MINUTES OF BUDGET HEARING DECEMBER 3, 1979
The City Council of the City of Port Townsend met in special session this 3rd
day of December, 1979, at 7:30 p.m. in the Council Chambers of City Hall, Mayor
Barney McClure presiding.
ROLL CALL

Councilmembers present at roll call were Tom Camfield, Joseph Ciprioti, Dale
Judy, James Parker, Richard Shaneyfelt, Brent Shirley, and Eli:~abeth Smith.

I
Mayor McClure opened the hearing to receive public comments reqarding all sec-
tions of the budget indicating he would like to address issues of interest to the
citizens attending the hearing first. Edward Hawley was recognized and express-
ed his concern about the proposed tax increase on the sewer department revenue
siting as reason that there are several capital improvement projects needed.
John Pope was recognized and requested that the Council consider a change to the
appropriation for the Park Superintendent's salary. John Doubek was recognized
and explained that the $98,000 for ferry traffic controlers is offset completely
by reimbursement from the state. Chester Prudhomme representing the Alcoholism
Referal and Information Center was recognized and requested that the Council in-
crease the appropriation for support of their program from $1,100 to $6,000 in-
dicating that 60% of his clients come from within the City and Jefferson County
is number 1 in the state for alcoholism and the increase in case load is 100%.
John Doubek was recognized and reported that the City averaged six arrests per
year for driving while intoxicated. Now the average is six pe:r month and request-
edthat this program be given full consideration. Roger French was recognized and
requested that appropriation be made to continue the monument program. Stephen
Hayden was recognized and inquired as to why estimated revenue:3 for water sales
is projected to increase by 50% and asked for what it will be used. Mr. Grove
explained that the prior year's estimates were low and 1980 will be the first
full year of metered billing within the City. The additional :revenue will be
used to redeem the revenue bonds for which it was pledged. Mr. Roy Bergstrom
was recognized and complained about the water rates indicating he sent a letter
to the Council and Mayor. There being no further testimony offered from the
audience, Mayor McClure closed the hearing to the audience and turned the budget
over to the Council for consideration.
Mayor McClure explained that he presented some proposed changes to the prelimi-
nary budget prepared by Joseph B. Steve. The Council then began to discuss the
budget for the Current Expense fund. The revenue estimates we:re reviewed and
increases were noted in retail sales tax and beginning fund balance. Mr. French
expressed concern that revenue from building permits is optimistic based on re...,.
cent finance trends.' After a brief discussion of the revenue estimates, the
Council went on to consider the expend~tures. Councilmember Shaneyfelt made a
motion to approve the November 30, 1979 estimate of $18,030 made by Mayor McClure
for Legislative Administration which was seconded by CouncilmeJnber Parker and
passed unanimously by voice vote.
Glenn Abraham left the meeting at this time.

Councilmember Shaneyfelt made a motion to approve the November 30,1979 estimate
of $105,445 for Finance and Administration proposed by Mayor McClure plus an
additional $2,900 for Alcoholism Programs which was seconded by Councilmember
Parker and passed unanimously by voice vote. Councilmember Cwnfield made a
motion to approve the estimate of $12,940 for Legal Services which was seconded
by Councilmember Ciprioti and passed unanimously by voice vote. Councilmember
Camfield made a moiton to approve the November 30, 1979 estimate of $3,075 for
the Planning Commission which was seconded by Councilmember Shirley and passed
unanimously by voice vote. Councilmember Camfield made a motion to approve the
estimate of $15,650 for Legislative Facilities which was seconded by Councilmem-
ber Judy and passed unanimously by voice vote.
Mayor McClure explained that a new contract for jail services has been negotiated
which has increased the cost to the City. He proposed an increase in youth ac-'
tivities supplies which has been offset by a reduction in the anticipated cost
of gasoline. Councilmember Shaneyfelt made a motion to approve the November 30,
1979 estimate of $381,625 for Law Enforcement which was seconded byCouncilmem-

