Mr, Grove read the ordinance by title and explained the need, Councilmember
Hunt made a motion that the first reading be considered the second ~nd the third
be by title only which was seconded by Councilmember Ison and passed unanimously
by voice vote, Mr, Grove again read the ordinance by title, Councilmember Hunt
made a motion to adopt the ordinance which was seconded by Councilmember Ison and
passed unanimously by roll call vote,
Call for bids on insulating City Hall and Marine Park Community Building,
Councilmember Jones made a motion to authorize a call for bids to insulate Ci~~y
Hall and the Marine Park Community Building which was seconded by CouncilmembE~r
Mikkelsen and passed unanimously by voice vote after a brief discussion,

of August, 1986, at 7:30 P M in the council chambers of City Hall, Mayor Brent ::;
Shirley presiding.
ROLL CALL
Councilmembers present at roll call were Jean Camfield, Frieda Imislund, Glenn Ison,
Vern Jones, Mike Kenna and Illa Mikkelsen, Also present were City Attorney Keith
Harper, Public Works Director Ted Stricklin and Clerk-Treasurer David Grove.
Councilmember Janis Hunt asked to be excused.

Founcilmember Jones made a motion to approve the minutes of July 15, 1986, as
written and to dispense with the reading of them which was seconded by Council-
~ember Mikkelsen and passed unanimously by voice vote.

(received and copied for the council. A motion to.refer this to the insurance
company was made by Councilmember Ison and seconded by Councilmember Mikkelsen

Mrs Harriett Small of 1230 V Street in Port Townsend addressed thE~ council regard~
¡ing written permission to cut some fir trees abutting her property that are in :
platted streets and have been described as potential hazards to hE~r home, Mayor;
¡Shirley referred this to the Street Committee after a brief discussion, ,I
I
¡David Kahley of the Main Street Project was recognized and reported that the city
and Jefferson Recycling submitted a grant application for funds for the city to
purchase and place garbage receptacles in the Uptown and Downtown sections of towm
and create a youth employment position to pick up litter in the commercial distriçt.
¡With the approval of this grant and additional funding through Northwest Servicesl
Council, we now have the funding for cleaning through June. Mr Kahley thanked:
Greg Wright and Pat Slevin for their help in the successful application for these
funds. Mr Kahley also thanked Kevin Burke and the Park Department for their clea~-
up work.

!Street Committee: Counci lmember Jones reported the recœmendations of the Street
Fommittee were t~ have no parking on the West side of Tyler Street from F Street I
~o Lawrence Street, A motion to that affect was made by Councilmember Jones and II
!seconded by Councilmember Kenna and passed by voice vote, Counci lmember Jones also
reported on a meeting with Mr Owen Fel.fèron the condition of streets in the North I
Beach area. After costs are evaluated, there will be another meeting with Mr F~a~r
þnd the residents of the area to discuss a LID or Neighborhood Street Improvement I
program, Councilmember Jones made a motion that Ordinance #1844 be changed so that
rlaremont Street remain Claremont Street and that Calumet Street become Steve Str~et
rhiCh was seconded by Councilmember Imislund and passed unanimously by voice vote.

~ibrary Board: Mayor Shirley announced his recommendation of the appointment of
~nne Steurer to the Library Board with her term to expire September 8, 1987, and
~he re-appointment of Cheryl Van Dyke to the Library Board with her term to expire
~eptember 18, 1991. Councilmember Camfield made a motion to affirm these appoint-
~ents which was seconded by Councilmember Ison and passed unanimously' by voice vote,

þtreet Application No 586-01 - Alley Vacation by Time Oil. Mr Grove explained that
the Planning Commission is recommending approval of this application to vacate an
~lley with the following restrictions, 1, Port Townsend City be granted equivalent
~tility easement rights. 2. No structures on property come within 25 feet of pro-
perty line, 3. That it follows the rules of the city ordinances applicable to
~treet vacatibns, 4, The entire alley be vacated (lots 1 thru 11 and 12 thru 22)
Moward Street thru to Alder Street. (Application states Lots 4 thru 11 and 12 thru
n9,) 5, The matter be resolved in a 12 month period after City Council action.
Mr Richard Gordon, an attorney with Time Oil in Seattle, spoke in favor of the vac-
ftion and explained the reasons for wanting the vacation. Mr Dave Pratt, owner of
the Honda Shop next door, spoke in favor the vacation if the cost is not prohibitive,
~here being no further testimony, Mayor Shirley closed the hearing to the audience
~nd turned the application over to the council for diposition, After a lengthy di,s-
þussion including questions to Alan Carman of the Planning Commission regarding thrir
recommendation of vacating the whole alley instead of the original portion asked for
by Time Oil and Keith Harper's advise that under the applicable ordinance and state
~tatute that the council can only 'vacate all or any part of a street which is req-
Lested to be vacated and cannot vacate any more than that, Mr Carman explained that
,
~he Planning Commission would recommeriddenial if the whole alley is not vacated.
~r Gordon agreed to amend the application to include the whole alley if it is nec-
~ssary, After more discussion, Councilmember Kenna made a motion that the vacation
þe approved with the following restrictions~ 1. Port Townsend City be granted
~quivalent utility easement rights~. 2. No structures on property come within 25
feet of property line on SR20, 3,- That it follows the rules of the city ordinan-
tes applicable to street vacations, 4. The matter be resolved in a 12 month per-

Shoreline Substantial Development Permit Application No SH12-86 - Port of Port
Townsend, Mr Duffy reported that the Jefferson County Planning and Building
Department recommends the project to install fuel tanks at the Port Townsend Boat
Haven and make related improvements be approved based on the findings and follow-
ing conclusions: 1, The proposed development affords the opportunity to upgrade
the fueling facilities at the Boat Haven, 2, The proposed development is gener-
ally consistent with the goals, policies, and performance standards of the Jeff-
erson-Port Townsend Shoreline Management Master Program, provided provisions are
made for protection from fire, explosion and spills, Provisiions should also be
made for public access and harbor viewing, 3, Enclosure of the tanks would reduŒe
aesthetic impacts, increase security and safety, and eliminate the potential of
hazardous discharges to the marine environment, 4, Relocation of the moat would
reduce potential erosion impacts to the marine environment and enhance safety by
providing better access around the tanks for emergency personnel, After;ä ,brief
discussion, Councilmember Jones which was seconded by Councilmember lmislund and
passed unanimously by voice vote to grant the permit under the following conditio~s
