The city council of' the city of' Port Townsend met in regular session this 3rd day of' January
1967 at 7:30 p.m. in the council chambers of' the city hall. Mayor Sullivan presiding.

It was moved by Councilman Judy seconded by Councilman Sweitzer that the permit f'or the car
was be ref'erred to the planning commision for a report at the next regular session the other
two permits be granted. Motion carried.

Having requested and been granted permission to make a charge for commercial users of the <Port
Townsend disposal area. I would like to recommend for approvaI of the council the following
rates of cost.
These rates a~e to be extablished as maximums, with discretion as to -the mirimums to be left in
care of the Garbage Supt." or the care taker of the disposal area, and are as follows.
For vehicles one ton & over $1.50 maximum

go along with the Garbëge Supt. on his request.
Councilman Ruby made a motion seconded by Councilman Sweitzer that the reguest of the rates
be approved. Motion carried.

I t was moved by Counc i1man Siebenbaum seconded by Councilman Ruby that the Ci ty CJe rk be
authorized to call for bids as requested and the bids be opened at a regular meetin~ on the 7th
of Feb. 1967. Motion carried.
CALL FOR BIDS
The city clerk asked permission of the council to call for bids for the citys needs f'or f'uels ':
f'or the year 1967 bids to be opened January 17th 1967.
It was moved by Councilman Carter seconded, by Councilman Judy that the city clerk be authorized
to call for bids as requested. Motion carried.
ORDINANCE NO. 1508
AN ORDINANCE of' the City of Port Townsend, V/ashington,
requiring the connection of' buildings and residences
with the sewerage system of' the city; determining and
establishing classes of' users of sewerage service;
fixing rates and charges f'or sewerage service, and f'or
connections to the sewerage system, and providing for
the collection thereof'; establishing penalties and 1ie~s
f'or failure to connect to the sewerage system, and for
failure to pay sewer rates and charges, and providing for
the enf'orcement of' such pena1ti0s and liens, and repealing
Ordinances Nos. 1333, 1368 and 1401, and all other
ordinances or parts thereof' in conf'lict herewith.

i:1r Daly spoke against the rate ordinance, saying that the rates were not just, that it lIvou1d
put a financial b~n on some borderline businesses and that the council s~lou1d take a long look
at the ordinance before passing it f'or it is the f'irst time they have heard the ordinance read.
Attorney Abraham said that the ordinance was drawn up by the bonding companies attorneys and
the rates were unif'orm and it was no surprise to the city council f'or the council members had
considered these rates for the last couple of years and they did not come into this session
unaware of the details of the ordinance.
Councilman Siebenbaum s ta ted that he t:l.ought the ordinance should be held oval" f'or he did not
understand all the contents and asked the city attorney if' it had to be passed at tl1is tine.
~he City Attorney stated that on account of' the bonding situation it would be highly desirable
that the ordinance be passed tonight.
Wœ Granberg of McLean & Co. said that these rates werÐ discussed Dec. 6th that this was a very
COTn..'11on method of' billing for commercial se\Jer service anè- the ordinance also says that the
jmter-sewer Supt is authorized to adjust sewer rates u charges based on meter water rates on a
prorated basis. l':Ir Daly said that the council should give thought to to impose such a burden
upon the supt the power to f'ix rates.
Supt. Arey also said that he f'e1t that the prorating of' water sewer rates should be done by
a committee and not left up to him to make a deems ion. It was brought out by the City Attorney
that could be ammended at any time f'or one year af'ter the ordinance is passed but he a10s pointed
out that the rates could not be changed in the ordinance.
It was moved by Councilman Judy seconded by Councilman Ruby that the first reading be consider'ed
the seconded reading and the third reading be by title only. Councilmen Sweitzer, Ruby, Judy
Carter voted yae, Councilman Siebenbaum voted nae. Councilmen Hoglund and Lindsey absent.
Mo€ion was carried.
The City _Clerk read Ordinance No. 1508 aßain for the third time by title only and it was
moved by Councilman Judy seconded by Councilman Ruby that Ordinance No. 1508 do now pass.
Councilman Sweitzer, Ruby, Judy Carter voted yae, Councilman Siebenbaum voted nae, Councilman
Hoglund and Lindsey absent. Motion was carried.
Co~ittee Reports
Councilman Carter reported f'or the police and license colmnittee, saying that the committee
had turned down the reques t of i'lIr fiIc?:1inn f'or the relief' of' taxes on the bowling alley.
Councilman Carter made a motion seconded by Councilman Sweitzer that the council turn down
the request of' ~/Ir McMinn f'or relief of taxes on the bowling alley. T,10tion carried.
Councilman Siebenbaum reported on the seagull operation at the city reservoir, saying that
the new method of' getting rid of' the seagulls was working out 100 percent.
Supt. Arey reported on the request of' the telephone company to bury telephone cable al.ong the
east side of' Sheridan street f'rom Sims nay south to 3rd street. tie said that he had told them
that it would be on the same side of' the street where the new sewer line would go and they
informed him to hold the request up until they could come to Port Townsend and look the situation
over.
Engineer Becker informed the council that in order to ßet the water line service road up to
acceptable standard for the Forest Service it would be necessary to do more work on the last
five miles that was built. He said fie-w8b1.hi the project -would cost around 10,000. und would like
permission of' the council to call for a construction contract on ord. No. 1321.
Councilman Carter made a motion seconded by Councilman Judy that Engineer Becker be aut::orized
to call for bids. Motion carried.
. 1,:11" Cecil Hall and Ur Winterburn spoke in behalf' of the local Elks CCl>dge asking the council
1f' they would be in favor of' leasing or selling a portion of the Golf' Cource f'Dr a new Elks
lodge, they stated that it would be a l~gica1 and perf'ect place to build a new lodge. It was
brought out that the county had deeded the property to the city f'or one dollar in 1927 ~'or
municipal purposes only. City Attorney Abraham said that he had not seen the deed but would
meet with the prO-Del" committee to see what could be done. After some further discussion, Mayor
Sullivan ref'erred the matter to the building committee for f'urt~ler study. lIe also stuted that
the city would ßo for anything that would L.~etter the community.
iTr Barry Deits informed the council that ef'f'orts of the city r1anninr: colTIm_ission have been
stymied due to the fact that federal :funds have not been :forthcominr>; since late 1965, but the
commission hoped to receive f'unds under a recent Grant.
