ATTEST: . ~~*~ Deputy City Clerk I MINUTES OF THE REGULAR SESSION Of JULy" 5,1983 The City Council of the City of Port Townsend met in regular session this 5th day of July, 1983, at 7:30 P.M. in the Council Chambers of City Hall, Mayor Brent Shirley presiding. ROLL CALL Councilmembers present at roll call were Joseph Ciprioti, Janis Hunt, Jean Camfield, Frieda Imislund, Mike Kenna and James Parker. Also present were City Attorney Glenn Abraham, City Clerk-Treasurer David Grove, and Public Works Director Ted Stricklin. MINUTES Councilmember Hunt made a motion to approve the minutes of June 21st, 1983, as written and to dispense with the reading of them which was seconded by Councilmember Kenna and passed unanimously by voice vote. BILLS AND CLAI!1S I The following bills and claims were presented for payment: Current Expense Street Library Park Emergency Medical Services Federal Shared Revenue Water/Sewer Equipment Rental Firemen's Pension and Relief Payroll $27,208.06 1,588.89 3,136.33 23,416.53 838.92 689.64 10,180.54 1,050.69 1,639.22 22,799.88 Councilmember Hunt made a motion that the bills and claims be paid from the proper funds which was seconded by Councilmember Imislund and passed unanimously by voice vote. COMMUNICATIO N S A bulletin dated June 7, 1983, from the Washington State Employment~ Security Department was copied for the Council informing the city that we will not be able to terminate Social Security coverage in spi te of the fact that the City Council declared it's intent to wi t,h- draw from the system due to recent legislation. I An environmental checklist dated June 23, 1983, from Dwayne Russell on the Russell Short Plat was copied for the Council. Mayor Shirley referred this to the Legislative Committee. On June 30, 1983, the Council received a copy of a grant application to the Washington State Library for funds to improve the facilities, of the Port Townsend Library. 4Q3 .v. A request for donation from Ron Carlson, Treasurer of the Fair Toll Coalition was copied for the Council asking for money to continue their fight with the state over tolls on the Hood Canal Bridge. Mayor Shirley indicated he would research a source of funds if so desired by the Council. Some expressed the desirl~. ANNOUNCEMENTS I Cheryl Van Dyke of the Library Board was recognized and reported that the computer is being made available to city employees for use at no charge and orientation classes, are being offered. The meeting was interrupted by an individual dressed as a gorilla who presented the Mayor with a banana and commended him for a good job as mayor. The Honorable Barney McClure, State Legislative Representative for the 24th District was recognized and reported on his view of the actions taken by the Washington State Legislature during the last session as they impact the City of Port Townsend. Mayor Shirley asked Representative McClure to encourage legislation which would eliminate firecrackers and rockets from the fireworks available at Independence Day. Mayor Shirley announced that a display cabinet has been placed in City Hall by the Jefferson County Historical Society for the display of historical documents and plans are underway to hang pictures of former mayors on the walls. ' I Mayor Shirley reported that he has setup a retreat for the Council on August 13, 1983, at the Admiralty Resort. Goal s,~lection will be the intent of this special meeting and department heads and council committees have been asked to get together ahead of this date to prepare recommendations. COMMITTEE REPORTS Legislative. Councilmember Kenna reported that the committee is recommending that a preliminary declaration of non-significance , be issued on the Grant Allen Short Plat. He made a motion to that effect which was seconded by Councilmember Ciprioti and passed unanimously by voice vote. PUBLIC HEARING Street Vacation Application No. 483-04 - Gaikowski. Mr. Grove explained that the Planning Commission is recommending that this proposed vacaction of Hendricks Street between 29th and 30th be denied. Mayor Shirley opened the hearing to the audience. Mr. Bill Edwards was recognized and spoke against the application in behalf of his mother-in-law Mrs. Robert McHugh. There being no further testimony, Mayor Shirley closed the hearing to the audience and turned the application over to the Council for disposition. After a brief discussion, Councilmember Parker made a motion to deny the application which was seconded by Council- member Ciprioti and passed unanimously by voice vote. I OLD BUSINESS ORDINANCE NO. 1965 AN ORDINANCE AMENDING ORDINANCE NO. 1931 Mr. Grove read the ordinance by title. After a brief discussion by Mr. Grove and Mr. Abraham of the background and need for the change, Councilmember Kenna made a motion that the first reading by considered the second and the third be by title only which was seconded by Councilmember Hunt and passed unanimously by voice vote. Mr. Grove again read the ordinance by title. Mr. Abraham noted that there was an error in the content of sec~iori two and that the quarter should be identified as the third. Councilmember Ciprioti made a motion to adopt the ordinance as amended which was 494 MINUTES OF THE REGULAR SESSION OF JULY 5, 1983,Cont. seconded by Councilmember Hunt and passed unanimously by roll call vote. NEW BUSINESS RESOLUTION NO. 83-12 A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO ENTER INTO AN AGREEMENT WITH JEFFERSON COUNTY OF THE FORMATION OF AN EMERGENCY MANAGMENT ORGANIZATION I Mayor Shirley reported that he has been meeting with the County to prepare emergency plans and recommended approval of the resolution. During the brief discussion which followèd, Councilmember Imislund expressed concern for the "three to one" voting representation on the board proposed in the agreement. Councilmember Kenna made a motion to adopt the resolution which was seconded by Councilmember Ciprioti and passed by voice vote with five Councilmembers vòtjmg in the affirmative. Councilmember Imislund voted against the motion. ADJOURNEMENT There being no further business the meeting was declared adjourned by Mayor Shirley at 8:16 P.M. Also present were City Attorney Glenn Abraham, City Clerk-Treasurer David Grove, and Public Works Director Ted Stricklin. Councilmember Joseph Ciprioti arrived later in the meeting. MINUTES I Councilmernber Hunt made a motion to approve the minutes of Julý 5,1983, as written and to dispense with the reading of them which was seconded by Counci1- member Kenna and passed unanimously by voice vote.
