MINUTES OF THE REGULAR SESSION OF NOVEMBER 6, 1990, Cont.
Mr Grove explained the ordinance and read it by title. council-
member Kenna made a motion that the first reading be considered
the second and the third be by title only which was seconded by
Councilmember Jones and passed unanimously by voice vote. Mr Grove
again read the ordinance by title. Councilmember Kc,mna made a
motion that Ordinance No 2122 be adopted which was seconded by
Councilmember Jones and passed unanimously by roll call vote.

ORDINANCE NO 2213
AN ORDINANCE PERTAINING TO THE REGULATION OF
AMBULANCE SERVICE WITHIN THE CITY OF POF~T
TOWNSEND BY AMENDING SECTION 2 OF ORDINANCE NO
2199 AS AMENDED BY ORDINANCE NO 2203 PERTAINING
TO THE EFFECTIVE DATE OF ORDINANCE NO 2199.
Mr Grove explained the ordinance and read it by title. Council-
member Clise made a motion that the first reading be considered

Councilmember Kenna and passed unanimously by voice vote. Mr Grove
again read the ordinance by title. Councilmember Clise made a
motion that Ordinance No 2213 be adopted which was seconded by
Councilmember Camfield and passed unanimously by roll call vote.
ADJOURNMENT
There being no further business, Mayor Shirley declared the meeting
adjourned at 1:23 AM.

MINUTES OF THE SPECIAL SESSION OF NOVEMBER 19, 1990
The meeting was called to order by Mayor Brent S shirley at 7: 00 PM
on November 19, 1990, in the High School Auditorium of the Port
Townsend High School.
ROLL CALL
Councilmembers present at roll call were Jean Camfield, John Clise,
Michael Kenna, Julie McCulloch and Sheila Westerman. Shortly after
Roll Call, Councilmember Vern Jones arrived. Also present were
Rick Sepler, Project Manager, Dave Robison, Staff :Planner and
Michael Hildt, Director Planning and Building.
OTHERS PRESENT
Others present were Planning Commission Members Karen Erickson,
Ron Kosec, Sally McDole, Jim Roberts and Lois Sherwood.
PUBLIC HEARING
Mayor Shirley introduced the Councilmembers and Plannin9 Commission
Members to the Public and explained the agenda. Cc>uncilmember
Kenna acknowledged those who have worked on the Plan and stated the
appreciation of the Council and Planning commission. Mr Sepler
explained the Waterfront Plan and the process it has <Jone through
to this point. Mayor shirley opened the hearing to the Public.

