AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING THE
PORT TOWNSEND MUNICIPAL CODE CREATING CHAPTER 2.33,
DIRECTOR OF LONG RANGE PLANNING, TO SPECIFY THE DUTIES AND
POSITION OF DIRECTOR OF LONG RANGE PLANNING
WHEREAS, the City Council determines it appropriate to create the position of
Director of Long Range Planning as set forth in this Ordinance,
NOW, THEREFORE, the City Council of the City of Port Townsend ordains as
follows:
SECTION 1. Chapter 2.33, Director of Long Range Planning, of the Port Townsend
Municipal Code, is hereby created to read as follows:
Chapter 2.33
DIRECTOR OF LONG RANGE PLANNING
2.33.010 Position created - Qualifications.
The position of director of long range planning is created and established. The director of long
range planning shall be appointed by the city manager. The director of long range planning shall
serve at the pleasure of the city manager. The person so appointed shall possess a degree in urban
planning, architecture, civil engineering or equivalent experience, and shall have at least five
years of experience in planning, urban design, public administration or related fields.
2.33.020 Duties.
The duties of the director oflong range planning shall be as follows:
A. Assist the city manager, planning commission, and city council in their consideration of
alternative future directions and implementation of policies for future development of the city,
and conduct all land use planning activities, including but not limited to those relating to
comprehensive planning, shoreline master planning, and environmentally sensitive areas
regulation;
B. Conduct research and prepare reports to the city manager, hearing examiner, city council,
planning commission, development services director and citizens concerning land use
development projects and all priority projects and issues identified by the city manager;
C. Consult with other city departments in support of the planning needs of each service
delivery activity, and in concert with the long range goals of the city;
D. Coordinate project, program, contractual and planning activities with other public agencies
related to long-range planning and community development issues;
E. Act as a resource to the director of development services in the administration of the city land
use and environmental protection ordinances, the Shoreline Master Program and the National
Flood Hazard Insurance Program;

F. Prepare budget recommendations and monitor expenditures;
G. Hire, train, supervise and assist the long range planning staff and other staff members
assigned;
H. Assist in preparation of ordinances, resolutions, contracts, agreements, covenants and other
legal documents related to planning, community development and administration and
enforcement of city ordinances;
I. Seek grants and donations in support ofthe priority planning projects selected by the
city council;
J. Prepare job descriptions, performance appraisals, labor agreement addenda, administrative
procedures, etc., in exercise of management and supervisory responsibilities;
K. Represent the city under direction of the city manager;
L. Such other duties as may be assigned by the city manager.
2.33.030 Directly responsible to city manager.
The director of long range planning shall be directly responsible to the city manager for carrying
out the duties described in this chapter.
2.33.040 Compensation.
The compensation to be paid to the director of long range planning shall be fixed by the city
council in the annual budget
SECTION 2. Severability. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application of
the provision to other persons or circumstances is not affected.
This ordinance shall take effect and be in force five days after the date of its
publication in the manner provided by law.
Adopted by the City Council of the City of Port Townsend, Washington, at a regular
meeting thereof, held this twenty-first day of March, 2005.