ber Parker and passed unanimously by voice vote. Councilmember Shirley made a
motion to approve the Fire Control estimate of $142,240 which was seconded by
Councilmember Judy and passed unanimously by voice vote. Councilmember Shaney-
felt made a motion to approve the Engineering estimate of $20,035 which was se-
conded by Councilmember Shirley and passed unanimously by voice vote. Council-
member Camfield made a motion to approve the estimate of $122,000 for Garbage
Service which was seconded by Councilmember Judy and passed unanimously by voice
vote. Councilmember Camfield made a motion to approve the November 30, 1979
estimate for Animal Control for $41,515 which was seconded by Councilmember
Ciprioti and passed unanimously by voice vote. Councilmember Shaneyfelt made
a motion to approve the estimate for Rest Area Maintenance of $2,000 which was
seconded by Councilmember Smith and passed unanimously by voice vote. At this
point the Council returned to a discussion of Current Expense Revenue. Increas-
ing parking fines was discussed. Councilmember .Camfield made a motion to approve
the November 30, 1979 estimated revenue for the Current Expense Fund for $864,555
plus $2,900 additional in retail sales tax which was seconded by Councilmember
Judy and passed unanimously by voice vote.
Mayor McClure declared a ten minute recess at 9:12 p.m. The hearing was re-
convened by Mayor McClure at 9:22 p.m. with all Councilmembers--pre~gtlt;;.

Councilmember.Judy made a motion to approve the November 30, 1979 estimate for
revenue and expenditures for the Street Fund totaling $206,430 which was second-
ed by Councilmember Shaneyfelt and passed unanimously by voice vote.
Mayor McClure explained that Employment Security has extended the grant for a
Comprehensive Employment Training Act employee until September 30, 1980 in the
Library and the proposed revision of November 30, 197~~includes that revenue and
increased appropriations related. Councilmember Shirley made a motion to approve
the November 30, 1979 estimates for the Library Fund totaling $96,900 which was
seconded by Councilmember Parker and passed unanimously by voice vote.
Councilmember Canlfield made a motion to approve the November 30, 1979 estimates
for the Park Fund budget totaling $38,330 which was seconded by Councilmember
Shaneyfelt. John Pope, Park Superintendent, was recognized and requested that
the appropriation for the new Park Superintendent be increased because it is
proposed to rent the house at Chetzemoka Park for $2,400 a year which was a part
of his compensation. Mayor McClure explained that Mayor Steve's estimate in-
cluded the salary figure necessary to maintain Mr. Pope at his present salary
together with cost-of-living increases. His revised estimate reflects a charge
for the rent with an accompanying salary increase to offset that rent but no
provision for cost-of-living increases or Mr. Popes longevity raises. After a
brief discussion, Councilmember Camfield amended his motion to reduce the ap-
propriation for the Park Superintendent to $15,260 and the house rental income
to $1,100 for a total of $37,030 which was agreed to by Councilmember Shaneyfelt
who seconded the motion. The motion passed unanimously by voice vote.
Councilmember Judy made a motion to approve the estiamte of $66,250 for the Ar-
terial Street Fund which was seconded by Councilmember Camfield and passed un-
animously by voice vote.

Councilmewber Shaneyfelt made a motion to approve the estimate of $71,000 for
Federal Shared Revenue which was seconded by Councilmember Judy and passed un-
animously voice vote.
Councilmember Camfield made a motion to approve the estimate of $23,532 for the
1959 Water Revenue Bond Redemption Fund which was seconded by Councilmember Judy
and passed unanimously by voice vote.
Councilmember Judy made a motion to approve the estimate of $1,013,100 for the
Water-Sewer Fund as revised November 30, 1979, which was seconded by Councilmem-
ber Parker. After the changes were discussed, the motion passed unanimously by
voice vote.

Councilmember Shaneyfelt made a motion to approve the estimates of $128,156 for
the 1956 Special Water Revenue Bond Redemption Fund, $48,625 for the 1978 Water
Revenue Bond Redemption Fund, $153,147 for the 1967 Water-Sewer Revenue Bond
Redemption Fund, and $94,863 for the 1978 Water Revenue Bond Redemption Fund
Series "B" which was seconded by Councilraember Parker and passed unanimously by
voice vote.
Councilmember Camfield made a motion to approve the estimate of $281,000 for
the Equipment Rental Fund which was seconded by Councilmember Ciprioti and pass-
ed unanimously by voice vote.

Councilmember Shaneyfelt made a motion to approve the estimate of $129,600 for
the Firemen's Pension and Relief Fund which was seconded by Collncilmember Shirley
and passed unanimously by voice vote.
Councilmember Shaneyfelt made a motion to authorize the Clerk-~rreasurer to cor-
rect the summaries which was seconded by Councilmember Judy and passed unanimous-
ly by voice vote.

There being no further discussion, Mayor McClure adjourned the hearing at 10:28
p.m.

A motion was made by Councilmember Parker and seconded by Councilmember Ciprioti
that the bills and claims be paid which passed unanimously by voice vote.
COMMUNICATIONS
The Council received a letter dated November 16, 1979, from Frank Kilham encour-
aging broad representation, full and adequate discussion and pertinent and timely
communication by the Port Townsend Urban Waterfront Development Task Force.
