ATTEST: I AJ~ CLERK-TREASURER MINUTES OF THE REGULAR SESSION OF MARCH 4,1980 The City Council of the City of Port Townsend met in regular session this 4th day of March, 1980, at 7:30 P. M. in the Council Chambers of City H~ll, Mayor Barney McClure presiding. I ROLL CALL Councilmembers present at roll call were Joseph Ciprioti, Frièd~ Imislund, Dale Judy, Mike Kenna, James Parker, Brent Shirley, and Elizabeth Smith. Also present were City Attorney Glenn Abraham, City Engineer Roger French, and City Clerk Treasurer David Grove. MINUTES Councilmemer Judy made a motion to approve the minutes of February 19, 1980, as written and to dispense with the reading of them which was seèonded by Council- member Kenna and passed unanimously by voice vote. BILLS AND CLAIMS The following bills and claims were presented for payment: I Current Expense Street Library Park Payroll Water-Sewer Equipment Rental Firemen's Pension & Relief Federal Shared Revenue $22,648.24 3,313.90 7,061. 16 156.29 14,759.07 11,820.05 3,728.02 1,031. 73 491.83 Councilmember Parker made a motion that the bills and claims be paid from the proper funds which was seconded by Councilmember Imislund and passed unanimously by voice vote. COMMUNICATIONS Mr. Grove reported that he recopied for the Council the letter dated February 4, 1980, from A. R. Patton together with;Lhe petition carrying 31 signatures request- ing that the City construct a paved path on Adams Street betweeo Washington and Jefferson Streets. Councilmember Kenna indicated there would be a committee re- port on this request. 150 MINUTES OF THE REGULAR SESSION OF MARCH 4,1980 (cont.) The Council received a letter dated February 29,1980, from Dee Brueckmann, Chair- person of the Port Townsend Arts Commission, requesting that the Counc~l amend Ordinance No. 1852 to establish general parameters for the Commission. Mayor McClure suggested that this be taken up under new business. ANNOUNCEMENTS Mrs. Barbara Bogart was recognized and stated she wanted the Council to know that she had applied to be appointed to the Planning Commission. Mayor McClure explain- ed that Mrs. Bogart is one of 15 applicants on file for the Planning Commission. He indicated he will not publicly announce all who have been considered for an appointment but he will announce appointments at one meeting and wait for two weeks until the next regular meeting before expecting the confirmation vote. Councilmember Ciprioti reported that Mrs. Hollander phoned him to say they would be willing to pay the $400 to install a pole for a street light at the corner of Clallam and McKinley. I Mayor McClure reported that Mr. French will be attending with others, a meeting in Olympia with the ferry siting committee and Fred Peil of the State Department of Transportation. He reported he has received a copy of a Memorandum of Agree- ment for Siting the Port Townsend Ferry Terminal which will.be copièd for the Council together with a copy of Mr. French's written report on the meeting. Mayor McClure reported that he has been approached by a group of business people to attend a two day conference in New York sponsored by the Downtown Research and Development Center to encourage sustaining business in the downtown areas of our cities on March 17th and 18th. $700 has been raised by the businessmen towards the cost of the trip and Mayor McClure requested that the Council pledge $300 from City funds to make up the difference to $1,000 in anticipated costs. Coun- cilmember Kenna made a motion that $300 be taken from Current Expense for this trip which was seconded by Councilmember Judy and passed unanimously by voice vote. Mayor McClure then read his proclaimation of April 1, 1980 as Census Day in Port Townsend encouraging all residents to cooperate fully during the month of April with those who are charged with the responsibility of conducting the census. Mayor McClure announced the appointments of David Wilbur to the Energy Resource Commission and Jean Camfield and Julie McCulloch to the Planning Commission. I COMMITTEE REPORTS Water-Sewer-Street - Councilmember Kenna reported that he spoke to Mr. A.R. Pat- ton aboùt his request for a paved path on Adams Street between Washington and Jefferson and informed him that it might be considered as part of a Local Improve- ment District to be formed in the downtown area. He announced that the committee will be meeting with the CountýCommissioners and the Commissioners of the Public Utility District on Monday, March 10, 1980, at 7:00 P.M. in the Mayor's Office. A proposed Anti-Litter Code drafted by Councilmember Smith was explained. The Council was asked to review it and note their comments so that a decision can be made as to the provisions before it is put into final ordinance form. Finance-Economics - Councilmember Shirley requested that bills and claims be mov~ ed down on the agenda to allow the committee more time during the meeting to re- view the vouchers. He noted that a voucher was included for $382 to accoustical consultants regarding the dispute between the Palace Hotel and the Judges Chambers. Mayor McClure explained that the City will be reimbursed by the parties involved. Youth-Senior Citizen-Human Affairs - Councilmember Shirley announced a committee meeting for March 6,1980, at 11:00 A.M. in the Mayor's Office. He explained that they are working on the formation of a car club to be sponsored by the Police Department. I PUBLIC HEARING Final Application for the Refunding of the Clallam-Jefferson Housing Rehabilition Program - Mayor McClure announced that County Commissioners B.G. Brown and Bud O'Mera were present to hear testimony as well. Mr. Grove explained that the hearing is to provide the citizens of Port Townsend and Jefferson County an op- portunity to comment on the application, to review proposed target neighborhoods, the housing assistance plan and priorities for approving loans. Peter Simpson, head of the pro- ject, was recognized and spoke in favor of the application. He explained the success of the program to date. $225,000 has been spent to date and explained changes since the preapplication requested by the Department of Housing and Urban Development. He then described the target areas. He explained that once the program is stopped and repayment of the loans come due, the monèy will come back to the City for use as the City sees fit wïthtwthe Housing and Urban Development Gùidelines. He requested that the Council pass a resolution authorizing the City's participation in the program. Councilmember Imislund asked for clarifica- tion on the contractual arrangements with the home owners' which was done by Mr. Simpson. A discussion ensued relative to the size of the target area, the income standards, and population composition within the income standards. There being There being no further testimony, Mayor McClure closed the hearing to the audience and turned the application over to the Council for disposition. RESOLUTION NO. 80-04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, AUTHORIZING THE SUBMISSION OF A FINAL JOINT APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS UNDER THE DEPARTMENT OF HOUSING AND URBA.N DEVELOPMENT. Councilmember Smith made a motion to approve the resolution which was seconded by Councilmember Parker and passed unanimously by voice vote. NEW BUSINESS I Variance Application No. 7912-01 - Whitey Johnson and Street Vacation Application No. 8002-01 - William Isley - Councilmember Smith made a motion to set the public hearings on the applications on April 1, 1980, at the regular Council meeting which was seconded by Councilmember Cîþrioti and passed unanimously by voice vote. Amendment to Ordinance Establishing the Arts Commission - Mrs. Dee Brueckmann was recognized and asked the Council to provide some general parameters for the com- mission. Couñcilmember Smith made a motion directing the City .A.ttorney to pre- pare the requested ordinance which was seconded by Councilmember Shirley and passed unanimously by voice vote. Covering Parking Meters - Mayor McClure reported that the Chamber of Commerce is promoting a City Wide Sale from March 19th thru the 23rd and would like the City to cover the parking meters. Mr. Abraham recommended against the Council taking action on the request. Mayor McClure reminded the Council that this has been the previous procedure and he is in favor of the request and would like the Coùncils endorsement to the action. Councilmember Shirley made a motion to endorse the covering of the parking meters from March 19th thru the 23rd which was seconded by Councilmember Kenna and passed unanimously by voice vote. Mayor McClure announced that the building on the City Dock is currently available for rent at $5.00 per day not to exceed a maxumum of 2 weeks.
