Gentlemen:
At the regular April 28, 1977, meeting of the City Planning
Commission, the following requests were heard and recommenda-
tions made:
APPLICATION NO. 142 - Theodore F. Belgard
739 Taylor Street
Request for setback variance on new industrial office building
at Washington and Thayer Streets. Parking was also discussed
with Mr. Belgard. This was tabled, as Mr. Belgard will revise
his request.
APPLICATION NO. 139 - Anthony E. Stroeder
1730 Hill Street
PUBLIC HEARING. Request to rezone property facing Sheridan
Avenue between 7th, 8th, 9th, and Grant Street, Eisenbeis
Addition, Blocks 221 and 209, Lots 1 thru 8, from R-II to R-III.
Proposed Use: multiple-family, professional offices and clinic.
The public was invited to attend and to participate in the
hearing, which was taped. The Commission voted unanimously to
recommend to the City Council the application be denied, as it
still constitutes spot zoning and does not conform with the
intent of the Comprehensive Plan; also, it is objectionable to
surrounding property owners.
APPLICATION NO. 141 - Mobile Homes
PUBLIC HEARING. Proposal to allow mobile homes in certain areas
of Port Townsend, as follows: "an area bounded by Discovery
Road to San Juan, 49th to Cook Avenue, to the City Limits". The
public was invited to attend and to participate in the hearing
which was taped. The Commission voted unanimously to recommend
to the City Council the proposal be denied for the following
reasons:

APPLICATION NO. 141 (continued)
(1) We have been advised by City Attorney Glenn Abraham that
our existing Ordinance controlling mobile homes is effective
and enforceable.
(2) There are many legal cases pending before the Courts at
this time and we should wait and see what the Courts decide
in this matter.
(3) There is doubt that allowance of mobile homes in any area
within the City is needed due to existing and pending mobile
home parks and development under existing Ordinance.
APPLICATION NO. 143 - James D. Carlson
1334 Lawrence
Variance Request. Mr. Carlson would build a chiropractic
clinic with 2 apartments upstairs. Existing structure does
not meet setback requirements; new structure would have slightly
less than required front setback; parking also was discussed.
The Commission voted unanimously to recommend to the City
Council the request be approved, as it is in keeping with set-
backs of buildings surrounding,it.
APPLICATION NO. 144 - E. J. Donlon
Point Hudson
Setback Variance for new home Mr. Donlon is planning to build.
The Commission voted 4 yes, no 1 to recommend to the City
Council the request be approved, as it is in keeping with other
setbacks in the area.
APPLICATION NO. 145 - Forrest David Dill
632 Lincoln Street
Setback Variance request on proposed addition to home. The
Commission voted unanimously to recommend to the City Council
the request be approved because it is reasonable and consistent
with present lot size and present structure.
City Engineer Roger French advised the Commission Application
No. 146, of JOhn/Dorothy Conway has been withdrawn.
