Mari10u Green Planning Commisš.on chairman said that the planning comrnission was opposed to the vacation of the streets and alleys. Councilman Hoglund rmde a motion seconded by Councilman Lindsey to continue the hearing until the next regular session of the council. Motion carried. MðBILE HOME ::EJ,uUNG Councilman Hoglund said he woul.d like to get the ball rolling on the Mobile Homes and said that he had been through one. of. the homes in question and they were lovely dv/elli.ng but still f'elt even though you can change them f'rom a mobile object they still give the appearänce of a mobile home and his ~eeling on the matter right now until we get zoneing we should not tamper with our existing ordinances. He also f'e1t this type of structure should be and have some contrøl p1äced upon it as to the areas to where it can be set up in the city. . II Mr Morgan asked the council if they would ok or give him the right to sell lots at the preseni area at 10th & Sheridan, for mobile homes. City Attorney stated that the coundil could not. XX Marilou Green ðhairman of the Planning Commission said that Mr. Morgan & lVIr Smith had requested street vacations in. that area for a mobile home park, the council turned down the reo"uest and at that time the planning commision had also recommended not to vacate the streets, but the planning commission felt thb.t there was nothing wrong with that site for a mobile home park. Cit~ Attorney Abraham stated th~t if a Mobile Home Park was developed and properly qualified f'or seweröge, water & etc, then he could sell or rent space inside the park. Mr Zeke Howe representing the VFW requested that the city provide sidewalk ffacilities for flagstaf'fs, saying that the holes in the sidewalk in front of business houses had been f'illed in and they should be re-bored. Mayor Sullivan referred the request to the Street Supt. . ADJOURNIVŒNT . . As there was no f'urther bus iness to come before the CÐunc il at tlÜs time it was moved by Councilman Siebenbaum seconded by Councilman Judy that the meet~ng do now adjourn. Motion carried. RESOLUTION 67-2 The following resolution was r;ad and acted uj'on as f'ollows: 8 1ìiHt!;RZAS, the City of Port Townsend, Washington desires to provide buting to an over-all program for future community development, the values, the prevention of' conditions tending to cause urban.blip;ht, general health~ saf'ety and welfare of its citizens; and, WHEREAS, the State Department of' Commerce and Economic Development, under authority of' for a planning study contri- preservatipn of' community and the promotion of the J 71 ., MINUT:::S OF THE REGULAR SESS ION OF APRIL 4th 1'367 CONTINUED I Ch~ters 157 and 215, statutes 1957, Regular Session, may provide planning assistance for such a program and receive f'inancial assistance from the Urban Renewal Administration, as authbrized by Section 701 of the Housing Act of 1954; as amended by the Housing Act of 1959 and again by the Housing Act of 1960; now, therefore, be it ' RESOLVED, that the Ci ty Council of Port Townsend, Washington ,r18reb;y requests the State De¡:s. rt- ment of commerce and Economic Development to provide planning assistance under authority of Chapters 157 and 215, Statutes 1957, Regular Session, with such financial assistance as may be provided by the Urban Renewal Administration, under aut~::.ority of Secion 701 of' the Housing Act of 1954 (P.L. 860, 83rd Congress), as amended by the Housing Act of 1959 (P.L. 86-372, 86th Congress). That such planning assistance is more particularly described in a project descriptio:l that is attached hereto and made a part of this resolution as if fully set forth herein. RESOLUTIJN 67-3 The following resolution was read and acted upon as follows: I A RESOLUTION AUTHORIZING YrlE EXPENDITillìE OF ~Þ147 .60, FROM APPROPRIATE DEPARTMI!:lJTAL FUNDS FOR THE REQUIRED EDUCATION OF CITY PER~;oNELL. IN ACCOUNTING PROCEDURES. WIŒREAS, the uniform accounting procedures of attendance of various city ~ rsonell at classes ViliEREAS, said education is for the benef'it of of city business, n0W therefore; BE IT RESOLVED: that the sum of $147.60 be expe~ded from appropriate departmental funds for the education of various city personell in accounting procedures reqtÜred by the aa9.te Auditor of the State of Washington, and that the Mayor and City Clerk be and they are hereby authorized ö.nd directed to issue warrants for the purpose. Passed at a regular meeting of City Council of the City of' Port Townsend, This 1967. the State Auditor have resulted in the necessary in municipà1 acc:ounting procedures, ö.nd, the City, and necessary for the profBr conduct day of April, 8 Mayor Attest: City Clerk Approved as to f'orm: City Attorney I The City Clerk explained the above resolution, saying that the State Auditors Office had authorized the expenditure for schooling, that the Federal, State and munciipals were trying to get a uniform bookkeeping system, the school was a twelve week course, every tuesday evening from 7 to 10. After a few sly remarks, it was moved by Councilman Siebenbaum seconded by Councilman Ruby that Resolution 67-3 do now pass. Motion carried. . PUBLIC HEARING I The Public Hearing for street vacation which was held over until th:Ls regular sêssion was again held for passage or rejection. Councilman Siebenbaum stated that Councilman Lindsey who was chairman of the street committee could not be here this evening and had asked him to report for the cmmnittee. He said that they had talked it over and thö.t due to some bills before the legislature on vacation of streets whic had been held up, they felt it woilild be best at this time to reject the petition until it Wé3..S found out just what would be passed. Councilman Siebenbaum made a motion seconded by Councilman Judy that the request for vacating said streets be denied at this ti~3. Motion carried. CQI'...IJ.¡IITTEE REP.'ORTS Councilman Judy reported on the request for new improved street lights ö.t Monroe & Lawrence ana at Franklin ~ Monroe. He said that he would like to hold the request over until he could chêck ~ith the City Clerk on finances. ; 8 Mayor Sullivan asked the Street Supt. if' he had taken care of the holes in the sidewalk for Wlag standaràs, Mr Arey said that he had not gotten to it yet but would as soon as possible. It ¡was sugge§ ted tha t the bus iness men buy brackets. and ins tall them on meters in fron t of their ,place of business. Mayor Sullivan brought up the subject of old cars arpÑnd the city, he asked the City Attorney and the Chief of Police to draw up an ordinance that would tal<:e care of the matter.
