1967 at 7:30 p.m. in the council chambers of the city hall. Mayor Sullivan presiding.

MINUTES OF THE PREVIOUS SESSION
Minutes of the previous session were read in full and it was moved by Councilman Siebenbaum
seconded by Councilman Ruby that the minutes be approved as read C!nd that the Mayor and City
Clerk sign same. Motion carried.

Gentlemen:
We were recently advised by Mr. r"iorrison that the city of' Port Townsend has installed bird
control measures at the city distributi,n reservoirs ~nd th~t he felt these we.e proving to
be ef'fective. We wish to congratul~te the city on this improvement ~nd we "ope it will help
reduce cont~mination of' the reservoirs wLich has been a recurring problem.
We do feel that covered distribution reservoirs are the only really permanent and adequ~te
solution f'or municipal water supplies generally. In lien of' this we have approved post chlor-
inati n facilities together with various types of bird control such as the city h~s installed.
We recognize that covering these reservoirs would be a large pro jec t and one iv.' .ich the ci ty
is perhaps not presently prepared to undertake. However, we do feel this would be a very worth
while project to include in your f'uture planning. There are several other items of concern
which we believe should also be included.
1. Fencing Lord's Lake and City Lake to restrict rublic access.
2. The need f'or auxil1iary pov¡er or an auxil1iary water' supply to operate the Ghlorination
f'acilities at City Lake in the event of' a power outage.
3. The need f'or better bacteriological and turbidity data on raw Y/ater to determ'ne the adequacy
of' the existing degree of' treatment. Also the citys status in the watershed should be clarified
through a f'ormal agreement with the U.S. Forest Service delineating the citys ræghts and
re~ponsibilities.
4. An evaluation of the adequacy of' the existin~ supply projected against f'ut~re demands.
We believe it would be to the citys considerable advantage to aut.i1orize a comprei_ensive study
of the water supply to investip;ate these and perh~ps other areas of needed improvement. 'l'he
f'aci1ities u1tim~tely decided upon as necessary can t:~n be correlated with available financing
to produce a suitable construction schedule. .
Except for the questi n of' onen reservoirs we have generally felt the Port Townsend water supply
to be adequate and well administred. However, in view of' the need f'or the improvements citEhd, .
coupled with the potential need for additinal water supply, we do f'eel that a comprehensive study
of the water system is essential if' the city is to maintain a water utility of' high quality.
We would be pleased to discuss tll.is with you or the Council in further detail at any time.

It is our understanding that the vvashington State Department of' Commerce and Eeonomic Develop-
ment has just recently been delegated to handle the processing of' "701" planning f'unds. In
light of' this f'act, we urge you to caref'ully consider granting immediate ap}'rova1 of our
application, 'uJashinston P-115. This application has been under review by HUD ror more than a
year, thus causing our p1anninp; progrmn to come to nearly a dead halt.
During the past three years, the City of' :Port Townsend has spent ~~6950. 00 of budgeted f'unds,
with some monies coming in the form of' contributive services through other local governmental
agencies, as well as the State Department of' Institutions through services contributed by the
Fort Worden Treatment Center. The Federal government provided two-thirds matching f'unds f'or the
f'irst two .phases of' the program and we are still anticipating approval on our third application
The City of Port Townsend h~s f'urther budgeted $1,950.00 for the year of' 1967, to matched by
" 701" f'und s .
Local support f'or the program, whi ch in the beginning was indeed generous, is f' ding fast
because of' the lag at the Federal level. de are f'earf'u1 that the plans for our Open Space-
Beautification and Historic Preservation prop;rams might have to be discarded ii' the matching
f'unds are not soon fort.:coming. Also, the matching "702ry funds :~ranted by HUD for the City's
sewer line project may be in jeopardy. Construction is scheduled to begin soon on this project.
Because we have the dubious privilege of' being the "Grand-daddy" of "701" applicants in this
State, with the possible exception of' Walla Walla, we ay'e hopeful that our application will
be cleared by your of'f'ice in the near, if' not the immediate, f'uture.

Engineer Decker said that there was around 40 acres just below Lords Lake, that the- area
suffered a sever blow down in 1962 and that it should be harvElsted. I-Ie said it should be
checked by the Health Dept for he did not know their regulätions änd also the operator should
be responsible for slash and secure ilÌs own permi ts and any oth~r regulutions which is require
by the state. Councilman Lindsey stated that there should be a study on the request. Eng.
Becker said there would not be another meeting for three weeks and suggested that the Mayor
appoint a cormnittee to work with him and act upon behalf' of tne cit;r council.
Ma~or Sullivan appo~nted the water committee to work with Eng. Beeker.
Mr Wilber said that the prices that he quoted was a little over the going mi:trket and that he
would also abide by all state requirements.
Councilman Carter made a motion seconded b7 Counciünan Judy thät the water committee act on
behalf' of the city ~uncil on any decesion at the time the study was completed. Motion
carried.

Wi th regards to the dump charge now in effect under the provis:ions of ordinance 1507. The
Fort Worden Diagnostic & Treatment Center has asked that they be charged on a f~at rate now
in effect.
It is my recommendation théJ.t a flat rate of' five hundred dollars pep year be pluced on them.
This figure is based on the estimäted number of loads they will haul next year, predicted in
äccordance wi th the amount they now haul. This f'igure can be broken down to approximätely one
dollar per load.
It is further recommended that his payment begin ät the start ..01' the new fisca~ year,
commencing July 1st 1967.

Councilman Judy said that there was an ordinance by the numher of' !B18 on l1umb'ering of houses,
a,nd in the past it häd not been enforced, he said the ordinance sta~ed that if a new house I
bas built that it had to have a number in fif'teen days or a fine would be assesed of' $10.00.

The city clerk also reminded the council that all house numbers were given out bþ the
Engineers of'f'ice.
Engineer Becker said that who Ewer wanted a house number, all that they had to do was call
his office.
