Attorney Abraham said the StateHighway Commission is proposing to put a part of a new road
at Crocker Lake over where we now have a pipe line, this would cause the moving of the pipe
line to some extent, they will relocate the line at there own cost band the city would still
reserve the right to enter the highway right of way to repair & maintain the pipe line.
Counc ilman Hoglund made a motion seconded by Counc ilman Ruby tha t the resolv.tion be adopted.
Motion carried.
City Engineer Becker asked the permission of the coun~il to call for bids fer a small job.
to rebuild the intake at the Big Quil River at the darn, the cost would be around 10,000. dollar¡s,
and the bids to be opened August l~th. It was moved by Councilman Hoglund seconded by Councilman
Ruby that Engineer Becker be authorized to call for bids 8.S requested. Motior.~ carried.
Mrs Keehn and Mr Wall.en spoke before the counc il on behalf of: the letter shE: wrote to the
council to change the watering hours at the city park. Mayor ::>ullivan thanked both and told
them that the council and the water committee would look into the.request and there would be
a report at the next regular council meeting.
Councilman Ruby introduced Miss Johnson to the May?r & Council, saying that she was taking
Mr Simpsons place as a reporte for the Port Angeles rlews.

1966 at 7:30 p.m. in the council.chambers of the City Hall. 0 Mayor Sullivan presiding.

The minutes of the previous session were read in full and it was moved by Cow1cilman Lindsey
seconded by Councilman Hoglund that the minutes be approved as read and that the Mayor and City
Clerk sign same. Motion carried.

The annual UGN drive will again be held in the fall of the year. Plans are being made to have I

at the breakfast and the luncheon talk on the advantages of a united drive in terms of finances I
and service$ to residents of. this area. The breakfast will be held on Friday, 'september 30, 196$
at 7:30 A.M. to concide with the mailing date of advance letters requesting pledges. The II
luncheon will be held on Monday, October 17" 1966 to concide with the dates of the house-to-house

The advertizing and Promotion committee, Russell Baker, Chairman, of the Port Townsend
Chamber of Commerce is vvorking on a plan to assist visitors to the Ctiy find their way around
to the outstanding and interesting sites and object thö.t is hown on our brochure, copy enclosed,
They are working on a project of an idea that rBquires the marking of. a tour route. They
have plans to use a stencil of a seagull pointing the way. They hö.ve the stencil cut end the
Chamber will furnish the paint ~nd labor.
Whö.t we need from the Council is their permission to stencil the pointers on the steets.
The Chief of Police h8.s agreed to check on the locations so t~ere will be no possible conflict
with any traffic signs.
If this is agreeable or if there is any objection would you kindly hö.ve the City Clerk call
Russell Baker at phone 385-2010.
We believe t:tis directional route arrangement will be of great help to our visitors.

ber that buttons were sold there at $6 each. Aoubt $800 was í~aised this way. The experiment
was so successful that there have been mau request that buttons be made available.
Here is a sample of the new button - smaller, so that it mill be acceptable to women; green and
Vi[hi:te-, 1h-6 Washington State colors; a direct bid for votes for #226 by saying "(x) FOR 226.11
It is suggested that city employees sell these - to friends, to 10c;Ü merchants, to anyone
suceptible to an appeal to help on #226.
They can be obtained at a price of $20.00 per hundred. Orders are being taken now. On Sept.
1 they will be ö.ccumulated, another run made of the buttons, and shipment made between Sept. 1
and 10.
Order as many as you think can be sold. Yon are at liberty to set your own resale price. Send
the remittance at $20. per hundred with your order.

Mayor Sullivan said that the city's share was around 500.00, and asked the council to think
about it before the 1st of the month.

Gentlemen:
Recently a request was made of the City Council to vacate a partin of Chestnut Street betwen
T and U Streets. I am seeking your support in the denial of this request for the foJ.lowing
reasons.
The area in which I live is directly affected in that only on City street is open, that being
Walnut Street, which provides access to six families. Walnut Street which parallels the bluff,
running North and South'-:would by some earth fault, landslide etc., become unpassable to vehicle
traffic necessitating the opening of Chestnut Street. We are bounded on the North by Fort
Worden Center who maintains a locked gate across Walnut Street where it intersects with]¡v Street.
A few years ago, Mö.ple Street, between V an W Streets was vacated leaving Chestnut Street as the
only street that could be opened economically in the event of closure of Walnut Street.
Reason number two is a personal reason in that I own seven lots lying between Iv'alnut-Chestnut-
U and V Streets. Four of the lots wouilid b provided aceess with the opening of Chestnut and U
streets. I hope to some day improve this property and access would be needed.
I realize that the portion of-the street that you have been requested to deliberate on may
never be opened for vehicular traffic, but in the event that is is needed, it is now ö.vailaLle,
and should continue in this capacity.
I feel the promiscuous request of locö.l citizens to vacate indiscreetly City Streets for
personal benefit, gaining either a 30 foot by 50 or 100 foot section of real estate at no cost
has to be restricted. Many times hardships are placed, not only on persons in the immediate proximity but
to the Ci ty- itself. .

