Dear Mr. Sullivan,
Onf behalf of the Staff at St. John Hospital, may I express my very deep appreciation for your
valuö.ble assistance in providing the nice black-top road on Sheridan Avenue.
We wish to say a special "Thank You" for directing, at the same time, our beautiful driveways
into the hospital parking lots. We are grateful for these nice bl8.ck-tÖp entrances since the
highway was elevated and the- approach was difficult for all drivers com5.ng to the hospital.

It should also be mentioned that the black-top has eliminated considerable dust in the hospital
which makes it a cleaner atmosphere for the :r.:a tients and guests, and also an asset to our
surgery where dust was a hazard to the air conditioner.
We hope to serve the Community in the best way possible and your kindness and consideration in
this matter will help to make it a better place for our pö.tients as well as a safety device
for all person entering or leaving the hospital.

CLAIM FOR DAMAGES
A Claim for Damages was filed against the city for $150,000. by Mr. Lou Montgomery for
injuries receive~ when he ran his motorbike into a railroö.d sppeder at Washington ö.nd Kearney
St. on May 21, 1966.

City Attorney Abraham recommended thö.t the claim be rejected and clainlent be notified as
such. Councilman Hoglund made a motLm secon ed by CouncilmBn Ruby that the tJlaim be rejected
and that the claiment be notified. Motion carried.
ORDINANCE NO. 1496

It was moved by Councilman Hoglund seconded by Councilman Judy that the first reading of Ord.
1496 be considered the seconded reading and the third reading be by title only. Motion carriedU
3rd READING OF ORD. NO. 1496
Ordinance No. 1496 was again read by title only and it was moved by Councilman Lindsey seconilied
by Councilman Siebenbaum that the ordinance do now pass. Motion carrieè..
PETITION
The City Clerk presented a pOeti tion to the council for a dog leash law signed by 172 persons.
Councilman Hoglund suggested that before taking action, the council should first attempt to ~
improve facilities and operation of the ounty humand society shel ter ,vvhich is patially finance<ii
by the city. He suggested that the city raise their contribution to 3600. doLlars per year ö.nd
that the county also raise their contribution in order to get a full time humane officer, and
felt that if this was done, it would solve a lot of problems as far as the dogs were concerned.
Attorney Abraham recommended that the rm tter also be refèrred to the Humane Society that theY¡
always seeking contribution and that there were quite a ~ist of names on the petition, he said
that anyone may join the society pay dues and make contributions. He said he WßS surprised
that sam many people with such an interest have not joined the society and would not be to
much impressed until legislö.tion is sponsored by the society. Mayor Sullivan,referred the
petition to the council for study.

Councilman Hoglund, finance chö.irman for the finance committee informed the city council thö.t
the committee had held a special meeti~g last week to discuss further proposed business tax and
licenses and also other possible revenues. He said they hö.d decided on serveral things and
ordinances were being prepared and expected them to be ready for presentation ~~ àt the next
regular session. He said there were no concrete statement to be made at this time and that
the committee would again hold another special meeting in the near future.
Councilman Hoglund said that due to a Wt:\sh ington Ci ties meeting tha t '~'Ilas be=,_ng held onf the
20th of Sept. which was the same night as the regular Councilman meeting he reco!Y1"!1ended that
the meeting be chö.nged to the 13th of Sept. Councilman Hoglund made å m tion seconded by
Councilman Judy that the meeting be held on the 13th of Sept. Motion carried..

The Ci~y Council of the City of Port Townsend met in regular sessinn this 2nd day of August
1966 at 7:30 p.m. in the council chambers of the City Hall. Mayor Pro-tem Siebenbaum presiding.

The minutes of the previous session were read in full and it was nloved by Councilman Hoglund
ßeconded by Councilman Ruby that the minutes be approved as read and the Mayor and City Clerk
