The City Council of the City of Port Townsend met in regulö.r session this 4th day of Oct.
1966, ö.t 7:30 p.m. in the council chambers of the City Hall. Mayor Sullivan presiding.

MINUTES OF THE PREVIOUS SESSION

The minutes of the previous session were read in full and it was moved by Councilman Lindsey
seconded by Councilman Judy that the minutes be aþroved as reäd and that the hayor & City Cler~
sign same. Motion carried.
MINUTES OF THE STATUTORY BUDGET SESSION
The minutes of the Statutory Budget Session were read in full and it was moved by C'Juncilman
Siebenbaum seconded by Councilman Ruby that the minutes be approved as read and that the Mayor
and City Clerk sign same. Motion carried.

It was moved by Councilman Siebenbaum seconded by Councilman Sweitzer that the bills & Claims
be approved as rea~ and that the Mayor & City Cler draw warrants upon the proper funds for
payment of same. Motion carried.

Dnring the Pi st year the Ways and means Committee of the Port Townsend Elks Lodge has been
actively investigating a possible location for a new lodge building. Several sites have been
examined and the committee feels that the city golf course presently known as the Elks Golf
Course subsequent to the lease granted by the city council to be the most desirable location.
In order that we might bu~ld on any site, the lodge must either have a clear title to said
property or at least ö. substantial long term lease according tb Grand Lodge. Statutes.
We ö.re asking that the City Council seriously consider taking the necessary steps to make this
land availö.ble.
The Elks have to date invested approximately twelve thousand dollars in build:Lng improvements
and maintenance equipment.
This committee is at your disposal for ö.ny further information.

I
I would like to add my voice with that of Counc ilman Ruby in p:rotesting the fast and reckless
driving to be seen on some of the streets of Port Townsend. I live above F Street and nearly
every night I can hear. ~nd see the cars squealing Qnd speeding down this thoroughfö.re. I hö.ve
also witnessed such recklessne ss in other p3. rts of town and ha ve been involved in a number of
discussions with other citizens who are disturbed by this situation.
Io~ecognize that the police are few ö.nd the town encompasses a lö.rge physical area to be police&.
However, It does seem to me a concentrated crackdown would soon let those few responsible know
that their activities will no longer be tolerated. I also recognize that apolice drive would
not be effective unless the judge backs them up with stiff penalities for the type driving that
belongs on a drag strip and not on our city streets. I herein urge the city council strongly
support and encourage the polce and traffic court judge in such a dr-ive.

to Standard Oil Company of California the right to construct, JRantain and operate pipelines on
certain streets in the City of Port To nsend, and the right to operate and maintain a warf on
Harrison Street in the City of Port Townsend, for a period of ten (10) years from and after
August 1, 1966.

Gentlemen:
I
The undersigned represents sundry of Port Townsend citizens, each of whom is somewhat disturbed
with respect to the cost to them, and each of them, of the proposed sewage System Improvement
Program. I refer particularly to the call for bids to be opened in the Council Chambe~cs on T
Tuesday, the 18th of O.ctober, 1966.
From information available I find that
(1) '!f:he cost estiffiö.te for the work is slightly less than one m:Lllion dollars;
(2) The United States will provide by way of grant and aid the sum of $218,000.00;
(3) The City proposes to finance the remainder in the amount of nearly three-quarters of a
million dollars by the issuance and sale of revenue bonds;
(4) When the system is wholly in operation, there will be approximately 1,500 users;
(5) A monthly surchö.rge in an undertermined amount will attach to each user to retire the
bonds and interest and to pay for the cost of operation and maintenance.
Query: If these findings are correct, can the City Council aSS1~e now, with some degree of
accuracy the amount of the additional surcharge to each user, 1n order to discharge this
financial obligation.
It appears that this factor should be disclosed before proceed~ng further on a public work of
such magnituèà. .
Furthermore, there. is some question. in the minds of m;y clients:, that the evidence adduced thö.t
caused you to proceed as yoû have, was not of a nature - clear), cogent and convincing, that the
waters of ~ort Townsend Bay were then, or are now, ny reason of idsposal therein of ray sewage,
in such a polluted condition as to be deleterious to the pu lie health. On the contrary, we II
are in~ormed, and hope reliably, that the data gathered to produce the conclusion was of a some-
what nebulous nature, easily subject to rebuttal.
Viewing the plans and specifications for the proposed work, we also desire to point out to you,
and each of you, the financial distress to imposed on those engaged in business on Water Street.
The extra cost to them and to the City Current Expense Fund appears appalling.
We humbly suggest that the call for bids as advertised be indefinitely postponed until there
be a reasonably precise meeting of the minds of those interested in all particulars.

