MINUTES OF THE REGULAR SESSION OF NOVEMBER 18, 1980
The City Council of the City of Port Townsend met in regular session
this 18th day of November, 1980, at 7:30 P.M. in the Council Chamber
of City Hall, Mayor Barney McClure presiding.
ROLL CALL
I
Councilmembers present at roll call were, Freida Imislund, Dale
Judy, Mike Kenna, James Parker, Brent Shirley, and Elizabeth Smith.
Also present were City Attorney Glenn Abraham and Ci 1:y Clerk-
Treasurer David Grove.
MINUTES
Councilmember Judy moved and Councilmember Parker seconded to
approve the minutes of November 4, 1980, as written and to dispense
with the reading of them. The motion passed unanimously by voice
vote.
COMMUNICATIONS
The council received a letter dated November 2, 1980, from John
Herwer requesting that the one block section of Sheridan between
Sims Way and Third Avenue be surfaced and widened because of
increased traffic in the area. Mayor McClure referred this to the
Water/Sewer/Street Committee.
A letter dated November 3,1980, from John Kassebaum and a letter
dated November 4, 1980 from William Cooper were delivered to the
council requesting that they proceed with a1ternativE~ number one
to provide sewer service to Seaview Estates. Mayor McClure refer-
red these to the Water/Sewer/Street Committee.

The council received a letter dated November 11, 1980 from Ken
Yingling, Manager for Mark-It Foods requesting that the City install
street lights on the corner of Sheridan and Sims Way due to traffic
in the area. Mayor McClure indicated that the state is still plan-
ning a traffic count at that intersection. He then referred this
request to the Fire/Light/Sanitation Committee.
A revised last page to a proposed franchise ordinance was submitted
by Summit Communications on November 14, for the council's considera-
tion without a letter of explanation. Councilmember Parker indi~-
cated that he would explain the revision under committee reports.
The council received a memo from Mayor McClure dated November 14,
1980, requesting that the council repeal Ordinance No. 1281 and
authorize the removal of the parking meters. He also requested

that the council increase the fine for overtime parking from o~e
and two dollars to five and seven and one half dollars. The Clty
Attorney explained that both actions would requ~re the passage,of,
an ordinance. After a brief discussion, Councllmember Kenna lndl-
cated that his committee could work on a draft ordinance which
could be presented at the next regular council meeting.

ANNOUNCEMENTS
Ms. Alice Heuple was recognized and announced that a workshop will
be conducted November 19, 1980, in the Marine Park Community Build-
ing for parents and children.on marijuana.
PUBLIC HEARING
Proposed use hearin~ for Feder~l Shared RevenUe-~ay~r McClure opened
the hearing to recelve suggestlons from the publlc In uses of Federal
Shared Revenue. Mr. Warren Steurer was recògnized and requested
that a portion of the Feder~l Shared Revenue be budgeted to sup~ort
the recreation programs of the Eastern Jefferson çounty Recreatlon
Department. He explained that the department is now, required to
finance a portion of the maintenance and fuel costs to heat the
swimming pool and indicated that their request to the city was for
$25,000 without asking for a share of these new costs to his depart-
ment. He indicated that the $5,000 in the preliminary 1981 -
'budget proposed by Mayor McClure will not begin to meet the
recreational needs within the city. He explained the programs that
his department is presently providing to the community with the
attendance figures. At the conclusion of Mr. Steurer's comments
Mayor McClure temporarily closed the hearing to the audience in
response to a request from Councilmember Shirley that it be continued
after new business on the agenda. He explained that the distribution
of funds is based on the growth rate of our population and as a
result Port Townsend's share has been declining. He indicated that
the city is looking at a total of only $70,000 which is less than
in previous years and still dependent on the passage of legislation
by congress.
COMMITTEE REPORTS
Police/License-Councilmember Parker reported that the committee has
met with representatives from Summit Communications on the proposed
revision of their cable television franchise. He indicated that the
committee feels comfortable with the elimination of public hearings
on proposed rate increases because the council has the right of
review and approval. The revision of the fee which was recently
given to the council is more in line with the desires of the
committee. He also reported that the city has received authority
to hire a police dispatcher through the Comprehensive Employment
Training Act which will reduce the cost of dispatching for the City
by the County.
Legislative/Environmental-Councilmember Smith reported that the
committee is recommending a final declaration of non-signi£icance
be issued on the Jackson Street Apartments project. She made a
motion to that effect which was seconded by Councilmember Kenna and
passed unanimously by voice vote. .
Finance-Councilmember Judy reported that the committee has met with
the Union and will be meeting again on November 24th to attempt to
reach an agreement on a new three year contract for the City employees.
NEW BUSINESS
Grant Appliction to Division of Criminal Justice Office of Financial
Management-Ms. Alice Heuple was recognized and requested that the
council authorize the Mayor to make application for a grant of $3,375
which has been identified for Jefferson County by the Criminal Justice
Office. She explained that the grant was first awarded to the County
Sheriff but his office has not seen fit to apply for the funds. She

indicated that thefùnds would be: Us,-ed in connection wit!). city
funds to continue the Office of Crime Prevention. This 1S tn"è
last of this money which will be available. She then explained
what thé office will be doing during the six months the grant is
in effect. Council member Judy made a motion to authorize the
grant application which was seconded by Councilmember Shirley and
passed unanimously by voice vote.

1981 Preliminary Budget-Mr. Grove explained that the counci4when
establish~ng the calender for review of the budget,requested that
the department heads be. present at this meeting to explain their
respective budgets to the council. Council member Judy indicated
that the council could not comment on the preliminary budget
because they had only received it minutes before the meeting.
PUBLIC HEARING
I
Proposed Use Hearing for Federal Shared Revenue-After Mr. Grove
read the published notice describing the hearing, Mayor McClure
reopened the hearing to the audience. Ms. Alice Heuple was
recognized and requested an additional $16,000 from this source
to finance the Office of Crime Prevention. She reviewed the
accomplishments of the office since its creation and plans for 1981.
Police Chief Robert Hinton was recongnized and indicated that the
Office of Crime Prevention has his support. He indiGated that the
schools endorse the program and the law enforcement personnel have
begun to participate in the effort. Ms. Donna Barber was recognized
and spoke in favor of continuing the crime prevention and drug
abuse programs because the community is becomming aware that help,
is available. Mr. Archie Barber was recognized and spoke in favor
of crime prevention and drug law enforcement because of his
experience as a retired captain in the state police o£ another state
He explained that a drug prevention program alone will not solve
the problem. Mr. Don Pruitt was recognized and iden1:ified himself
as the scoutmaster of the local Boy Scout troop. He indicated that
he represents a parent group concerned about the use of drugs in
the city's schools. He indicated that an educational program is
needed and funds are necessary to provide the materials to work
with. Councilmember Smith asked if alcohol is more of a problem
in this community than other drugs. Mr. Pruitt said yes. There
being no further testimony offered, Mayor McClure closed the hearing
to the audience.
ADJOURNMENT
There being no further business, Mayor McClure declared the meeting
adjourned at 9:05 P.M.

MINUTES OF THE BUDGET HEARING OF DECEMBER 1, 1980
The City Council of the City of Port Townsend met in special
session this 1st dav of December, 1980, at 7:30 P.M. in the Council
Chambers of City Hall, Mayor Barney McClure presiding-.
