was explained that if the City placed the condition requested by
the Rudoplhs, the Council would later be placed in a position to
have to judge whether or not this barrier was the cause of the
damage, rather than the courts. After a brief discussion,
Councilmember Judy made a motion to approve the permit which was
! seconded by Councilmember Ciprioti and passed by roll call vote
I with three Councilmembers voting in the affirmative. Councilmembers
¡ Imislund and Hunt abstained from voting.

Shorleine Substantial Development Permit Application Number 11-83
State Parks and Recreation Commission. Mr. Friedman explained
that the Shoreline Commission is recommending approval of-this
application to build a restroom facility across from the pier at
Fort Worden. After a brief duscussion, Councilmember Camfield
made a motion to approve the permit on condition that the utility
lines and connections shall be installed to the specifications of
the Port Townsend Public Works Department which was seconded by
Councilmember Hunt and passed unanimously by voice vote.
RESOLUTION NO. 83-19
A RESOLUTION DECLARING THE COUNCILS
INTENT TO FORM A UTILITY LOCAL IMPROVEMENT
DISTRICT IN SEAVIEW ESTATES
After a brief explanation, Councilmember Judy made a motion to
approve this resolution which was seconded by Councilmember Hunt
and passed unanimously by voice vote.
ADJOURNMENT.
There being no further business, the meeting was adjourned at
9:28 P.M. by Mayor Shirley.

! Councilmember Hunt noted page 6 listed Bill Randolph instead of
I Rudolph. Councilmember Hunt made a motion to approve the minutes
II of September 6, 1983, as corrected and to dispense with the reading
of them which was seconded by Councilmember Camfield and passed
unanimously by voice vote.

Councilmember Hunt made a motion that the bills and claims be paid
from the proper funds which was seconded by Couneilmember Imislund
and passed unanimously by voice vote.

from a collision at Kearney Street and Sims way.
A claim for damages from Bryan Hayes dated Septenber 7, 1983 was
copied for the Council in the amount of $999.00 because of a broken
windshield hit by a golf ball near the Spring Valley Golf Course.
ICouncilmember Imislund made a motion to deny both claims and turn
¡them over to the insurance company which was seconded by CouncilmemDer
¡Hunt and passed unanimously by voice vote.

!The Council received a letter dated September 6, 1983, from Rusty
¡North, Secretary for the Guild requesting authority to install
¡picture hanging moulding on the inside of the Marine Park Community
¡Building. Mayor Pro Tern Judy referred this to the Parks and Property
,Committee.

iA letter dated September 8, 1983, from Vivian Morris to Mayor
¡Shirley was copied for the Council thanking the City for granting
Ithe Admiralty Hotel a permit to construct a debris barrier to protect
\ its property. I
IA letter from Margaret Berry, Superintendent of I'ort Townsend Public
¡SChoolS to Ted stricklin, dated September 9, 198~, was copied for
¡the Council requesting a conditional use permit rBnewal to operate
la wind electric generator on the High School CamI'us. After a
¡brief discussion, Councilmember Hunt made a moticn to approve the I
¡renewal of the permit for one year which was seccnded by Councilmem~er
ICiprioti and passed unanimously by voice vote.
'The Council received a letter dated September 11, 1983, from Roy
J. Bergstrom requesting that they place a General Bond Issue on the
General Election Ballot to finance the installation of storm
sewers on Washington, Jefferson, pièrce, Van Buren, and Harrison
Streets to relieve the flooding conditions as well as street imProver
Iments to Washington Street. After a brief discussion, Mayor Pro
iTem Judy asked Mr. Stricklin to respond to his request and explain
the direction the City plans to take in addressing the problem of
storm drainage.
ANNOUNCEMENTS
Mayor Pro Tem Judy read a proclamation from Mayor Shirley declaring
¡s~ptember 17, thru September 23, 1983 as Constitution Week in the
~~ty of Port Townsend.

Isuggested because of the volume of material involved he would like
time to digest it. It was agreed to postpone consideration until the
~egUlar meeting October 18, 1983.

DECLARING AN EMERGENCY
IMr. Grove read the ordinance by title. Councilmember Imislund made:
a motion that the second reading by considered the third and the
third be by title only which was seconded by Councilmember Hunt and
passed unanimously by voice vote. Mr. Grove again read the
ordinance by title. Councilmember Hunt made a motion to adopt
¡Ordinance No. 1967 which was seconded by Councilmember Kenna and
passed unanimously by roll call vote.

AN ORDINANCE FIXING AND ADOPTING
THE PROPERTY TAX LEVIES FOR THE
YEAR OF 1984.

Mr. Grove read the ordinance by title. He explained that the Council
has the option to levy up to $1.78 for each $1,000 of assessed
value for general purposes and $.25 for Emergency Medical Services.:
Mr. Abraham indicated that the City has always levied the maximum
because of the fact budgets are not approved until becember. He
explained that a roll back can be made if the total is not needed.
After a brief discussion, Councilmember Kenna made a motion that
the maximum figures be entered into the ordinance and the first
reading be considered the second and the third be by title only
which was seconded by Councilmember Hunt and passed unanimously by ¡
voice vote. Mr. Grove again read the ordinance by title. Council-'
member Parker made a motion to adopt Ordinance No; 1968 which was.
seconded by Councilmember Kenna and passed unanimously by roll call
vote.
Proposed Use Hearing for Federal Shared Revenue. Councilmember Kenila
made a motion to conduct a Proposed Use Hearing for Federal Shared
Revenue on October 18, 1983, which was seconded by Councilmember
Ciprioti and passed unanimously by voice vote.
ADJOURNMENT
!There being no further business, Mayor Pro Tern Judy declared the
meeting adjourned at 7:55 P.M.