NEW & OLD BUSINESS

Mayor Sullivan asked Mr Fied.ler of the Carey U Kramer and Mr John Heicker of Johns-Manville
Co. to speak before the council due to the fact that they had to catch a ferry back to Seattle.
Mr Glenn Fiedler asked the authorization to test the ci ty weJ_l near chimacum for a possible
treatment plant for increased water supply for the Tri-City area. He asked Mr John Reicker to
speak on the prpposed testing. .Ww Reicker explained methods of treatment which could possibly
reduce the waters iron and manganese content to a normal level" Mr Fiedler said that there

CALL FOR BIDS

The City Clerk asked permission to call for bids on two police cars, bids to be opened Oct.
18th 1966. It was moved by Councilman Carter seconded by Counci~man Ruby that the request
for call for bids be granted. Motion carried.
PETITION
The City Clerk read a peti tion signed by 130 citizens for the City of Port ~'ownsend to
c~nsider the widening of shoulders and better marking of Discovery Road.
Councimman Ruby said th~t many children regulrly walk along the road and that the recom~endation
to widen the road should be done.
r~ John Fairbanks also suggested reducing the speed limit in the area to 25 miles per hour.
Police Sergeant John Doubek recommended that the speed limit be left at 35 mph if the shoulders
of the road are widened.
).1rs Roger Kilmer sugges ted the city bulldoze a trail or walkway along side the road.
After some further discussion h'iayor Sullivan referred the pe titian to the str'eet committee
for a report at the next regular session.

The City Council of the City of Port Townsend, Washington, in regular session assembled do
hereby resolve:
Section 1. That the offer submitted by the Depö.rtment of Health, Education and Vvelfare-
Federal ';ifater Pollution Control Adminis tra ti on, dated September 7, 1966 in the amount of
$218,900.00, for a federal grant in connection with sewage treatment works under 33 USC 466
et seq, should be and is hereby accepted, and the Mayor and City Clerk are here and hereby
authorized and directed to sign the acceptance and conditions of said offer, a8 the same is
contained in the annexed budget fureau form no. 68-R614.
Sectioû. 2. The City Clerk is here and hereby directed to forward to Carey and Kramer,
Consulting Engineers, certified copies of this Resolution, together with executed copies of
the said form 68-R614.

The City Clerk informed the Mayor & CJlmcil that due to the nö.ture of Ord. No. 1505 that it
had to be held over until the next reg~lar session.
Supt. Perkins said that since he had talked to City Attorney Abrö.ham he didnt think h'e would
have to have the extra money, . City Attorney Abraham said that just in case he did the ordinanc
has been read once and it would only take a t:1ird reading by ti tIe only.
Mayor Sullivan stated that at the WSC me'eting that was held åub Sequim on the 20th or Sept.
was attended by seven members from Port Townsend and asked Councilman Sweitzer for a report.
Councilman Sweitzer said that it was his-first meeting with the association in which h'e learned
a lot and also enjoyed, he stated that they emphasized on the passage of Int. No. 226. He
recommended all the council to get behing the iVIayor and help push the Initiative.
Councilman Ruby Made a motion seconded by Councilman Swei tzel' thö.t the city make two more
memorials, one for Tim MacMahon ö.nd one for Marvin Shields. Motion carried.
Mr Lindquist sJ::dke before the council on behalf of the city planning commission to urge
action on several rëcommendations originally presented to the council last April. The recomm-
endations delt with referral to the commission, before council action, of mö.tters dealing with
plats, re-pla1i; and so forth. He alsl) suggested a set-back building ordinance.
Mr Matt Ellis spoke before the council stating that he was hö.ving trouble due to automobiles
parking in the loading zone in front of ills business. Mayor Sullivan referred the matter to
the Chief. of Police. .
MaNror Sullivan complomented Fort Worden for the participati:::'n of the many youngsters from
the center in helping the citys beautification project.

Councilman Siebenbaum seconded by Councilman Judy that the meeting do now adjourn. Motion
carried.
