that the property was not worth the 4200.QQ that he was asking. HE said the main problem is
we dont know if' we have the monies available and that Mr Porter is aware of this and also Mr
Hickson of the welfare dept is aware and whether or not if' the welfare department is going to
push him off the grant he didnt know but they certainly indicated to him thë:ott they were not
going to take any drastic steps against hIr Porter based on our inability to. transact on the
mutter at this time.
Mayor Sullivan said thëit he had ref'erred the më'itter to co:mmi ttee and f'elt that Councilman
Hoglund and the co%~ittee were doing the best they could under the circumstances.

Mayor Sullivan and Councilman Siebenbaum each gave a report on me visitation to the city
water sheds that was given by the FÅ“est Service, they each stated a very good trip and it
was well worth the time to find out what the Forest Service was doing as f'ar as the water shed
were. concerned.
Mayor Sullivan asked Mr Mullins to stand. He said that IvIr Mullins a f'ormer employee of the
city who had just retired from the city us of July 31st and thankeè. and coynrnended 1';;1" I'j]ullin§
on his f'ine service and dedication to the city of' Port Townsend and wished him well on his
retirement. . .

The City Council of' the City of Port Townsend met in regular session this 18th day of July
1967 mt 7:30 p.m. in the council chambers of the city hall. Mayor Sullivan presiding.

It was moved by Councilman Sindsey seconded by Councilman Ruby thCit the minutes of the
previous session be dispensed. with. Motion carried.
BUILDING P=RIUTS
The following building permit was presented and acted upon as follows:
Harold R. McDonald, Assition to H'Juse, 14'X22', Frame, 16th & Hancock, $~Þ3,000.00.

Dear Mayor Sullivan:
I
I have bee!} retained by Mr. Jesse L. LaVera of Beckett Point, Washington, with regard to
recovering certain money, with interest, paid by him to the City of Port Townsend. Although
the exGct dates have not yet been determined, it is believed that Mr. LaVera was employed
bye the City of' Port Townsend in 1941 and continued in its employ wJrki~~ within the City
Fire Depar'tment until the latter part of 1949. During the period of empioyment 4 r:ercent of
the gross earnings of Mr. LaVera were withheld by the City of Port Tovmsend and applied toward
a retirement fund. Because Mr. LaVera quit hi~ employment, he is not entitled to participate
in the retirement program. He is entitled to the return of' the portion of his contribution
together with interest thereon from the last day of employment. ßw. LaVera reports that he
has brought this matter to the attention of various public officers and that none with
wl:lom he has spoken directly has denied the validity of his claim. I request that you inform
the undersigned in writing as to the City's intention to return the withheld portion of
Mr. LaVera' s earnings. If there is no intenti n to make a reimbursement, I would appreciate
and explanation of the reasons supoorting that decision.

NEW & OLD BUSINESS
Councilman Lindsey reported. on the request of M~ Smith on the opening of a portion of 11th
street so thät a trai10r court could be put in. He said the recommendation (of' the street
connnitee was that the street be opened as re.uested for grading and graveling, but if'
there was any buldozing the party would have to do that along with putting in any culverts
that were needed.

Counc i1män Siebenb aum gave a report on the pe ti tion thè-J. t Wö.S turned in.to the council for 1;'1
more wö.ter on Discovery Road, he said it would have to be turned down at this ttmffi for th~re
was no money in the budget to handel the cost, the amount of cost would be $9,545.34 for
mö. teria1 only. He s aid if the pe ti t ioners could f,e t tog eter and put up the money th&. t vms
needed the city would install the wö.ter line. After some discussion on ways and means to
finance the water line it was suggested and turned over to the water coJwlittee that the
peti~ioners meet with the water committee to see if anything could be worked out to install
the line.

The city clerk informed the Mayor and Council that he had been contacted by Mr Diel of'Fort
Worden on the new credit union that had been established for Municipal, Federal, State and
County employees and asked if' thè~.~counci1 would approve monthly wi tht).oldings f'rom. the pay of'
city employees. It was moved by Councilman Swietzer seconded by Councilman Rulby thè:it the
city clerk be authorized to make withholdings on such sume of money ö.S directed by employees 0
the city and remit to the Fort~Vorden Jefferson Co:;.nty Public Employees Federal Credit
Union, and the city attorney be directed to draw up the necessary ordinance. Motion carried.

It was moved by Councilman Siebenbaum seconded by Councilman Ruby thö.t the first reading
be considered the second reading and the third reading be by title only. Motion carried.
Ordinance No. 1515 was again read. for the third time by title only ö.nd it was moved by
Counc ilman Ruby seconded by Counc ilman Siebenbaum that Ordinance no. 1515 do now pass. Motion
carried.
The çi ty clerk reported to the council thö.t he had called TvIr Fabion of the Bo&.rd of Volu.ntee
Firemen and told him that the council had re~ected the claim for paying the amJunt due thät
was billed the ci ty of Port Townsend for back pay for volunteer firemen.. He said that f"tTr
Fabion told him that all was necessary W2S to write him a letter stateing the rejection of
payment and he would turn if ov er to the Attorneys Generals of fice for c:o11ec tion. After some
discussion it was mov~d by Councilman Swietzer seconded by Councilman L:~ndsey that the amòunt
due be paid. Motion carried.

Mayor Sulliyan brought up the Highway situation saYing that it should be brouggt to the
attenion of var$oils members of' the officials who are representing tilefferson CouniBy, to protes
the deletion of the highway in the city of' Port Tovvnsend. Attorney Abraham suggested tha t a
motion be made as such. .Lt was moved by Counc ilman Ruby Seconded by Councilman Siebenbaum tha
the necessary letters be written. Motion carried.

Mrs Floyd Imisihund wilo was present at the meeting, talked before the council and asked the
reason for not giving the olst & Sheridan Avenue sewer service on the current sewer project.
She was informed by IvIr Badolato resident Engineer that the current project and priginal plannilg
showed that it was not feasable to take in that area due to the cost, the cost'would have been
around 2,000. per home, but he also informed her that a study was being made at the ~esent ti e
on ways and meanas of getting more f'unds from the state to see if the affected area could be
taken in at a later date.
