AN ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING
SECTIONS 3.36.015, FEES--BUILDING AND LAND USE; 3.36.020, PUBLIC
WORKS AND UTILITY BILLING SERVICE FEE SCHEDULE; AND ADDING
A NEW SECTION 3.36.060 FEES--POLICE DEPARTMENT FEE FOR
FINGERPRINTING, OF CHAPTER 3.36, PERMIT, APPLICATION AND
APPEAL FEES OF THE PORT TOWNSEND MUNICIPAL CODE
WItEREAS, the City Council'desires to se~ a fee for public fingerprinting at a level to offset
the Port Townsend Police Department's administrative costs for this service; and
WHEREAS, the City has various planning and facilities maps available to the public, and the
City Council desires to set a reasonable fee for the purchase of such maps,
NOW, THEREFORE, the City Council of the City of Port Townsend does ordain as follows:
~ Section 3.36.015, Fees--Building and land use, of the Port Townsend Municipal
Code is hereby amended to read as follows:
3.36.015 Fees - Building and land use.
Application and service fees for the various building and land use applications, permits and
agreements shall be as follows:
A. For rezones, the sum of $500.00, plus $50.00 per hour of staff time spent in excess of 10
hours;
B. For application for amendment, supplementation or modification to the text of the zoning
code, $500.00, plus $50.00 per hour of staff time spent in excess of 10 hours;
C. For applications for amendment to the Comprehensive Plan, $500.00, plus $50.00 per
hour for staff time spent in excess of 10 hours.
D. For variances, the sum of $200.00 for single-family residences, or for an administrative
variance, $150.00 for a sign variance; $350.00 for other variances;
E. For street vacations, the sum of $300.00;
F. For conditional use permits, the sum of $250.00 when processed administratively; $500.00
for all major projects and those to be decided by the city council; plus in either case an additional
$50.00 per hour of staff time spent in excess of 10 hours;
G. For short subdivision approval, the sum of $350.00;
H. For preliminary approval of a subdivision, condominium, binding site plan or planned unit
development approval, the sum of $500.00, plus an additional $30.00 for each lot or dwelling unit
proposed, plus an additional $50.00 per hour of staff time spent in excess of 10 hours; for final plat
approval, the sum of $300.00, plus filing costs;
I. For building permits, the fees and charges set forth in the Uniform Building Code, as
currently adopted by the city, plus an additional $10.00 for each radon test kit to be provided as
required by Chapter 19.27 RCW; plus an additional special examiner/special inspector fee pursuant
to the Nonresidential Energy Code as set forth in the suggested fee schedule set by the Utility Code
Group;
J. For home occupation permits, the sum of $30.00;
K. For sign permits, $25.00, plus an additional $10.00 for each additional sign included in
the same permit application;
L. Preparation of legal agreements, $65.00;
M. For boundary line adjustments, $150.00, plus $50.00 per hour of staff time spent in excess
of five hours;
N. For street vendor licenses, an application fee of $50.00, and an annual license fee of
$350.00 payable upon the issuance of the license and on or before January 1st of each succeeding
calendar year for which the permit remains valid;
O. For environmentally sensitive area permits, $250.00 plus $50.00 an hour of staff time spent
in excess of 10 hours; for major projects, $500.00 plus $50.00 per hour of staff time spent in excess
of 10 hours;
P. For environmentally sensitive area peer reviews, the full costs, in. advance, of any third
party charges which may accrue;
Q. For environmentally sensitive area reasonable use exception applications, $250.00 plus
$50.00 an hour of staff time spent in excess of 10 hours;
R. For an advance determination under the environmentally sensitive areas ordinance,
$250.0O;
S. For an environmental checklist threshold determination, the sum of $250.00, plus $50.00
per hour for each additional hour of staff time in excess of six hours, provided that a credit of $150.00
shall be applied if an environmentally sensitive area permit is also required for the proposal; for major
projects, $500.00 plus $50.00 per hour of staff time spent in excess of 10 hours with a credit of

$150.00 if an environmentally sensitive area permit is also required for the proposal.
T. For revision of a permit application or of conditions of prior approval, the sum of $50.00
per hour of staff time, plus other direct costs to process the revision;
U. For mobile home title elimination, $30.00;
V. For shoreline substantial development permit application, a base fee of $350.00 for a
primary use and $500.00 for a secondary use or $600.00 for a conditional use, plus $75.00 for
notification of each hearing, which sum does not include the amount of deposit for posting boards
used. In addition, an hourly fee in the amount of $50.00 shall be charged for staff time in excess of
10 hours;
W. For a shoreline variance application, the sum of $350.00 for a primary use and $550.00
for a secondary use, in addition to the amounts set forth in subsection X of this section. In addition,
an hourly fee in the amount of $50.00 shall be charged for staff time in excess of 10 hours;
X. For a shoreline exemption letter or a residential setback analysis, the sum of $50.00;
Y. For recording documents with the Jefferson County auditor, the amount of the recording
fees charged by Jefferson County, plus a service charge of $5.00;
Z. For a temporary certificate of occupancy: $50.00 for each residential dwelling unit;
$100.00 for commercial, industrial, and institutional uses.
AA. For historic preservation commission design review for major projects, $500.00 plus
$50.00 per hour of staff time in excess of 10 hours.
BB. For planning and facilities maps, $10.00 for each map.

~ Section 3.36.020, Public works and utility billing service fee. schedUle, is hereby
amended as follows:
The fees and charges listed in this section for services of the public works department and the finance
department for utility billing are established. The fees and charges shall be paid in advance unless an
alternate method of payment is specifically approved by the director of public works. The continuance'
or establishment of water and/or sewer service by the city shall be contingent upon payment of all fees
and charges contained in this section. The following schedule of fees and charges shall be used:

amount in its entirety prior to the city procesfiing any such applications.

Section 4. ~. If any clause, sentence, paragraph, section or part of this Ordinance or
its application to any person or circumstance is held to be invalid or unconstitutional by a court of
competent jurisdiction, such order or judgment shall not affect the validity or constitutionality of the
remainder of any part of this Ordinance. To this end, the provisions of each clause, sentence,
paragraph, section or part of this law are .declared severable.
This ordinance shall take effect and be in force five days after the date of its publication in the
manner provided by law.
