MINUTES OF THE SPECIAL SESSION OF JUNE 27, 1990
The City Council of the City, of Port Townsend met in special
session this Twenty-Seventh day of June, 1990, at 5:02 PM in the
Council Chambers of City Hall, Mayor Brent S shirley presiding.
ROLL CALL
Councilmembers present at roll call were Jean Camfield, John Clise,
Vern Jones, Julie McCulloch, Norma Owsley, and Sheila Westerman.
Also Present were City Attorney Keith Harper a~d Clerk-Treasurer
David Grove. Councilmember Michael Kenna asked to be excused from
this meeting.

EXECUTIVE SESSION
Mayor shirley immediately declared a recess intc, executive session
at 5:03 PM to discuss pending litigation and real estate
acquisition. He requested the presence of the City Attorney and
Clerk-Treasurer. He announced that no act:con following the
executive session was contemplated and none was ':aken. The meeting
was reconvened at 5:23 PM.
ADJOURNMENT
There being no further special business, Mayor Shirley declared the
meeting adjourned at 5:23 PM.

MINUTES OF THE REGULAR SESSION OF JULi 3,1990
The city Council of the City of Port Townsend met in regular
session this Third day of July, 1990, at 7:30 PM in the Council
Chambers of City Hall, Mayor Brent S shirley presiding.
ROLL CALL
Councilmembers present at Roll Call were Jean Canfield, John Clise,
Vern Jones, Michael Kenna, Julie McCulloch, Nor~a Owsley and Sheila
Westerman. Also present were Clerk-Treasurer David Grove, City
Attorney Keith Harper and Director of Planning a~d Building Michael
Hildt.
PRESENTATION
Mayor shirley introduced Claire Dykeman, puget 30und Water Quality
Authority, who presented the update on the Draft 1991 puget Sound
Water Quality Management Plan. ,The authority will be moving to
Olympia and the Director of the Department of Ecology will be the
chairman of the authority and the executi VI:! director of the
authority will be appointed by the Governor. ]~s Dykeman outlined
the programs of most interest to Port Townsend, including Sewage
Treatment, Wetlands and Storm Water as weLL as some funding
sources. Ms Dykeman announced a hearing to be held at the
Jefferson county Courthouse on July 10,1990, from 7:00 PM to 9:00
PM on the Water Quality Management Plan and as well as the oil
Spills Draft Report that has just come out.
