MINUTES OF THE SPECIAL COUNCIL MEETING FEBRUARY 13, 1990
The City Council of the City of Port Townsend met in special
session this 13th day of February, 1990, at 6:00 PM in the
Council Chambers in City Hall which was continued from February
8,1990, Mayor Brent S. Shirley presiding.
ROLL CALL
Councilmembers present at roll call were Jean Camfield, John
Clise, Vern Jones, Michael Kenna, Julie McCulloch, Norma Owsley,
and Sheila Westerman. Also present were Public Works Director
Ted stricklin and Clerk-Treasurer David Grove.

SPECIAL BUSINESS
Mayor Shirley explained that this meeting was continued from
February 8,1990, to receive testimony from residents in the
North Beach area about the improvements to the Sewer Treatment
plant. Kathryn Jenks was recognized and read a letter from Dixie
Llewellin dated February 13, 1990, discussing the environmental
impacts she sees with the addition of secondary sewage treatment
and requesting that the city reinstate the SEPA process and/or
prepare an environmental impact statement. Ron McElroy was
recognized and read a prepared statement represented to reflect
the opinion of a group of residents in the North Beach area
against the proposed site and requested that an environmental
impact statement be prepared. David Peterson was recognized as a
representative of CH2M Hill and responded to concerns previously
expressed by residents. He explained that the average number of
trucks which will come to the site will be four to five rather
than the maximum of twenty which the holding tank can hold. He
further explained that the noise coming from the site will be
continuous, the latest technology is proposed for the control of
odors which are now uncontrolled, and indicated they will be
around for many years to come to answer to any mistakes they make
in the design.

A discussion ensued about flood control in the area, the use of
alternative ways of treatment, what options the council has in
regard to the environmental checklist, and what would be the
result of delays in completing the construction. Alternatives
for disposal of sludge were listed and discussed by the council.
Ron McElroy was recognized and asked if DOE could be approached
to extend the deadlines because they have added to the delays and
inquired further about rates and the height of the building.
David was asked to respond to his question which he did.
Scott Walker was recognized and spoke against accepting sewage
from Cape George. He challenged the estimates of costs and
encouraged the city to use wetlands to treat the sewage. He
asked the city to consider the sludge as a resource rather than
waste.
Dyrk Lansdon was recognized and complained about the noise the
new plant will generate. He then described the wetlands process
used by Cannon Beach, Oregon.
Kathryn Jenks was recognized and challenged whether the city has
jurisdiction over the wetlands rather than the state. She
indicated that an environmental impact statement is not needed
and may be too time consuming relative to the benefit. Instead,
she requested that opportunities be given for further public
input.

Kent Taylor was recognized and commented on the disposition of
the sludge relating experience he had in Maryland.
A series of questions from the audience about funding, use of the
sludge, cost of alternative plans for a smaller plant, and how
the storm drainage utility relates to this project, were fielded

by representatives from CH2M Hill, the Mayor and City Clerk.

Francesca Knowles was recognized and expressed her opposition to
the city allowing septage to be dumped at the treatment plant.
She alleged that the city would be required to serve 43,000
people as Jefferson County grows and the city will have no
control over its the use of the plant.
Steve Hayden was recognized and asked how the City can withdraw
from the agreement with the county and Cape George. Mayor
Shirley indicated this is a question only the city attorney can
answer. Mr. Hayden explained that if the city withdraws it will
solve a lot of problems in the area.
Milton Foss was recognized and explained the election process in
Cape George for participation in the use of the City sewage
treatment plant.
ADJOURNMENT
There being no further comments by the public or the city
council, the meeting was adjourned at 8:48 PM.

The City council of the City of Port Townsend met in regular
session this Twentieth day of February, 1990, at 7:30 PM in the
Council Chambers of City Hall, Mayor Brent shirley presiding.
ROLL CALL
Councilmembers present at roll call were Jean camfield, John Clise,
Mike Kenna, Julie McCulloch, Norma Owsley and Sheila westerman.
Councilmember Vern Jones was excused. Also present 'were Clerk-
Treasurer David Grove, City Attorney Keith Harper, Public Works
Director Ted Stricklin, Director of Planning and Building Michael
Hildt and Planner Kevin O'Neill.
PUBLIC COMMENTS

Mayor Shirley announced that over the weekend a flyer was
circulated around town with some erroneous information about the
city's plans for the sewer treatment plant. He explained that the

intent of the city or the Jefferson County Commissioners to serve
a population of 43,000 people with the treatment plant. He
indicated that the county sees the deliy;@ry of septage to the
treatment plant as only a short term solution until a regional
treatment facility is built in the count¥.

Cheryl Van Dyke was recognized and invjted the city council to
attend the Region 8 Tourism Council meeting on Friday, FI~bruary 23,
1990, at the Shang Hai Restaurant at noon.
