MINUTES OF THE SPECIAL SESSION FOR DECEMBER 5, 1988
The City Council of the City of Port Townsend met in a special session at 7:00 PM
on the fifth day of Dec~mber, 1988, in the Council Chambers of City Hall, Mayor
Brent S Shirley presiding.

ROLL CALL
I
Councilmembers present at roll call were Jean Camfield, John Clise, Karen Chang,
Vern Jones, Michael Kenna and Norma Owsley. Councilmember Julie McCulloch arrived
later in the meeting. Also present were City Attorney Keith Harper, Clerk-Treas-
urer David Grove, Public Works Director Ted Stricklin and Executive Administrative
Assistant/Planner Michael Hildt.

BUDGET HEARING

Mayor Shirley read the majority of the text of his budget message from the prelim-
inary budget as an introduction and then opened the hearing to the public. Ella
Sandvig was recognized and requested that the city add $11,800 to the budget for
Mental Health Services because the case load exceeds the available funding for
staff time. Lois Smith was recognized ?nd expressed her support for the $4,000
allocated in the Preliminary Budget for Juvenile Diversion in the Police Depart-
ment Budget. Jack Westerman III was recognized and requ~$ted that the city coun-
cil support the Mayor's proposal that $30,000 be spent in 1989 on tourism promo-
tion. Cheryl Van Dyke was recognized and explained that the Chamber of Commerce
has a large sack of accomplishments in the promotion of tourism to show the city
council but will defer that to a future meeting. She reported that on January 12,
1989, at 7:00 PM they will conduct an organizational meeting in the basement of
the Bishop Victorian to determine the promotional plan for 1989. She expressed
support for the tourism promotion appropriation. Beverly Lamb w~s recognized and
thanked Mayor Shi~ley for the appropriation requested in the preliminary budget
and explained that additional funds have been awarded from the State Library and
contract fees from Jefferson General Hospital which the Port Townsend Library
Board would like the city council to add to the final budget. Jim Br~hton was
recognized and spoke in favor of the appropriation for tourism promotion. Bart
Phillips was recognized and spoke in favor of the appropriation for contract ser-
vices from the Economic Development Council as proposed, in the Mayor's preliminary
budget. There being no further testimony, Mayor Shirley closed the hearing to the
audience and turned the budget over to the council for disposition. Mayor Shirley
suggested that the council review the document page by page and vote on it in sec-
tions. Mr Grove explained that the purpose of any action this night is to give
direction to staff as to what changes they want made to the budget before final
adoption on December 20, 1988. Councilmember Kenna made a motion that the council
approve the budget for Economic Development which was seconded by Councilmember
Camfield and passed unanimously by voice vote. Councilmember Camfield noted that
any later action might effect the contingency. Mayor Shirley suqgested that they
go through the entire budget and indentify where changes may occur and then come
back to the ¿ontingency. Mr Grove suggested that they only take a vote on the
changes to save time and then vote once at the end on the entire document. Mayor
Shirley commented as each page was turned on significant changes evidenced there.
Councilmember McCulloch asked if the Clerk-Treasurer1s budqet would be the place
to add funds for Mental Health and Mr Grove said yes. Councilmernber Clise commen-
ted on the City Attorneyls budget expressing concern for the amount of salary
increase included in the Preliminary Budget stating his preference that it be
spread out over two or thre~ years. Councilmembers Owsley and Camfield agreed.
Councilmember Kenna asked if the Finance Committee had a figure in mind. Council-
member Camfield suggested a ten percent increase instead of thirty percent. Mr
Harper spo~e in favor of the full appropriation because his request is still below
comparable fees paid in the private sector, the responsibility has increaseg sub-
stantially in the last three years, he now has five years OT experience, he needs
to put more time into it, and comparing it to other city employees is only just-
ifying to keep it severely under paid. He indicated that the present preliminary
budget figure represents a compromise as it is. Mayor Shirley asked if the council
wanted to make a motion to change the figure, but none was made at that time.
R~vfew of the préliminary budget from the City Attorney's budget through the Street
Department proceeded without action taken. Councilmember Clise made a motion that
the final budget incìude the additional revenue and expenditures requested by the
Library Board which was seconded by Councilmember Camfield and passed unanimously
by voice vote. The next change which was identified was to reappropriate the
unused funds in the Community Development Block G~ant fund. After reviewing the
balance of the budget, the council returned to the budget for the City Attorney.

Councilmember Owsley made a motion that the appropriation for salaries and wages be
reduced from $21,018 to $17,840 and that the appropriation for Social Security be
reduced from $1,600 to $1,340 which was seconded by Councilmember Jones and passed
unanimously by voice vote. Councilmember Camfield made a motion that the Contingency
in Current Expense be increased by $3,438 which was seconded by Councilmember Owsley
and passed unanimously by voice vote. Councilmember Jones made a motion to approve
the preliminary budget as amended which was seconded by Councilmember Camfield and
passed unanimously by voice vote.
ADJOURNMENT
I
There being no further business, Mayor Shirley declared the meeting adjourned at
9:25 PM.

The City Council of the City of Port Townsend met in regular session this sixth day
of December, 1988, at 7:30 PM, in the Council Chambers of City Hall, Mayor Brent S
Shirley presiding.
ROLL CALL
Councilmembers present at roll call were Jean Camfield, Karen Chang, John Clise, Vern
Jones, Mike Kenna, Julie McCulloch and Norma Owsley. Also present were City Attorney

Executive Administrative Assistant/Planner Michael Hildt.

PUBLIC COMMENTS
Bill Dentzel was recognized and spoke about the Port Townsend Centennial Carrousel
Project prcrposal for a Victorian style carrousel to be built on the grounds of the
Senior Center at Lawrence and Tyler Streets. The proposal would necessitate a change
in the parking plan for the center and form a mini-park in the Uptown area. Other
sites considered for the proposal were: Fort Worden, Union Wharf, Pope Park and Kah
Tai Park. Mr Hildt affirmed that the proposal would not cause any problem with the
parking requirements of the city for the Senior Center Project.
Bernt Ericsen was recognized and requested approval of his application for a Side
Sewer Contractor License. Councilmember Kenna made a moiton that the application
for a Side Sewer License be approved which was seconded by Councilmember McCulloch
and passed unanimously by voice vote.
Dan Blood was recognized and spoke in favor of Parking Variance Application No 8811-
01 -Jackson later on the agenda. He suggested that parking lines be painted on Wash-
ington Street which might result in more spaces. He also questioned the loss of
parking next to City Hall. Mayor Shirley explained that the property is privately
owned and is being made into a park.

Patricia- Teal, Director of the Domestic Violence Sexual Assult Program was recog-
nized and requested reinstatement of funds in the preliminary 1989 budget that were
reduced from the 1988 Budget for Domestic Violence in the amount of $800. She gave
a report on the activities of the program. Mayor Shirley explained that it was not
necessarily a cut in the budget but an oversight that will be corrected in the final
1989 Budget; the amount should be $4,500.
Scott Walker was recognized and spoke regarding the need for a pathway system in
Port Townsend to get pedestrians and slow bicyclists off the busy steets. He pro-
posed phase one to be developing dirt paths adjacent to the arterials in town~ imp-
lement ways to restrict through traffic to the use of the arterials and collector
streets in town, and to expand the basic pathway system using unopened right-of-ways
