He stated that it was going to cost money, he had around 4,000. dollars in the budget, he knew tha~ the money was §uppgsed to be spent on the North Beach area this year, but felt this was more important to put these new lines in now. and wait for another year on thæ North Beach area. Councilman Ruby objected to the delay on the improvements in the North Beach area, he said it has been about five years since the new lines. wer~ ~irst planned and felt residents of ~he area' deserved some explanation of this postponemen.t. After some discussion Councilman Siebenbaum nJ.8.de a motion seconded by Councilman Sweitzer, tha t Mr. -l',I'ey be authorized to do the necessary work on Sheridan and 19th street. Motion carried. . Councilman Lindself reported on the hole digging. for trees to' be planted far the Point Hudson Co. He said that there were. a lot of pipes in. tha.t area and the committee felt that if the Point Hudson Co. would assume full responsibility. of any tore up Vlaj:;ermains and etc that they could go ahead and plant all the trees they wanted. Councilman'Siebenbaum described the tree planting as another traffic hazard. ~œ Roberts of the Hudson Point Co. asked if the city coul~ locate the pipes for them he was assured by Mayor Sullivan that that would be taken cæe of. II Councilman Ruby objected to any possible use of city equipment on private property. No further. action was taken. Planning Commission Chairman Marilou Green presented to the council several proposals voted at the last planning co~~lission meeting and asked the city to adopt the following r~81uL!õn. To The Honorable Mayor and Members Of The City Council At their regular monthly meeting held on March 29, 1966 the members of the Port Townsend Plannirg Commission voted unanimously to recom..rnend to the Port. To'limBend City Council the following proposals, to be seriously. considered as soon as possible.. . 1. The Planning Commission requests. the city council to adopt a re:301ution whereby all preliminary plats and replats would first be referred to the Planning Commission for study, possible revision and approval before being sent to council coimnittee. The Planning Commission would then forward their recommendations to the proper Council Committee, thence to the city council for final approval. 2. The Planning Commission urges the City Council to seriously con:3ider the adoption of an ordinance that would require all new plats and replats to consist or lots with a minimum of no less than sixty foot frontage. This ordinance would comncide with :md be in accordance with FHA requirements. 3. The Planning Commission urges the city council to seriously con:dder the adoption of a set-back ordinance requiring new buildings and residences to be so :3ituated on any given lot that the rights of the ci ty and or adjoining property owners would not be infringed upon. Such andordinance would properly include requirements for set-backs on rear and side lot lines as well frontage lot lines. COMMUNI C A TI ONS 8 The following communication was presented: From Anne Jarvis Howell, April 23, 1966, Port Townsend, Wn. to-wit: Mayor Sullivan City Council Port Tovmsend, Dear Sirs: Having read of different proposals to raise t~Œes, in the Leader, I wish to say a word in favor. of a "Business and Occupation" tax, rather than a continued rnise in utility rates. Large chain stores such as Penneys, Safeway, 8ears and Montgomery Wards, do thousands of dollö.rs of business in Port Townsend, yearly. They can afford to pay taxes, as they do in other towns .. this size. These stores drain money from the local community Dnd do little for the town. Neith$r can local business men expect a free ride. ' Utili~T taxes are already higher than most to~ms, and with the proposed treatment plant, will no dougt go higher. Proterty owners have recently had a tax increase and there are new taxes on the schod:>l bonds this year, so business should pay its full share. If utility taxes are excessive it will discour'age retired persons from comming to live in Port Townsend, because these people are on reduced income. Port Townsend is desirable as a place to retire, and in the future more people will want to come here. Total Bid $39,630.00 Engineer Becker informed the council that the bid Of J.D. Shotwell Company was slightly under his estimate, . and recommended the council to accept the bid. It was moved by Councilman Carter seconded by Councilman Judy that the bid of J.D. Shotwell company be accepted. Motion carried. Abraham Jr. Notary_Public in ml~ for the State of Washing ton, res iding at Port Townsend City Attorney Abraham said that r~ Dennis had contacted him, he was going to move a large building in, and found out that he did not have enough room, he originaly wanted a p~tition to hö.ve the street vacated from Monroe to