1966 at 7:30 p.m. in the council chambers of the City Hall. Mayor Pro-tem Siebenbaum presiding.

As chairman of the Park boö.rd, I am making a request to have the watering restrictions remove!d
from Chetzemoka park, as I feel it unjust to expect Mr. Roberts to get up at 5:00 A.M to water
City property, there by making his work day, much more than eight hours. Evening regulations are
difficult to comply with, due to the public 1.:_seing the park.
I would like this matter to be settled, not only for t is year, but for the future also.

Councilman Ruby asked if there was a meter at the park and if there was not there sllould be
one put in to take care of the situation. Councilman Carter said that he had met with the
park board and as long as it was citys property we sho Id go ahead and water when it was
convienent. Councilman Carter made a motion seconded by Councilman Ruby that the park water
when it was convenient. Upon the question it was brollght out thö.t the city set a policy on
certain watering hours and they should not be the one to break the rule. After some further
discussion Councilman Carter withdrew his motion Councilman Ruby withdrew his second. Mayor:
pro-tem Siebenbaum referred the request to the water committee for a report at the next regular
session.

Your Honor:
We visited your city after an absence of some ten years and were delighted with what we saw.
Both Mrs, Banfield and I remember the rort Townsend of shortly after the war, when the Armed
Forces of the U.S. had left the various buildings and the resultant loss of activity showed
very clearly in the City of Port Townsend,
On this trip we registered at the Port Townsend Motel and were immediately provided with
several booklets and rochures on the City, and urged by Mrs. Eaton of the Motel to look about
the area. We decided to follow the pictures~ue tour of the City.
This turned out to be both veey interesting and, at the same time, frustrating, because we
had ßifficulty in finding the street names on. the corners to guide us to the approved route.
Maybe this was effectibe in making the tour a slower one, and afforded more time to løok
around at the delighful old architecture and historic sited in your City. I do think that some
effort should be expended in marking the tour. route by special signs, or making the street names
on the corners more legible.
In any event we were delighted wi th what we, saw. You should be proud of the results of
the renovat ions to ghe old buildings and the marking of his toric spots. Keep up the good work.,
Tourism does pay dividends, and the youth of today will appreciate the events of yesterday wheni
these events are properly recorded and displayed.

chairman of a committee that was placing tUI~ the signs and that he was working with the
police in placing the signs so the places of interest could be found more easily.

City Attorney Abraham said that this is an example of a situation where street
is not as good as they look, saying tht:o.t years ago these street were v.aca ted and
has built up and the houses more or less were following the old platted streets,
street so they would like to have the ci ty take back the two block portion of
Sherman St and undertake the usual city street functions. He said the procedure is thö.t now
they hö.ve formerly requested, if the council desires to accept this then they have to assign
a deed and would tender it to the council, the council would haye to pass a ordinance re-estab-
lishing and renaming the streets.
Councilman Lindsey made a motion seconded by Councilman Hoglund that the city Attorney be
given the authority to prepare the necessary ordinance to accept the vacated street. Motion
carried.

Ordinance no. 1497 was again Brought before the couücil for passage or rejection. Due to the
nature of the ordinance it had to be held over to this session of the council. Councilman
Lindsey made a motion seconded þy Councilman Hoglund that the first reading of the ordinance
be considered the second reading and the third reading be by title only. Motion carried.
Ordinance No. 1497 was again read for the third time by title only and it was moved by
Councilman Lindsey seconded by Councilman Ruby that it do now pass. Motion carried.

THE WASHINGTON STATE HIGHWAY CO~~ISSION TO RELOCATE A STATE HIGHWAY UPON A PIPELINE RIGHT OF WÆY
OF THE CI TY .
BE IT RESOLVED, By the City Council of the City of Port Townsend, that the Mayor-pro-tem and
City Clerk be and they ö.re hereby authorized to execute, in behalf of the City an agreement
with the State of Washington Highway Commission to permit said Highway Commission to relocate
a portion of State Highway No. 9-E, in the Crocker Lake area, upon a portion of the right of
way and easement of the water transmission leine, which agreement .shall preserve the right of
the City tq enter upon ö.nd repair the pipeline located in the area thereby affected. All of
which shall be without cost to the City of Port Townsend.

Attorney Abraham said the StateHighway Commission is proposing to put a part of a new road
at Crocker Lake over where we now have a pipe line, this would cause the moving of the pipe
line to some extent, they will relocate the line at there own cost band the city would still
reserve the right to enter the highway right of way to repö.ir & maintain the pipe line.
Councilman Hoglund made a motion seconded by Councilman Ruby that the resolution be adopted.
Motion carried.
City Engineer Becker asked the permission of the council to call for bids f01' a small job
to rebuild the intake at the Big Quil River at the dam, the cost would be around 10,000. dollars,
and the bids to be opened August l~th. It was moved by Councilman Hoglund seconded by Councilman
Ruby that Engineer Becker be authorized to call for bids äS requested. Motion carried.
1ws Keehn and Mr Wallen spoke before the council on behalf o~ the letter she wrote to the
council to change the watering hours at the city park. T;Iayor :::ìullivan thanked both and told
them that the council and the water committee would look into the request and there would be
a report at the next regular council meeting.
Councilman Ruby introduced f./Iiss Johnson to tl1e I:Iayor & Council, saying that she was taking
~w Simp sons place as a reporte for the Port Angeles News.

at the breakfast and the luncheon talk on the advantages of a united drlve in terms of finances
and services to residents of this area. The breakfast will be held on Friday, September 30, 1966
at 7:30 A.M. to concide with the mailing date of advance letters requesting pledges. The
luncheon will be held on Monday, October 17" 1966 to concide with the dates of the house-to-hou$e
canvass. Would you kindly check your preference as to attending the luncheon or the breakfast
and estimate the number attending on the enclosed post card.
