MINUTES OF THE REGULAR SESSION OF FEBRUARY 19, 1980
The City Council of the City of Port Townsend met in regular session this 19th
day of Febraury at 7:30 P.M. in the Council Chambers of City Hall, Mayor Barney
McClure presiding.
ROLL CALL
I
Councilmembers present at roll call were Joseph Ciprioti, Frieda Imislund, Dale
Judy, Mike Kenna, James Parker, Brent Shirley, and Elizabeth Smith. Also present
were City Attorney Glenn Abraham, City Engineer Roger French, and City Clerk-Trea-
surer David Grove.
MINUTES
Councilmember Imislund explained that she and not the Committee met with the Park
Board in Committee Reports, page 145 and requested a correction be made in the
minutes. Councilmember Judy then made a motion to approve the ¡ninutes of February
5,1980, as corrected and to dispense with the reading of them 'which was seconded
by Councilmember Kenna and passed unanimously by voice vote.

Councilmember Kenna made a motion that the bills and claims be paid from the pro-
per fùnds which was seconded by Councilmember Imislund and passed unanimously by
voice vote.
CONMUNICATIONS
The Council received a copy of a letter addressed to Mayor McClure dated February
4, 1980, endorsing Jean Camfield for a position on the Planning Commission.
The Council received a letter dated February 4, 198q, from A. R. Patton together
with a petition carrying 31 signatures requesting that the City construct a paved
path on Adams Street between Washington and Jefferson. Mayor McClure requested
that these be re-copied for the Council because some members had misplaced their
copies.
A copy of a lètter dated February 13, 1980, to Mayor McClure from J.-, E. Munger of
puget Power was given to the Council proposing that the majority of our exsisting
street lighting be replaced with sodium vapor type street lighting which was ac-
cepted by Mayor McClure. Mayor McClure reported that he has held his acceptance
pending Council discussion. Councilmember Ciprioti explained this was a forgone
conclusion. .

A letter dated February 8, 1980, to Mayor McClure from Fred Peil, Assistant Sec-
retary for Marine Transportation, was copied for the Council explaining that
elimination of the Edmonds-Port Townsend ferry route was felt to be the best in-
terest of all Olympic Peninsula residents allowing more cars to cross the Hood
Canal.
Councilmember Smith asked what Substitute House Bill 1398 represents as referred
to in two letters to Paul Connor from the Mayors of Sequim and Shelton copied for
the Council. Mayor McClure asked Mr. Abraham to explain the bill. Mr. Abraham
explained that virtually every act of the City Council could be required to be
taken to a vote of the people with a 10% petition for a referendum. Mayor McClure
explained that he would be writing a letter in opposition to this bill. After
a brief discussion, Councilmember Ciprioti made a motion that the Mayor be autho-
rized to write a letter to Paul Connor along the lines of the letters from the
Mayors of Shelton and Sequim which was seconded by Councilmember Judy and passed
unanimously by'voice vote.

ANNOUNCEMENTS
Mayor McClure reported that a series of books entitled "Local Officials Handbooks"
are available to the Council through his secretary.
Mayor McClure suggested that March 1 through March 9,1980, be proclaimed Port
Townsend Clean Up Week. Counèilmember Kenna made a motion to that effect which
was seconded by Councilmember Judy and passed unanimously by voice vote.

Mayor McClure announced his appointment of Heidi Rodeghier to the Planning Commis-
sion. Councilmember Kenna made a motion to approve the appointment which was se-
conded by Councilmember Imislund and passed by voice vote. Councilmember Ciprioti
voted against the motion explaining that the Coùncil does not know who else was
considered for the position.
Councilmember Parker asked that the Coùncil have two weeks to consider appoint-
ments rather than being requested to act in only a few days of notice about the
appointments. Mayor McClure expressed his willingness to meet the Councils de-
sires in this respect.
Mayor McClure announced that he is appointing Carol Bangs to the Arts Commission,
David Kasperzyk and Levi Ross to the Energy Resource Commission, and William Mil-
ler to be reappointed to the Shoreline Advisory Commission.
Mr. Frank Vane was recognized and suggested that the Council establish a committee
to review appointments made by the Mayor and make a recommendation tò the Council.
After a brief discussion, Councilmember Kenna made a motion to approve the ap-
pointments which was seconded by Councilmember Smith and passed unanimously by
voice vote.
Councilmember Parker expressed concern that the Council does not have a president
selected by the Council. Mayor McClure suggested that the Mayor Pro-Tern be con-
sidered in this capacity. Councilmember Parker made a motion that Dale Judy be
appointed as Mayor Pro-Tern for the coming year which was seconded by Councilmember
Kenna and passed unanimously by voice vote.

COMMITTEE REPORTS
Legislative-Environmental Committee - Councilmember Smith reported that the Coun-
cil now has the final environmental impact statement on the Madrona Meadows Mobile
Home Park and explained its development and future use. The Mayor announced that
costs to the public are $3.50 for each copy.
Water-Sewer-Street Committee - Councilmember Kenna reported that the requests for
water rates based on useage only and to raise the number of gallons offered for
the minimum cannot be done.
CALL FOR BIDS
Call for Bids on Roller for Street Department - Councilmember Judy made a motion
that a call for bids on a Roller for the Street Department be authorized which
was seconded by Coùncilmember Shirley and passed unanimously by voice vote.
AUDIENCE PARTICIPATION
Mr. Peter Badame was recognized and reported that he attended a meeting of the
Washington State Transportation Commission to offer testimony in behalf of con~
tinuing bus service to South Point and Lowfall from both sides of the Canal. He
indicated the buses will be continued for one additional month until April 1, and
requested that an elected official from the City attend the Commission meeting
on March 18th to support further continuation of the bus service. Mr. Bàdame
then explained the proposed bus system to serve Port Townsend. Mayor McClure
stated he would discuss his request with the Council and come up with an appointee
to discuss their views with the commission.

ADJOURNMENT
There being no further business to come before the Council at this time, Mayor
McClure declared the meeting adjourned at 8:45 P.M.

Councilmember Parker made a motion that the bills and claims be paid from the
proper funds which was seconded by Councilmember Imislund and passed unanimously
by voice vote.
COMMUNICATIONS
Mr. Grove reported that he recopied for the Council the letter dated February 4,
1980, from A. R. Patton together with:the petition carrying 31 signatures request-
ing that the City construct a paved path on Adams Street between Washington and
Jefferson Streets. Councilmember Kenna indicated there would be a committee re-
port on this request.
