MINUTES OF THE WORKSHOP SESSION OF SEPTEMBER 13, 2004
CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The City Council of the City of Port Townsend met in workshop session this thirteenth
day of September 2004, at 6:30 p.m. in the Olympic Room at the Waterman & Katz
Building, Mayor Catharine Robinson presiding.
ROLL CALL
Council members present at roll call were Frank Benskin, GeoffMasci, Laurie Medlicott,
Catharine Robinson, and Michelle Sandoval. Freida Fenn and Kees Kolffwere excused.
Staff members present were Finance Director Michael Legarsky, City Attorney John
Watts, Acting City Manager Ken Clow, and City Clerk Pam Kolacy.
LODGING TAX ADVISORY COMMITTEE
Several members of the Lodging Tax Advisory Committee were present. Dave Robison,
presented an overview of the LTAC's mission, budget and goals so that the Council
would have information prior to the 2005 budget process.
Tim Caldwell clarified that the 18% "cash reserve" is actually a fund balance. He added
that the line item budget will be presented to the Finance/Budget Committee.
The Council expressed a desire to enhance the bridge mitigation fund for the period the
Hood Canal Bridge will be closed. More funding to maintain public restrooms was also
a concern.
COMPREHENSIVE PLAN AND ZONING CODE UPDATES
Eric Toews presented the packet materials and noted that the Council would be
conducting public hearings on three comprehensive plan and zoning code updates.
Proposed Amendments to PTMC Section 17.08.020 and Table 17.24.020 affectin~ the
Fort Worden State Park and Conference Center (LUP 04-019)
Mr. Toews noted that these amendments were initially considered for inclusion on the
City's 2004 Plan/Code Update docket; however, because the proposed amendments do
not create any inconsistencies with City's adopted Comprehensive Plan, it was
considered more appropriate to review them outside the formal Plan amendment process.

The proposed amendments seek to expand the range of permitted conditional uses at Fort
Worden; if adopted, the proposed amendments would clarify the definition of
"conference center" to include "limited retail concessions of prepackaged or prepared
food and sundries purchased for immediate use." The amendments would also affect the
permitted, conditional and prohibited uses in Table 17.24.020 as set forth in the
transmittal documents.
Ms. Sandoval asked why certain grandfathered situations couldn't simply be left alone.
Mr. Toews noted the use (i.e. cemetery) was changed to conditional in case there is a
need or desire to expand the uses.
Other discussion items included the type of recycling facilities to be allowed, and
definitions for various categories of educational institutions.
Mr. Maci asked that staff make sure the Rothschild House is correctly noted as a state
park on the use chart.
Mr. Toews also noted that the changes are being carried forward from the proposal by the
State Parks. He noted that the Planning Commission and City Council can make
modifications if they wish. The proposed text amendments have been approved by the
Planning Commission.
Proposed Land Use Map Redesignation and Rezone for the Wilson and 22nd Street
Neighborhood Pocket Park (LUP04-021)
Mr. Toews reviewed the packet materials, noting that the Planning Commission approved
the proposed redesignation and rezone. He added that because the application is for a
site-specific land use map redesignation and rezone, it is quasi-judicial in nature, and
appearance of fairness and conflict of interest rules apply.
A brief discussion of the recommendation followed.
LUP04-095. 7-Year GMA Update Amendments to the Port Townsend Comprehenive
Plan and Municipal Code
Mr. Toews reviewed the packet materials, noting that a total often legislative changes
were formally docketed by the City Council on April 19, 2004, for review and final
action during the present Plan and Code Update process. Most of the proposed
amendments are largely technical in nature, but necessary for ongoing GMA compliance.
These technical amendments are the focus of the Planning Commission's
recommendation. Two specific legislative proposals will be the subject of separate and
subsequent public and SEPA processes: Amendments to 19.05 PTMC to comply with
the best available science requirements; and amendments to Chapter 17.72 PTMC, "Off-
Street Parking and Loading" to comply with policy directive contained within the Plan.

Mr. Toews noted that the council will hear public testimony on these items at the
September 20 business meeting.
EXECUTIVE SESSION
At 8:15, Mayor Robinson announced the Council would retire to executive session to
discuss a litigation matter. She stated the session would last about 20 minutes and that
no action would take place following the session.
RECONVENE
The meeting was reconvened at 8:30 p.m.
ADJOURN
There being no further business, the meeting was adjourned at 8:31 p.m.