The foJ.lowing bids were opened for the install ng of a new intake at the Big ~uil River.
Mayor Sullivan asked Engineer Becker to check the bids and asked that the regular order of
business be resumed.

City Attorney Abraham said that his ordinance amends the so called utility tax ordinance,
that it rnàmed the rated from 2% to 4% on Telephone, Gas, Power and etc.
Councilman Hoglund mentined that this was one of the areas that had been discussed as ~t
of a tax package and that it would hit all the inhabitants in town.
Councilman Ruby commented that a B&O tax should be put on the business men of the city ö.nd
have it take effect the same time as the private utility tax ~.
City Attorney Abraham commented that if any other taxes were put into effect that they also
could take effect by the first of the year.
Councilman Carter made a motion seconded by Councilman Sweitzer that the first reading of
Ord. No. 1498 be considered the second reading and the third reading be by title only. Motion
carried.

THIRD READING OF ORDINANCE NO. 1498

The City Clerk read Ordinance No. 1498 for the third time by title only and it was moved by
Councilman Carter seconded by Councilman Hoglund that the ordinance do now pass. Motion carried.
ACCEPTANCE OF BID
City Engineer Becker informed the council that hh had checked the bids and found the bid of
Phil Kvinsland low and correct and recommended the council to accept his bid. It was moved by
Councilman Carter seconded by Councilman Ruby that the bid of Phil Hvinsland of $1,859.55 he
accepted. Motion carried.

3. Claimant's injuries consist of the f0110wing: Injuries to the shoulder, arm and back &
.Knee; other injuries not fully determined at this time.
4. Claimant's said injuries occurred on the.13th day of July, 1966, at approximately 4:25 P.M.
on said day.
5. Claimant's said injuries occurred at the place on the sidewalk in front of north side of
Town Tavern at corner of Quincy and Water Streets.
6. The defect that caused claimant's said injuries is as follows: TI~e sidewalk was raised
causing claimant to trip.
7. The items of damages claimed by Claimant are as follows: Medical expense $25.00; pain
suffering and other pain suffering disabilities, $1,000.00. The exact extent of the undersigned
injuries h8.s not yet been determined, and therefore claimants reserve the right to amend this
claim.

It was moved by councilman Siebenbaum seconded by Councilmö.n Ruby that the claim for damages
be rej~Gtsd. Motion carried.
Councilman Siebenbaum reported for the water committee on thE: request to change the watering
hunrs at the city park. He said that the city had an ordinancev saying what can be.done and
what not to do, the water supt. had the right to set the sprinkling hours and if anyone did not
abide by thoes hours were jubject to a fine and the water shut off. He recommended that the
city park abide by the ordinance.
Councilman RuQy mentioned that the fair was a huge sucœss and that the City of Port Townsend
received a lot gf publicity and felt a letter. should be written to e:{press the citys appreciation
to the f air boa~d. -
Mayor Sulliv~ announced that Mr Worley the humane officer hE.d ö.nother heart attack and was
confined at the .hospital. He said that Mr Cleine would take care of the shelter for thetime
being.. .

Councilman Hoglund said he was unable to attend the meeting 1Nith the ooun~y commissioners,
but that he was going to get in touch with commiss i::mer Arey to find out when the next meetirg
,would be and that he and Councilman Ruby would attend and present the citys side on the Humane
Society problem.
Councilman Hoglund also said at this time there would not be an inerease in taxes besides the
private utilities at this time, for due to the increased valuations in property taxes and otte r
increased revenues and that the preliminary budget seemed at this time to be in balance.
Engineer Becker reported on the progress of the road grader, saling that there was a few parts
still hö.d not arrived, but expected them at any time, the grader should be on the road in the
near future.

Ivlayor Sullivan said the boys from the fort were cl eaning up different areas in the city and
wear doing a terrific job.

Councilman Lindsey asked if anyone has heard when the bids would be let fDr the sewer project.
He was informed that no Yi:~ß word had been received from the State when to c8.11 for bids.
City Attorney Abraham said that it could be by chance that they were waiting for a few easements
which he had not yet obtained.