Jackson, but complicatio::1 with one of the abutting wwners he decided to ask only the north half of the street to be va'~ated. He said that he had told Mr Dennis in the event the pe ti tion should be granted he was sure th.e council would want easements for sewer, water and other utility lines, this he said was allright with Mr. Dennis. He also told r~ Dennis that according to statute there would half to be at least a 20 day waiting periog before the petition could be heard, but if the council so desired they could hold a special meeting on the 24th of May. Councilman Siebenbaum s~id that he had also talked to Mr Dennis, saying that I~ Dennis had purchased a building in Bremerton and the building wo;]d be brought here by scow. After some discussioni t was moved by Coun~ilman Ruby secondedby II Councilman Siebenbaum that a spGcial meeting be held on the 24th of may for a publ~c hearing on the requested street vacation. Motion carried. Mayor Sullivan also referred the petitien. to the planning commission. CIDMMITTEE REPORTS Engineer Becker reported that the contract that Mr. Surace had at the city lake was almost completed. . Councilman Ruby brought upt thö.t the street department had a 1934 flat bed truck that was noX ~ood to the street depö.rtment anymore that it was just taking up room and suggested that it b~ disposed of. Ater some discussion it was suggested that Mr. Arey dispose of the truck. Councilman Hoglund reported on a meeting that was held by the Finance committee ~nd .other members of the ci ty council for the purpose of more revenue for the ci ty. He said the ma,jori ty decided agains raising city utilities, so they settled their intentions on a B & 0 tax and to II adopt one similiar to the one the state has, also to raise public utilities from 2.% to 4%, the city attorney had been advised to draw up ordinances to present to the council for study. He said they discussed the green.river ordinance, felt that it should be repealed and a peddlers license be institueted, also to repeal the second hand dealers license. Attorney Abraham reminded the council that there were two parts to ~he permit; that the fence could be passed on. It was moved by Councilman Carter seconded by Councilman Hoglund that the motion be awaended to denie the wooden building and to pass the fence. Motion carried. Councilman Judy asked if Mr Cartmel would change the building permit to fire proof material if the council would then PäSS the permit. F'ire Chief jones said that fire district no 1 Was, the only one that the fire department could enforce, that it should never' have been brought I, before the council. Mr Jones was informed tt.at Mr Cartmefu had been informed. ".,lr Cartmel said that he would build the building with fire proof material. Councilman Lindsey withdrew his original motion, Counc i~man Siebenbaum withdrew his second.. C OIIMUNI CA TI ONS From Port Townsend Chamber of Commerce I\'Ia~r 13, 1966 to-wit: To ~he City Council Port Townsend, Wash. Gentlemen: Your action taken at the May 3rd council mee'~ing in which you state that a business and occup- tation tax is the most feasible way of raising money for the cities operational budget, comes as a great surprise to the Chamber of Commeree and its corunittee which met with your Finance Committee. At our last joint meeting w~ich 4 council mer[bers attended, there was a unanimous agreement, we thought, thö.t an increased Utility assessmen':; together with a Business license was an equitable means to obtain additional revenues. A~l present felt that the cost of City govennment should be shared by all.' We aÐe a loss to understand this change of attitude. A business and occupation tax as levied by the State and w]~ich you evidently are plan'Üng to duplicate is a tax that penalizes the busine:3s and professional man as it taxes his gross receipts without any consideration of his CO:3t of operations. In some instances it could result in a loss for the year instead of a pr'ofit. We are aware of the letters and statements made by various individuals to let the business man bear the cost of raising your needed taxGs. We would ask that you consider two factors: No.1. Should a small minority, some 200 business and professional people assume the burden of City Government for the remaining :5000 residents in the community taking into consid- eration thät the business segment is already paying its full share of taxes. No.2. That the small business man whicl1 constitutes the majority doing business in Port TOìtvnsend are being overwhelmed wi th added costs of doing business. Higher social security rates due to medicare etc., state, b & 0 taxes to mention only a few. The Business people of Port Townsend are willing and ready to meet its obligations for the City ~overnment..A ~usiness license was endorsed by the Chamer of Commerce.
