MINUTES OF THE WORKSHOP OF MAY 16, 2011
CALL TO ORDER AND PLEDGE OF ALLEGIANCE

Councilmembers present at roll call were Kris Nelson, Michelle Sandoval, George
Randels, Catharine Robinson, Laurie Medlicott, and David King with Mark Welch
excused.
Staff members present were City Manager David Timmons, City Attorney John Watts, City
Clerk Pam Kolacy, Civil Engineer Mary Heather Ames, City Engineer Dave Peterson, and
Public Works Director Ken Clow.
DRINKING WATER TREATMENT FOR EPA COMPLIANCE
City Engineer Dave Peterson reviewed the status of the City's 2011 Capital Improvement
Program.
Civil Engineer Mary Heather Ames introduced HDR consultants Mike Blanchette, PE,
Project Manager and Pierre Kwan, PE, Process Evaluation Lead. HDR has been retained
as an engineering consultant for the Long -Term 2 Enhanced Surface Water Treatment
project. Pilot testing of slow sand filtration has begun and Ms. Ames and the consultants
presented a project update.
Discussion ensued and included an explanation of why the cost estimate range is so wide
(partly due to the main portion of cost being electricity); potential for sole source
procurement; details about use of a roughing filter; effectiveness of slow sand vs. UV for
removing algae (slow sand more effective); current excellent quality of the Port Townsend
water suppy; potential health concerns (negligible); and whether the system would
continue to operate in event of a natural disaster.
Mr. Timmons noted that all updates on the project will be delivered to the full Council (not
a Committee). Further details and answers to questions will be available as the project
continues according to the presented timeline.
COUNCIL COMMITTEE REPORTS
Council committee reports were presented by David King (Finance and Budget) and
George Randels (Community Development/Land Use).
RESIDENTIAL STREET USE REGULATIONS
Discussion was postponed on this item until a future meeting.
