be authorized to draw up plans for the Dundee Hill area. Motion carried. I Councilman Ruby suggested that the City Hall Sewer line be looked over by some contractor and get an estimate on cost to replace the present line. Mayor Sullivan referred the suggestion to the building committee. ADJOURNMENT I . As there was no further bußiness to come before the counci~ at this time it was moved by. Notion carried. 8 COMMUNICATIONS From: PNw Evangelical Free Church Homes, Inc., Lawrence & Kearney Sts, Port Townsend Mayor Dennis Sullivan and Member of the City Council Port Townsend, Washington I Gentlemen: The friendliness and helpfulness of the officials and people of this easy-to-live-in community since we adopted Port Townsend as our home-twwn twenty years ago has been so much appreciated, and having become so well' acquainted with you, we feel to tell you of our appreciation of your work and good attitude in spite of diffi- culties is the least we can do. You may be sure we brag about this whole area to our friends and visitors and in our annual reports to our church conventions - we were represented at the annual international convention of the Free Church in Long Beach, California by our new full-time comtroller who never fails to sing the praises of our peninsula. Having thus expressed our honest compliments, we hesitate even to trouble you with what may be a small matter of concern. At the request of your good mayor, we are writing to request your study to see if there might be a better solution to the problem of the hillside drainage along the western part of Lawrence Street to the Lagonn. The deep open ditch within a few feet of the nursing home is our main concern, not only for cars turning or parking or driving through the home area, but especially for the up-and-about patients or residents as well as visitors and employees who park on the end of Lawrence Street and walk in to the home. During the ice-skating times you may have noticed how many people crowè the street, etc., some of them having to have their cars towed from the ditch they failed to see in the snow. Also you have been wondering when we were going to start building. Loans for a new building have been unavailable, so we now have plans to add a major addition that will nearly double our present capacity. We want to start, if possible, within thirty days,pending State approval and building permit, etc. This will occupy most of the area along the east side of our present building as well as extending across Lincoln Street to the north, so more cars will be parking on the end of Lawrence Street from now on. Street Department employees recommended against using the large hotwater tanks culvert we were planning to install~ They felt the city would be in trouble if a car got caught where the ends met, though the scrap-iron dealer who sold them to us said loggers drive their trucks over them in their ditch-cDossings. The enclosed pictures may help in showing the 2-to-3 foot deep by more than 3 foot wide ditch, and your help will be appreciated. From: Firemen*s Relief & Pension Board, Port Townsend, Wash. Hayor & City Council I Gentlemen: By action of the pension board in a meeting on August ), 1967, I have been instructed to request the city to collect an additional one mill for the Firemens Relief and Pension Fund; to be included in the 1968 budget of the City of Port Townsend. The Plamhing and Community Affairs Agency became effective on July 1, 1967 år:ld ass umed the d esigna ted duties of the Local Affairs Division of the Department of Commerce and, Economic DE~elopment. The new agency is reviewing the application of the City of Port ~ownsend for an Urban Planning Assistance Grant ("701"), and it is anticipated that this review will be completed prior to the end of July, 1967. A major concern of the agency will be to give adequate and thorough considera,tion to all of the project applications now 'on file. Some delay may occur as the federal agency is now requiring that all applications include a "reconnaissance report. II The agency is developing such a report for eac:h community and it may be necessary for additional c~ntact to be made. Your patience in this matter will be greatly appreciated. Councilman Carter made a motion that the city attorney draft an Ordimmce that the city accept the, Underwriters building and fire code: After disèussion by the council, Councilman Swieferseconded the motion. Motion carried. Mayor Sullivan suggested that the council consider some action to tear' down old buildings that have become eyesores. The matter was referred to the Police Committee, Councilman Carter, Lindsey and Sweitzer. Lindquist rep~rted on a couple of items for the Planning Commission. First, that the department survey made in May has been completed and is avåilable to the Council. Secondly, that the newly formed Planning and Community Affairs Agency would tend to slow down the third stage of the city's current planning program. Also, Mr. Lindquist presented a letter from the "Sub-Committee on Historical PreseTvation" requesting that the City Council allow different or unrestricted sprinkling hours to various publicly owned city areas.