Kathryn Jenks was recognized and stated that s:tle likes the plan,
and stated her concerns for protecting the integrity of the
shoreline areas. Bob Boardman was recognized, thanked everyone for
the Plan and stated his concerns about beach enhancement. David
Valbracht was recognized and stated he was glad to see most of the
things in the Plan and spoke in favor of the purc::hase of the Thomas
oil property by the City, encouraged a "natural edge", discouraged
a special sidewalk and encouraged windbreaks fer year-round usage
of the area. Bernie Arthur was recognized, thanked everyone who
has worked on the Plan and questioned "What and Who is the Plan
for?". Donn Trethewey was recognized, thanked the committee for
the work and stated his concerns that this may turn the city into
an attraction instead of a town. Sheri Robison was recognized and
spoke on behalf of the Board of the Port To~Tnsend Main Street
Project thanking the committee for the hours worked on the Plan and
commented on several sections of the Plan. Cal McCune was
recognized and stated his plans for his buildir,g and his concerns
about the Historic Preservation commission and an appeal procedure,
the proposed ordinance and the Plan. James Inman was recognized
and stated that some plan should be made but thH cost of this Plan
is not it. Bonzo (James) DeLeo was recognized and stated his
concerns against the plan and presented an infc,rmal petition with
37 signatures, 33 of which were against the purchase of the Thomas
oil Property. Bud O'Meara was recognized and s1:ated that the city
does not need any more parks and should not buy the Thomas oil
Property. Craig Marley, representing the AmHrican Legion, was
recognized and opposed acquisition of the American Legion building
by the City. Philip Zerr, Commander of the American Legion, was
recognized and stated opposition to acquisition of the building.
Doug Lamy was recognized and spoke in favor of the Plan and
mandatory design review. Mayor Shirley explained that the American
Legion Building was for sale at the time the Plan was being
formulated. Gary Kaiser was recognized, thanked everybody for the
effort put into the Plan and stated his concerns that some of the
assumptions in the Plan are not valid and not the will of the
majority of the citizens. Frank D'Amore was recognized and stated
that there was a plan ten years ago that was n01: adopted, the idea
of a Plan is not new and stated his support of the current Plan
even though not all of his concerns are met and ':here will probably
be a new Urban Waterfront Plan in another ten years. Joshua Sage
was recognized and commended the Committee who worked on the Plan
and stated his concerns about density and tourism. Ann Scarborough
was recognized and stated her concerns about th,~ clash between the
newer residents and the conservatism of the old-time residents of
the City and that all the items in the Plan cannot be implemented
at once. Linda Chase was recognized and praised the process and
the idea of something for everyone in the Plan and that this is
only the beginning. Nora Petrich, speaking for the Point Hudson
marine trades businesses, was recognized and appreciated the
recognition of the community for the importance of marine trades
and encouraged the purchase of the Thomas Oil property. David Hero
was recognized and stated his support of the Plan, for a first
right of refusal on the Legion Building, for the Boardwalk, and for
the preservation of the Historic Buildings. Bud Kannenberg was
recognized and stated that he appreciated thE! process that has
taken place and that while he is not 10O% for 1:he Plan, he is for
the Plan and is willing to pay his share for the purchase of the
Thomas oil property. Charlie Boulay was recognized and stated his
concerns for the economic base in Port Townsend, that he thinks the
Plan is unrealistic, he enjoys the energy of tha city and that the
costs should be considered. Charles Espey "as recognized and
stated his support of the Plan, the purchase of the Thomas oil
property, the Marine Trades in the Point Hudson area and no need to
create anything new because the charm is alread~ here. Diane Hamm
was recognized and stated her concern that the proposed walkway
ends on the Kearney Street corner when that area should have a
walkway now, especially up Washington Street. Ann Wendland was
recognized and thanked the committee for allowing her to work with

them on the Plan, for all that she has learned and that she feels
that the spiri t of cooperation that produced the Plan is not
evident at this meeting. Pamela Johns-Merryman was recognized and
stated she is generally in favor of the Plan and that she has
concerns about the waterwalk which she will address in writing and
noted the difference in transportation and finances bet~!1een now and
a hundred years ago in reference to the development of this area.
Pete Raab was recognized and stated that, in his opinion, the Plan
is to organize the Historic District in such a way that it is not
distracted from. Robert Johnson was recognized and stated that
what this Plan does is create a vision for the futur~a so that a
hundred years down the road people will come to see what is here.
Penny Odom was recognized and stated that the Plan is really about
the "Maritime Heart" and "Sense of Place" for Port Towm;end now and
in the future.
There being no further testimony, Mayor Shirley thanked everyone
for their time, interest and input and closed the hearing to the
Public.
ADJOURNMENT
There being no further business, Mayor Shirley declared the meeting
adjourned at 8:58 PM.

The City Council of the City of Port Townsend I11let in regular
session this Twentieth day of November, 1990, at '7:30 PM in the
Council Chambers of City Hall, Mayor Brent S shirley presiding.
ROLL CALL
Councilmembers present at roll call were Jean Camfield, John Clise,
Vern Jones, Michael Kenna, Julie McCulloch, Nornla Owsley, and
Sheila Westerman. Also present were City Attorney Keith Harper,
City Clerk-Treasurer David Grove, Public Works Director Robert
Wheeler, and Michael Hildt, Director of Planning and Building.
PUBLIC COMMENTS
Margaret Caro and Greg Bennett were individually :recognized and
expressed concern about the development of Townsend Meadows.

Joan Best was recognized and requested that the city council
purchase the property for sale on 12th Avenue between safeway and
the Kah Tai Lagoon for low income housing. She requested that the
city install permanent buoys along the waterfront to protect the
eel grass and suggested that when new water and s,ewer lines are
installed, that power and communication cables be put underground.
Virginia Wolf was recognized and thanked the City Council for their
hard work and read a letter that she sent to the Governor opposing
the development of the Chinese Gardens.
