AN ORDINANCE ESTABLISHING A SCHEDULE OF FINES FOR
VIOLATION OF THE CITY'S PARKING CODE PROVISIONS BY
ESTABLISHING A NEW SECTION 10.04.205 OF THE PORT TOWNSEND
MUNICIPAL CODE, AMENDING SECTION 10.04.210 AND DELETING
SECTION 10.04.220 OF THE PORT TOWNSEND MUNICIPAL CODE
AND ALSO ESTABLISHING A NEW SECTION 10.04.208, PROHIBITING
MOVING A VEHICLE AND REPARKING IT WITHIN THE SAME
BLOCK TO AVOID A PARKING TIME LIMIT.
WHEREAS, parking in the City of Port Townsend is in short supply in certain areas of
the City; and
WHEREAS, the fines for repeated violations of the City's ordinances regarding parking
are currently so low that there are individuals who receive and pay tickets continuously rather
than obey the Ordinances of the City regarding parking time limits; and
WHEREAS, the City wishes to create a disincentive to repetitive violators of the City's
parking limit ordinances; Now, therefore
BE IT ORDAINED BY THE CITY COUNCIL FOR THE CITY OF PORT
TOWNSEND:
Section 1, A new Section 10.04.205 of Chapter 10.04 of the Port Townsend Municipal
Code is hereby created to read as follows:
10.04.205 Fine Schedule for Violation of Parking Time Limits, Method of Parking
Provisions and Improper Parking in Loading and Unloading and Taxicab and Bus Zones. The
following schedule of fines shall be applicable to violations of the provisions of the applicable
sections of this Chapter;
a. Violations of Sections 10.04.190, !0.04.194 and 10.04.200, Parking Over Time Limit
(D First Violation In A Calendar Month $5.00
(2) Subsequent Violations In A Calendar Month $25.00 per violation
b. Violations of Section 10.04,150, Method of Parking and No Parking Limitations
(1) First Violation In A Calendar Month $10.00
(2) Subsequent Violations In A Calendar Month $25.00 per violation
c. Improper Parking in Taxicab and Bus Zones or Loading and Unloading Zones
(1) First Violation In A Calendar Month $10.00
(2) Subsequent Violations In A Calendar Month $25.00 ger violation
Section 2. A new Section 10.04.208 of Chapter 10.04 of the Port Townsend Municipal
Code is hereby created to read as follows:
10.04.208 Moving Vehicle tO Avoid Time Limit, No person shall move ~d repark a
vehicle on either side of a street within the ~arne bl~k in order to avoid a pm'king time limit
regulation specified for either side of the street in that particular block.
Section 3. Section 10.04.210 of the Port Townsend Municipal Code is hereby amended
to read as follows:
10.04.210 Current license required. It is unlawful to park or stand upon any street or
public right-of-way in the city any vehicle not bearing the proper license plate or tag currently
required for any such vehicle. Violations of this provision shall be subject to such penalties as
are im_vosed under the Monetary Schedule for Traffic Infractions established by the Infraction
Rules for Courts of Limited Jurisdiction (IRLJ) or as may be established by State statute for such
~n infraction,
Section 4. Section 10.04.220 of the Port Townsend Municipal Code is hereby deleted
from the Municipal Code.
Section 5. This ordinance shall become effective five days after its passage and
publication as provided by law.
