Mayor Sullivan presiding. ROLL CALL Officers and members present were as follows: Mayor Sullivan, City Attorney Abraham, City Clerk Youngblood, Councilmen Swietzer, Hoglund, Ruby, Siebenbaum, Lindsey, Carter. Councilman Judy Absent. MINUTES OF THE PREVIOUS SESSION I The minutes of the previous session were read in full and it was moved by Councilman Lindsey seconded by Councilman Rubby that the minutes of the previous session be approved as read and the Mayor and City Clerk sign same. POLICE REPORT The police report was read in full for the Month of July and was ordered filed. BUILDING PERMITS The following building permits were presented and acted upon as follows: Vernon W. Jones, Carport & Deck, Frame, 20'X24', Deck 14'X18', 1433 14th:St. $500.00. - It was moved by Councilman Ruby seconded by Councilman Swietzer that the building permit be grantedt. . ' carried. Motion 8 MOVING PERMIT The following moving permit was presented and acted upon as follows: Wes';;)Johr.aston',-;Çabin, From Ironda1e to 1510 Sheridan, to be moved by Neb Ba.lch, and to abide by Ord. No. 907. It was moved by Councilman Lindsey seconded by Co6ncilman Ruby that the moving permit be granted. Moti~n ca~ried. ORDINANCE NO. ¡5J'X 1)16 I Ordinance No. 1516 duly incorporated in the Minutes of the last previous session was brought before the council for passage or rejection. Councilman Siebenbaum made a motion seconded by Councilman Ruby that Ordinance No. 1516 considered the second reading, and the third reading be by title only. Motion carried. first reading be Ordinance No. 1516 was again read for the third time by title only and it was moved by Councilman Lindsey seconded by Councilman Ruby that Ord. No. 1516 do now pass. Motion carried. I NEW & OLD BUSINESS Councilman Ruby again brought up the dumping of rubbish in front of the gate at the garbage dump on week ends that the garbage dump was closed, he suggested a heavy fine be imposed. Councilman Carter suggested that signs be put up telling people of the Hadlock dump. Councilman Swietzer suggested keeping the dump open on Saturdays and Sundays and that signs be put up telling people where to dump certain types of garbage. After some discussion Cofuncilman Swietzer made a motion seconded by Councilman Hoglund to have a two we.~k trial period in keeping the Garbage dump open on week ends and signs be installed directing people where to dump certain types of garbage. Motion was carried. 8 City Attorney Abraham informed the council that pursuant to the letter from Mr I1cCune about Jess LaVeras pension contribution, the clerk haRd told him that a letter had been received from the State Auditor informing Mr BcCune that the monies that Mr LaVera had contributed could not be returned. Mayor Sullivan stated that Mrs Whitmer had co::tacted him on some propert~r behind Dollars garage that she would like to sell to the city at a cost of 16,000. dollars, no action was taken by the council. Councilman Ruby said that he didnt think he was on the street committee but noticed that the work had came to a screeching halt on the Discovery Bay Road. Councilman Ruby mentioned that the bricks were still falling out of' the City Hall and that he had heard the contractor who was supposed to do the work was ill. Mayor Sullivan informed C~uncilman Ruby that Councilman Swietzer who was head of the building committee was taking care of the situation. City Attorney Abraham said for the record, so that it could be recorded in the minutes, the situation about the State surrendering the highway to the city, the records should show that the State is not abanding the portion of highway in the city of Port Townsend. 8 Mayor Sullivan brought up again the sewer service in the Dundee Hill section which was not included in tfue"c.itys present i~~rpve~ent project. He asked Mr Ron Mayo who was present to speak before the council on ways and means of getting sewer service to the area. Mr Mayo said the cost would be around 130,000. but beforE! anything could be done there would have to be a final plan drawn up that would be acceptable for grants the plans could cost around 6,500.00 and if the city was agreeable they would draw up the final plans which could be used anytime in the future. Councilman Hoglund made a motion seconded by Councilman Carter that Carey and Cramer be authorized to draw up plans for the Dundee Hill area. Motion carried. Councilman Ruby suggested that the City Hall Sewer line be looked over by some contractor and get an estimate on cost to replace the present line. Mayor Sullivan referred the suggestion to the building con~ittee. I ADJOURNMENT I As there was no further business to come before the council at this time it was moved by Couneilman Siebenbaum seconded qy Councilman Lindsey that the meeting do now adjourn. COMMUNICATIONS From: PNw Evangelical Free Church Homes, Inc., Lawrence & Kearney Sts, Port Townsend I'layor Dennis Sullivan and Hember of the City Council Port Townsend, Washington I Gentlemen: The friendliness and helpfulness of the officials and people of this easy-to-live-in commmlity since we adopted Port Townsend as our home-twwn twenty years ago has been so much appreciated, and having become so well acquainted with you, we feel to tell you of our appreciation of your work and good attitude in spite of diffi- culties is the least we can do. You may be sure we brag about this whole area to our friends ar~ visitors and in our annual reports to our church conventions - we were represented at the annual internationéLl convention of the Free Church in Long Beach, California by our new full-time comtroller who never fails to sing the praises of our peninsula. Having thus expressed our honest compliments, we hesitate even to trouble you with what maJr be a small matter of concern. At the request of your good mayor, we are writing to request your study to see if there might be a better solution to the problem of the hillside drainage along the western part of Lawrence Street to the Lagonn. The deep open ditch within a few feet of the nursing home is our main concern, not only for car~i turning or parking or driving through the home area, but especially for the up-and-about patients or residEnts as well as visitors and employees who park on the end of Lawrence Street and walk in to the home. During flhe ice-skating times you may have noticed how many people crowd the street, etc., some of them having to have their cars towed from the ditch they failed to see in the snow. Also you have been wondering when we were going to start building. Loans for a new building have been unavailable, so we now have plans to add a major addition that will nearly double our present c~~acity. We want to start, if possible, within thirty days,pending State approval and building permit, etc. This will occupy most of the area along the east side of our present building as well as extending across Lincoln StrEet to the north, so more cars will be parking on the end of Lawrence Street from now on. Street Department employees recommended against using the large hotwater tanks culvert we ~rere planning to install. They felt the city would be in trouble if a car got caught where the ends met, though the scrap-iron dealer who sold them to us said loggers drive their trucks over them in their ditch-cDossings. The enclosed pictures may help in showing the 2-to-3 foot deep by more than 3 foot wide ditch, and your help will be appreciated. If proper culvert peipe cannot be purchased and installed, would a shallow concrete I 8 Il ~ -
