The City Council of the City of Port Townsend met in regular session this 13th day of Sept.
1966, at 7:30 p.m. in the council chambers of the City Hall. ::vlayor Sullivan presiding.
ROLL CALL
Officers and members present were as follows: Mayor Sullivan, City'_~Attorney Abraham.", City
Clerk Youngblood, Councilmen Sweitzer, Ruby, Judy, Siebenbaum, Lindsey. Councilmen Carter and
Hoglund absent.

The '-mínutsš of the previous session were read in full and it was 'moved by Councilman Judy
seconded by Councilman Lindsey that the minutes be approved as read and the ~ay?r and City
Clerk sign same. Motion carried.
MINUTES OF THE PREVIOUS SESSION
BUILDING PERMITS

The following building permits were presen ted and ac ted upon as follows:'

Mrs Helen Pattsner, Reside Home & Build Fence, Cedar, 615 Benton, $9,00.00.
It was moved by Councilman Lindsey seconded by Councilman Judy that the building permits be
granted. Motion carried.

Dear Mayor and Council Members:

Because of'recent newspaper publicity, we have become aware of a criticism th~t we feel is
unjustified. Apparently a stréet vacation request was asked of the City Council approximately
one month ago. Again, according to the recent publicity, this matter was referred to the
Planning Commission for a preliminary report. As of this date we have not been approached
either officially or unofficially for such a recommendation. One of the principals involved,
Mr. Richard Morgan, did contac t the chairman of the Commiss ion on Thursday, - Sept. 9 asking for
an appointment to explain the petition in question. Through Mr" Morgan the PlanniT\f?; Commission
became aware of th~ street vacations requested~
In order to avoid any further misunderstanding, the Planning Commission members request that
future Council motions referring matters to the Planning Commi~¡sion also include that such a
referral be made officially in writing, including a copy of the matter we are expected to
review.

Your cooperation in allowing the swmner school to have the use of Chetzemoka Park for the,
Children's Festiv.al production Of."Sl~epOng Beauty" i"S very much àpp:e8ciated. Last year -our Play:\,
"Wizard of' Oz" was well received and)proved to be a great success. This year we feel that the I
Children's Festival was in every way, a fine contribution to the cultural life of the community,
providing creative experiences not.only for the children, but for all of thoes who attended the
production.
Many cities make this kind of summer program a part of their regular recreational park program
each year. Ev:)ry child who attended the summer school participEted in some way in the Festival.
Including the children of the com..rnuni ty in such a program not only enriches their lives, but
brings an awareness to parents and friends of the advantages available in the city. It also
calls attention to outsiders to the unique and special quality which makes Port Townsend so
attractivè.
There were 113 enrollments in the children's division of the s~mmer :3chool. About 700 persons
saw the play, many of them from outside the community. iNe plan to make the Children f s Fes tival
a permanent part of our summer school program and have already laid the groundwork for next
summer's production. '
Thank you again for the use of the park, with additional labor involved by your staff to make
it possible.

Mayor Sullivan thanked Mrs Johnson for the letter and told her thö.t she was doing a fine job
for the City of Port Townsend and that if there was anything that the Mayor of the City of
Povt Townsend could do for her all she had to do was ask.
Councilman Lindsey said he would like to apologize to the planning commiss ion for his pa rt in
~ritisism of tae planning commission.
Councilman Judy said that if Councilman Lindsey handnt of apologized he would have for all the

the planning commission.

PUBLIC HEARING

The public hearing on the vacation of Grant Street lying between the South boundary of' Twelfth
Street, the North boundary of' Tenth Street, and that portion of Eleventh Street lying west of' the
West boundary of Sheridan Street, and the East boundary of Hendricks Street, all in Eixenbeis
Addition to the City of Port Townsend, Jef'ferson County, Washington. was again brought up for
passage or re#ection.
The City Clerk read the Planning Commission Recommendation on the vacation. They said that
while the Planning Commission f'elt that the particular site in question was a good site for a
mobile home park, they voted against the street vacation. Five Commission membrœs voted No, two
Commission members voted Yes.
MrGrady spoke on behalf of' the petitioner asking tl:e city to vacate the proposed streets.
Councilman Ruby spoke on behalf o~ the petitioner.
City Attorney Abraham said that the city, in view of the difficulty in enforGing present
trailer ordinances, should give serious attention to any proposal for a new trailer court.
Councilman Siebenbaum spoke against the vacation of the streets.
Councilman Sweitzer spoke against the vacation of the streets.
Councilman Ruby made a motion seconded by councilman Judy that the hearing be tabled until
the 4th of Oct. Upon roll call vote, Councilmen Ruby ö.nd Judy voted yae. Councilmen Sweitzer
Siebenbaum and Lindsey voted Nae. Motion did not pass.
Councilman Lindsey made a motion seconded by Councilman Sweitzer that the petition to vacate
the prop:Bed streets be rej.ected. Councilmen Sweitzer, Judy, Siebenbaum and Lindsey voted yeae.
Councilman Ruby voted nae. Motion carried.

PUBLIC fŒARING
The City Cl erk informed the Mayor & City Council that a public hearing on the vacation of
that portion of Chestnut Street lying between U Street and T Street was to be heard at tl:is
time.
Mayor Sullivan asked if there was anyone in the audience who would like to talk for or against
the vacation of smid street.
t~ Mel Mefford spoke against the vacatio~.
City Attorney reminded the council that l'ilr. Tllefford had vœitten a letter whieh is on file
protesting the vacation of the street.
It was moved by Councilman Judy seconded by Councilman Ruby that the vacatin of that portion
of Chestnut street lying between U Street and T Street be rejected. Motion carried.

Councilman Siebenbaum reported on the request by 1~ Owen for a water tap at Hadlock. He said
that the city didnt have the water to give and that there were some 20 names on a list for new
taps and was sure that Mr Owen's name was not among them, he wrnld have to wait his turn.
Councilman Ruby asked the

Councilman Ruby also said that there Was a lot of sppeding on SanJuan Ave. and said that
something should be done about it, he suggested a heavy fine instead of a slight tap on the
wrist.
r':Irs Marilou Green reported for the planning commiss ion, saying that while the firs t phö.se of
the three-phase city planning program has been completed, the second phase has been held up by
the fact that federal funds in the amount of' $9,980. for which the ci ty has applied has not
been forthcoming.
Councilman Judy aaid that on the 27th of Sept. he would have to work and asked if the date
could be changed to the 22nd on the meeting of the budr;et. After some discussion all agreed
that they could meet on the 22nd. i\1ayor Sullivan asked Councilman Judy to inform Counciman
Hoglund of the change.
Chief' of Police Phegley said that since the widening of 19th st. theBe is no walking room
for school children in the aráa. He said his department is presently painting a line to
designate a 6 foot pedestrian lane on one side of the street. He said that he was informing
the schools that all children walk to and from school in that lane.
Mayor Sullivan said that there would be a meeting at four oclock at the fire hall on the
Citys water rights, and aBked ãll councilmen to attend that muld.
Councilman Ruby said that one of our local boys, John Paddock was killed in action, the
funeral would be on the 18th of Sept. and in due resIE ct thought sometl1ing should be sent to
the p1rents by the City. After some discussion it was suggested that the City Attorney write
a letter to the famil on behalf of the City.
Counc ilman Lindsey made a motion seconded by Councilman Ruby that the City Attorney write a .
letter to the family on behalf of the ci ty. Motion carried. N[ayor Sullivan thanked counc ilman
Ruby ~or the suggestion.
