The City Council of the City of Port TO\ffiSend met in regular session this 15th day of Nov.
1966, at 7:30 p.m. in the council chambers of the City äall. Mayor Sullivan presiding.
ROLL CALL
Officers and members present werã as follows: Mayor Sullivan, City Attorney Abraham, City
Clerk Youngblood, Councilmen Carter, Siebenbaum, Ruby, Judy, Hoglund, Sweitzer. Councilman
Lindsey absent.

MINUTES OF THE PREVIOUS SESSION
The minutes of the previous ßession were read in full, ö.nd it was moved by Counc ilman Hoglurld
seconded by Councilman Judy that the minutes be approved as read and that the Mayor and City
Clerk sign same. 'Motion carried. )
Petition ~or street Light
I
The following petition for a street light was presented and acted upon as follows:
PETITION FOR BETTER LIGHTING OF THE PA RKING AREA AT THE FOOT OF TYLER ST.
We, the undersigned, request the City Council to consider and approve either the replacement
of the old style street light in the parking area at the foot of Tyler St. with a vapor light,
or, the installation of an additLmal light or lights, whichever would gibe better lighting.
This parking area is entirely too òark during the winter months and persons who use it find
the lighting inadequate and unsafe.
Signed by twenty nire citzens.

Councilman J.udys ta ted that he had been approcfiàd by severéll people on the poor lighting
of the area and that he had told them to 'write a letter to the council. Chief of Poli~e PheglE1Y
also mentioned that the lighting was poDr in that area and also in the area behind Dollö.rs
Garage. Mayor' Sullivan said that he woul:d like to turn it over to the light committee for a
report at the -next regulö.r session.

It was moved by C,ouncilman Hoglund seconded by Councilman Ruby tha t the low bid of Kruse
Car Center be accepted. Motion carried.
ORDINANCE NO. 1505
The fol.bJving' ord.inance ,¡vas presented and acted upon as follows:
AN ORDINANCE APPRO.PRIATING THE SUM OF $1,500.00
FOR MAINTENANCE OF- BUILDING IN THE APPROPRIA'I'ION
.FOR CONTRACTUAL SERVICES IN THE 1966 BŒ)GET FOR
THE FIRE DEPARTMENT, AND DECLARI NG AN EMERGENCY.

The ci.ty clerk informed the council that the city had received a check from the insurance Co.
for damages to the fire hall due to the explosion. The check had been deposited wIDth the City
Treasurer. The emergency ordinance had to be prepared in order to pay bills that was against
the fire department due to the explosion.
Due to the nature of the above ordinance it had to be held over until the next regular session.
NEW & OLD BUSINESS

Councilman Swei tzer reported on the repairs of the city h8.1l buildIng, say ing that he had beel
out or town all week but all he had to do was contact Mr Matheson. I
Mayor Sullivan said that he had talked to Supt. Arey and that he had told him thö.t the anchors
warle not in at the reservoir and that all the wiring should be in by Tuesday. . ]
Ci ty Attorney Abraham reported that Mr Flint/ of McClean &: Co. had Galled him about tv"\'o weeks
ago about the fininc1al picture with the sewer treatment project. He said that he told Mr Flin'
that the counci~ would also like to hear about the financial picture and suggested that he be
here tonight. lIe said that he had not henrd from 'him since but understood th8.t Mr Flint had
called aomeone and would like to have a special council meeting on the 29th of Nov.
Mayor Sullivan stated that Mr Flint had called him today Basting the he could not be here
tonight but wanted to know if a special meeting could be held on the 29th of Nov. After some
discussion it was the opinion of the council that the city attorney write a letter to Mr Flint
asking that a meeting be held on the 6~h of Dec. and if that was not possible, ~ttorney.Abraham
said that he would inform the council on the-exact date. -

Councilman Judy said that Ì'Ilr Lindf1uis t had a phone call from the Department of Institutions
saying that they had met with Carey & Cramer and that a report of thø meeting would be sent
to the director of the Department of Instutions and that it shouldnt be to long before the
council would know of that outcome.

Chief Jones reported on fireman Bumgarner, saying he was doing real good, he was not working
yet and was still going to the Doctor once a week in Seattle for tre8.tment of hñ.s eyes. He saic
thÐ.t a problem had came up ror a relief man and before tHe end of thE: year monies would have to., .
be raised for pa~ for the relief man. . .
ADJOURNMENT
As there was no further business to come before the council at this time it was moved by
Councilman Siebenbaum seconded by Councilman Judy that the meeting do

The treasurers report was read for the Month of November 1966 and was ordered filed.
Police
The police report was read for the Month of Novembep 1966 éJ.nd was ordered filed.
BUILDING PERMITS
The following building permits were presented and acted upon as follows:
Robert Sahli, Generator Enclosure, 10'X15', St ~ohns Hospital, $2,600.00

It was moved by Councilman Ruby seconded by.Councilman Lindsey that the building permits be
granted. Motion carried.
NEW & OLD BUSINESS

Councilman Ruby statàd that Gordon Sandison Wus for decreased rates on'the hood Canal bridge,
and felt that the council should back him up. Councilman Ruby m8.de a ,motion seconded by
Counciiliman Judy ~hat the city council go on record supportigg Gordon ~andison for decreased
rated on the bridge.
On the question, councilman Siebenbaum spoke against the decreased rate. Upon roll call-
vote, motion was carried.
Mayor Sullivan asked the council for free parking on the 9th 10th 16th 17th 23rd and 24th
of Dec. It was moved by Councilman Lindsey sec.onded by Councilman Sweitzer that free parking
be had on the suggested dates. Motion carried.
Mayor Sullivan asked Nír Ron Mayo and -r'fIr Ark Chin Engineers of Carey & Kramer to talk on the
new sewage proposal. Both àescribed the history of the city sewer system up to and including
the present project, they answered questions that were asked by the audience, one which was askf3d
by Mr daly on whether the city hnd ever received in writing any official findings of the pollut¡1Ì.on
control commission or s ta te department of health showing tha.t lac al waters were actually pollutkd
to the podmt of endangering public health. He was informed the city had not. City Attorney II
Abraham po nted out that it is not necessary, for the pollution control commission or anyone elsy ,
to rule the waters polluted that his project is an action of the city council whose duty it is to
act in the best interests of the city. He also stated that he wished to make it very clear '
thö.t the city is not acting arbitrarily without having loo~ed into the matter. 1~ Mayo also
explained tha t the $950,000. in revenue bonds will be in addition to the ~ß218, 000.- rege,i ved
from the federal government for the project, to another question that was asked he "said that
