AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING
THE PORT TOWNSEND MUNICIPAL CODE CHAPTER 10.04
PARKING TO ADD SECTION 10.04.220 PAID PARKING UTILIZING
PARKING PASSES
WHEREAS, as part of the continuing effort to provide parking options for the
Historic District, the Parking Advisory Board, in concert with Port Townsend Main
Street, has developed the idea of a Parking Pass Program; and
WHEREAS, the Parking Pass Program would allow customers and clients ofthe
downtown businesses to purchase a pass for $5.00 that would extend the existing 2-hour
parking by an additional 2 hours; and
WHEREAS, Main Street has sponsored two informational meetings with
representative downtown merchants, who are generally supportive of the concept and felt
this program would provide a positive alternative for a customer who would otherwise
have to leave to move their car; and
WHEREAS, the City Council determines it appropriate to adopt a paid parking
program utilizing parking passes, as set forth in this ordinance,
NOW, THEREFORE, the City Council of the City of Port Townsend ordains
as follows:
SECTION 1. NEW SECTION. There is hereby enacted and adopted a new
Section 10.04.220 Program for Paid Parking Utilizing Parking Passes, to Chapter
10.04 Parking of the Port Townsend Municipal Code, to read as follows:
Section 10.04.220 Program for Paid Parking Utilizing Parking Passes.
The Public Works Department in conjunction with the Police Department is
authorized to implement a paid parking program utilizing parking passes, with
the following terms and conditions:
1. The parking pass would be sold by the City for $5.00 per pass.
2. A pass, properly issued and displayed on the dashboard, would extend
parking for 2 hours.

3. The pass would only be available for use in spaces marked 2 hour
parking.
4. The parking pass, in books of twenty or otherwise, as determined by the
Public Works Director, would be made available for purchase by
merchants for their distribution and use, by re-sale or otherwise as
determined by the merchant.
5. Individual or books of passes would also be available for purchase from
the City Finance Department.
6. Net proceeds (after printing costs) from sale of parking passes shall be
used for parking and streetscape improvements in the Historic
Commercial District.
7. Parking passes shall not be altered except as provided by rules and
regulations approved by the Public Works Director and the Police Chief.
The Public Works Director is authorized to adopt rules and regulations that are
consistent with the above terms and conditions and which otherwise implement
the program for paid parking utilizing parking passes. A copy of any rules and
regulations shall be kept for public inspection and copying by the Public Works
Department and the City Clerk's office.
SECTION 2. NEW SECTION. There is hereby enacted and adopted a new Section
10.04.225 Paid Parking Utilizing Parking Passes - Violation, to Chapter 10.04
Parking of the Port Townsend Municipal Code, to read as follows:
Section 10.04.220 Paid Parking Utilizing Parking Passes - Violation.
Any person who, for purposes of extending parking times or avoiding parking
violation(s), (1) alters a parking pass (except as provided by rules and
regulations approved by the Public Works Director), or (2) forges a parking
pass, or (3) commits, authorizes, aids or abets or attempts to defraud the City in
connection with the program for paid parking utilizing parking passes shall be
guilty of a misdemeanor and upon conviction shall be punished by a fine not to
exceed $250.
SECTION 3. Severability. If any provision of this ordinance or its
application to any person or circumstance is held invalid, the remainder of the
ordinance, or the application of the provision to other persons or circumstances is not
affected.

This ordinance shall take effect and be in force five days after the date of its
publication in the manner provided by law.
Adopted by the City Council of the City of Port Townsend, Washington, at a
regular meeting thereof, held this second day of May, 2005.
