Port Townsend, Washington
The City Council of the City of Port Townsend met in regular session this 17th day of May 1966
at 7:30 p.m. in the couhcil chambers of. the City Hall. Mayor Sullivan presiding.
ROLL CALL
Officers and members present were as follows!' Mayor Sullivan, City Attorney Abraham, City
Clerk Youngblood, Councilmen, Swietzer, Hoglund, Judy, Ruby, Siebenbaum, Lindsey, Cauter.

The minutes of the previous session were read in full and it was moved by Councilman Hoglund
seconded by Councilman Judy that the minutes be approved as read and th8.t the Mayor and City
Clerk sign same. Motign carrie~.
BUILDING IE RMTI' S
Tge folXWing building permits were presented and acted upon as flollows:
Ted C8rtmel, A Frame Office Building,
Quincy. $250.00.

Councilman Lindsey said that there was an ordinance that no wooden buil~ing be build in fire
district no. 1. Councilman Lindsey made a motion seconded by Councilman .;)iebenbaum that the
po rmi t be denied. Motion carried. Attorney Abraham reminded the c ounci 1 thö. '::, there were two
parts to ¡!1;he permit; that the fence could be passed on. It was moved by Couneilman Carter
seconded by Councilman Hoglund that the motion be ammended to denie the wooden building and to
pass the fence. Motion carried.
Councilman Judy asked if f.lr Cartmel would change the builàing permit to fire proof material
if the council would then pass the permit. Fire Chief jones said that fire district no 1 Was
the only one that the fire department could enforce, that it should never> hav'3 been brought
before the council. Mr Jones was informed that Mr Cartmefu had been informed. Mr Cartmel said
that he would build the building with fire proof material.
Councilman Lindsey withdrew his original motion, Councilman Siebenbaum withdrew his second..
Councilman Lindsey made a motion seconded by Councilman Ruby that if Mr Cartmel build the office
building wi th fire proof ma terial that the building IE rmi t be approved. Motion carried.

It was moved by Counci~man Lindsey,seconded by Councilman Judy that the moving ~ rmit be

Gentlemen:

Your action taken at the May 3rd council meeting in which you state that a business and occup-
tation tax is the most feasible way of raising money for the cities operational budget, comes
as a greát surprise to the Chamber of Commerce and its committee wllich met with your Finance
Committee.
At our last joint meeting w~ich 4 council members attended, .there w~s a unanimous agreement, we
thought, thö.t an increased Utility assessment together with a Business license was an equitabl~
means to obtain additional revenues. All present felt that the cost of City govennlnent should be
shared by all.', We aBe a 10s s to unders tand this change of a tti tude.
A business and occupation tax as levied by the State and which you evidently are plan:\Ìng to
duplic1:ite is a tax that penalizes the business and professional man as it taxes his gross
receipts without any consideration of his cost of operations. In some instances it could
result in a loss for the year instead of a profit.
We are aware of the letters and statements made by various individuals to let the business
.man bear the cost of raising your needed taxes. We would ask that you consider two fac tors:
No.1. Should a small minority, some 200 business and professional people assume the
burden of City Government for the remaining 5000 residents in the community taking into cOnSid-¡
eration that the business segment is already paying its fUll share of taxes.
No.2. Th8.t the small business man which constitutes the majority doing business in Port
Townsend are being overwhelmed with added costs of doing business. Higher social security rates
due to medicare etc., state, b & 0 taxes to mention only a few. . II
The Business people of Port Townsend are willing and ready to meet its oblio-'ltions for the City
Ggovernment.. A l?usiness license was endorsed by the Chamer of Commerce. TheyOj'eel however tha'it the
overnment lS lor all the people and it should be !B id for by all the people.' ,

PETITION FOR STREET VACATION
TO THE CITY c.OUNCI L OF THE CI TY OF PORT .TOWNSEND:

Pursuant to a motion duly adopted at the regular meeting of the Port Cl:'ormnission of the Port
of Port Townsend on My 10, 1966, and in furtherance of harbor development and improvement of
the Port District, the undersigned Commission, and Todd Haller, constituting all of the
abutting owners of the portion of street re~ueated to be vacated, h3re and hereby petition
that, upon due notice given, the City Council of the City of Port Townsend cause to be vacated
that portion of City Street located in Port Townsend, and described as:
That portion of Tnayer Street lying between the South boundary
of Washington St. and the Southerly terminus of Thayer Street.

llttorney ~braham said that the street ran between the Yacht Club and Ha:Ller Machine shop,
it is not an open street, in fact l1e said that HaIlers Machine shop was partly on the .street,
the petition is in form and all is needed was a date set for a public hearing. After some
discussion it wus moved by Counci12nan Lindsey seconded by Councilman Judy thcit a Public Hearing
be held July 5, 1966. MotL-m carried. Mayor Sullivan referred th3 IE tition to the Street
Cowmittee und the Planning Co~~ission.
ORDINANCE NO. 1494
Ordinance No. 1494 duly incorporated in the minutes of the last pres-ious session wus brought
up for passage or rejection.
Councilman Siebenbaum the emergency ordinance called for 1,450.00 but a little more money
was needed. Councilman Siebenbaum made a motion to amend the amount from 1,450.00 to 1,618.25
and that the first reading be declared the second reading and the third reading be by title
only. Motion carried.
PASSAGE OF ORDINANCE NO. 1494
Ordinance No. 1494 was again for the third time by title oriliy and it was moved by Councilman
Hoglund seconded by Councilman Ruby thö.t the Ordinance do now pass. Motion carried.
A group of High School students were present who hud taken over the city government on JUly
13th. Mayor SuLLivan introduced Don Fernandes the appointed Mayor who in turn introduced the
other students. Each gave a talk of their expierence of the day and thanked all who had helped
them enjmy their day.
