MINUTES OF THE REGULAR SESSION OF DECEMBER 18,1979
The City Council of the City of Port Townsend met in regular se:,sion this 18th
day of December, 1979, at 7:30 p.m. in the Council Chambers of City Hall, Mayor
Barney McClure presiding.
ROLL CALL
I
Councilmembers present at roll call were Joseph Ciprioti, Dale .Judy, Richard
Shaneyfelt, Brent Shirley, James Parker and Elizabeth Smith. Also present were
City Engineer Roger French, City Attroney Glenn Abraham and Cit:r Clerk-Treasurer
David Grove.
MINUTES
Councilmember Ciprioti made a motion to approve the minutes of December 3 and 4,
1979, as written and to dispense with the reading of them which'was seconded by
Councilmernþer Judy and passed unanimously by voice vote.

A motion was made by Councilmember Judy and seconded by Council:member Ciprioti
that the bills and claims be paid which passed unanimously by voice vote.
COMMUNICATIONS
The Council received a letter dated December 1, 1979, from Roy J.
questing that the minimum number of gallons of water purchased by
customers be increased to 20,000 gallons per month for the fee of
the City not sell water outside the city limits.
A letter dated December 5, 1979, from Carl Truslow was received by the Council
requesting that the 50ç penalty be eliminated from the water bills. Mayor McClure
referred this letter to the Water, Sewer, and Street Committee along with the
response of December 13, 1979, from Mr. Grove.
A petition with eight signatures dated December 6, 1979, was submitted to the
Counèil requesting a street light at 9th and Sherman. Mayor McClure referred
this petition to the Fire and Light Committee.

APPOINTMENTS
Mayor McClure announced the appointment of Gregory Martin as Park Superintendent
effective January 1, 1980. Councilmember Judy made a motion to approve the ap-
pòintment which was seconded by Councilmember Ciprioti and passed unanimously
by voice vote.
Mayor McClure announced the appointments of Margaret Berry, Alain DeChantel,
Warren Steurer, Frank Ferrel, and E. P. Kaiser to the Park Board effective Jan-
uary 1,1980. Councilmember Smith made a motion to approve the appointments
which was seconded by Councilmember Shirley and passed unanimously by voice vote.

COMMITTEE REPORTS
Legislative-Environmental - Councilmember Shaneyfelt reported that a letter will
be going out from the committee in regards to the draft environment impact state-
ment for Medrona Meadows Mobile Home Park.
Water-Sewer-Street - Mayor McClure requested that this committee meet soon and
reported that he told the developers awaiting the Council's decision to allow
90 days for the new Councilmembers to evaluate the water system.
OLD BUSINESS
ORDINANCE NO. 1846
AN ORDINANCE APPROPRIATING THE SUM OF $13,500 TO THE
ARTERIAL STREET FUND AND DECLARING AN EMERGENCY.
Mr. Grove read the ordinance for the second time. Councilmember Shaneyfelt made
a motion that the second reading be considered the third which was seconded by
Councilmember Judy and passed unanimously by voice vote. Councilmember Shaney-
felt made a motion to adopt Ordinance No. 1846 which was seconded by Councilmem-
ber Smith and passed unanimously by roll call vote.

ORDINANCE NO. 1847
AN ORDINANCE FIXING AND ADOPTING THE 1980 BUDGETS FOR
THE GENERAL CITY GOVERNMENT, THE WATER-SEWER UTILITIES,
BOND REDEMPTION FUNDS, AND FOR FEDERAL SHARED REVENUE.
Mr. Grove read the ordinance by title. Councilmember Judy made a motion that
the first reading be considered the second and the third be by title only which
was seconded by Councilmember Ciprioti and passed unanimously by voice vote.
Councilmember Shaneyfelt made a motion to adopt Ordinance No. 1847 which was
seconded by Councilmember Judy and passed unanimously by roll call vote.
NEW BUSINESS
Animal Waste - Mayor McClure requested that Mr. Grove elaborate on the request
he sent the Council December 6, 1979, asking that an ordinance be passed to
penalize pet owners who do not clean up after their animals and to designate an
area near the holding lanes for ferry traffic, for pets. Mr. Grove explained
that the problem has become intolerable and that other cities~ave adopted ordi-
nances that seem to be working. Mayor McClure referred this request to the Health
and Sanitation Committee.
ORDINANCE NO. 1848

AN ORDINANCE AMENDING ORDINANCE NO. 1090 AS AMENDED BY
ORDINANCE NO. 1498 AND RELATED TO A LICENSE UPON
CERTAIN BUSINESSES AND OCCUPATIONS AND REPEALING ORDINANCE
NO. 1370 AND 1402 FIXING FRANCHISE LICENSE FEES.
Mr. Grove read the ordinance by title. After a brief e~anation by Mr. Grove,
Councilmember Ciprioti made a motion that the first reading be considered the
second ant the third be by title only which was seconded by Councilmember Smith
and passed unanimously by voice vote. Councilmember Parker made a motion to
adopt Ordinance No. 1848 which was seconded by Councilmember Judy and passed
unanimously by roll call vote.

AN ORDINANCE FIXING THE SALARY OF THE MAYOR.

Mr. Grove read the ordinance by title. Councilmember Smith made a motion that the
first reading be considered the second and the third be by title only which was
seconded by Counèilmember Ciprioti and passed unanimously by voice vote. Council-
member Smith made a motion that Ordinance No. 1849 be adopted ~1ich was seconded
by Councilmember Judy and passed unanimously by roll call vote.
ORDINANCE NO. 1850
AN ORDINANCE FIXING THE SALARY OF THE CITY ATTORm~Y.
Mr. Grove read the ordinance by title. Councilmember Parker made a motion that
the first reading be considered the second and the third be by i:itle only which
was seconded by Councilmember Judy and passed unanimously by voice vote. Council-
member Shaneyfelt made a motion to adopt Ordinance No. 1850 which was seconded by
Councilmember Ciprioti and passed unanimously by roll call vote.

MINUTES OF THE REGULAR MEETING OF JANUARY 8, 1980
The City Council of the City of Port Townsend met in regular session
this 8th day of January, 1980, at 7:50 P.M. Prior to the start of
the meeting, Mayor Barney McClure announced that the Oath's of
Office would be administered to the Mayor Elect Barney McClure,
City Attorney Elect Glenn Abraham, and Councilmembers Elect
Dale Judy, Joseph Ciprioti, Mike Kenna, and Frieda Imislund which
was done by Clerk-Treasurer David Grove. Mayor Barney McClure
then presided over the meeting.
