The city clerk inf'ormed the council that he had been aware f'or ab cut the las t two years that
the bill would be due but had no idea and could not find out wb.at the amount would be so thc:t
it could be budgeted, he ulso stated that the secretary of the Volunteer Firemen told him over
the phone th8.t the Board had wanted to cancel the debt f'or it was actualy their fault for not
following it up in thoes years, but a member of the attorney generals of'fice informed them that
the city would have to pay what was due. ..
After some discussion by the council it was moved by Councilman doglund seconded by Counci1m8.
Ruby that the payment be denièddunti1 further information is obtained on why it. took so long

Mayor Sullivan äsked the City Attorney to write a letter for more details.

Councilman Siebenbaum explained his No vote on Ordinance 1512 saying that Other city departlnents

;;ayor Sullivan again re~inded the council about more revenue needed for the city.
Councilman Ruby also spoke on more revenue and mentioned about a business and occupation tax
on business in the city of' Port Townsend.
Councilman Ruby said he believed tll.ere Has somet.i.Ünp; that sLould come up on the Porter Property
at IJorth Beach, he said that ;,Ir Porter l1ad called him and said they had chopped h'-m off his pay
for the month. He said '~hat I.Ír' ~orter was a persone1 f'riend of' his and he should be n;iven a

Attorney Abraham said that it isnt because tièey ëœe r;oinr; on the asumption that he is r;oinr;
to sell the property, the reason they have cut off his (J',rant is because they consider that
supplus property, and he should not be drawing welfare if he häs surC;lus property. .(jhether the
city buys the property or not, he is cut off'.
Councilman Hop;lund said that he was not p;oinn; to make a re,nort tonir;ht f'or fuEl had been advised not to

MEEting and was intending to do so tonight. He said th8.t he told Mr Porter our exact position
as to the price if agreeable to him but h~d a strong feeling the 3500.00 was not and also relt
that the property was not worth the 4200.gg that he was asking. He said the main problem is
we dont know if' we have the monies available and théit Mr Porter is aware of this and also Mr
Hickson of the vvelfare dept is aware and whether or not if the welfare depart.ment is going to
push him off the grant he didnt know but they certainly indicated to him th8.t they were not
going to take any drastic steps against Vœ Porter based on OŒ~ inability to. transact on the
méitter at this time.
Nlayor Sullivan said théit he had ref'erred the mci.tter to commi ttee and f'elt th8.tCouncilman
Hoglund and the com~ittee were doing the best they could under the circumstances.
Mayor Suiliv~n and Councilman Siebenbaum each gave a report on the visitation to the city
water sheds that was given by the Fœest Service, they each stated a very good trip and it
was well worth the time to find out what the Forest Service was doing as far as the water shed
were, concerned. ' ",

Mayor Sullivan asked Mr Mullins to stand. He said that Mr Mullins a f'ormer employee of' the
citywho had just retired from the city HS of' July 31st and thanked and commended I','lr IvIullin§
on his fine service and dedication to the city of Port Townsend and wished him well on his
retirement.

Dear Mayor Sullivan:
I
I have bee~ retained by Mr. Jesse L. LaVera of Beckett Point, Washington, with regard to
recovering certain money, with interest, paid by him to the City of' Port Townsend. Although
the exact dates have not yet been determined, it is believed that Mr. LaVera was employed
bye the City of' Port Townsend in 1941 and continued in its employ working within the City
Fire Department until the latter part of 1949. During the period of employment 4 percent of
the gross earnings of Mr. LaVera were withheld by the City of Port Townsend and applied toward
a retirement fund. Because r~. LaVera quit his employment, he is not entitled to participate
in the retirement program. He is entitled to the return of the Dortion of his contribution
together with interest thereon from the last day of employment. "Nrr. LaVera reports that he
has brought this matter to the attention of' various public officers and that none with
wllom he has spoken directly hHs denied the validity of his claim. I request that you inform
the undersigned in writing as to the City's intention to return the vvithheld portion of
Mr. LaVera's earnings. If there is no intenti n to make a reimbursement, I would appreciate
and explanation of the reasons supoorting that decision.
